Book excerpt: Sexual violence against men is an under-theorised and under-noticed topic, though it is becoming increasingly apparent that this form of violence is widespread. Yet despite emerging evidence documenting its incidence, especially in conflict and post-conflict zones, efforts to understand its causes and develop strategies to reduce it are hampered by a dearth of theoretical engagement. One of the reasons that might explain its empirical invisibility and theoretical vacuity is its complicated relationship with sexual violence against women. The latter is evident empirically, theoretically, and politically, but the relationship between these violences conjures a range of complex and controversial questions about the ways they might be different, and why and how these differences matter. It is the case that sexual violence (when noticed at all) has historically been understood to happen largely, if not only, to women, allegedly because of their gender and their ensuing place in gender orders. This begs important questions regarding the impact of increasing knowledge about sexual violence against men, including the impact on resources, on understandings about, and experiences of masculinity, and whether the idea and practice of gender hierarchy is outdated. This book engages this diverse set of questions and offers fresh analysis on the incidences of sexual violence against men using both new and existing data. Additionally, the authors pay close attention to some of the controversial debates in the context of sexual violence against men, revisiting and asking new questions about the vexed issue of masculinities and related theories of gender hierarchy. The Political Economy of Violence against Women develops a feminist political economy approach to identify the linkages between different forms of violence against women and macro structural processes in strategic local and global sites - from the household to the transnational level. It analyses how discourse on #MeToo issues in the workplace reveals a shift away from representations of women as traumatized victims in need of empowerment toward a focus on men as both problem and solution, setting new standards for masculine workplace conduct. However, this discourse reproduces a toxic/good men binary that serves to consolidate a new form of hegemonic masculinity. The book concludes that neoliberal sexual violence politics obscures how globalization fosters inequalities and sexual violence by blaming these and other social ills on toxically masculine men. They were directed "upstream," and told to "talk to the men" with the goal of preventing future acts of violence. This is a book about men who took this charge seriously, committing themselves to working with boys and men to stop violence, and to change the definition of what it means to be a man. The book examines the experiences of three generational cohorts: a movement cohort of men who engaged with anti-violence work in the 1970s and early 1980s, during the height of the feminist anti-violence mobilizations; a bridge cohort who engaged with anti-violence work from the mid-1980s into the 1990s, as feminism receded as a mass movement and activists built sustainable organizations; a professional cohort who engaged from the mid-1990s to the present, as anti-violence work has become embedded in community and campus organizations, non-profits, and the state. Across these different time periods, stories from life history interviews illuminate men's varying paths--including men of different ethnic and class backgrounds--into anti-violence work.
