Il est donc indispensable de s'interroger sur les caractéristiques et les causes du sous-développement, ainsi que sur les différentes théories et modèles de développement, à travers les débats entre interventionnistes et libéraux. Les controverses doctrinales ont été influencées par les résultats positifs de la plupart des pays asiatiques, et les politiques économiques, agricoles et industrielles ont connu un changement de cap au cours des années 1980, passant d'un paradigme plus interventionniste et planificateur à un autre plus favorable au marché et à l'ouverture extérieure. Trois décennies après cette inflexion, il est temps de faire le point sur l'évolution des pays en développement, à la lumière des faits, comme l'extension de la mondialisation des économies, et des théories économiques actuelles, notamment celles qui mettent en avant le rôle des institutions. La présente édition est une refonte complète de la précédente qui évoquait les bouleversements de l'économie mondiale du fait de la croissance plus rapide des pays du Sud. Cette croissance est maintenant évidente, avec l'explosion de la production de la Chine et de l'Inde, après des pays de plus petite taille comme la Corée ou Taiwan qui faisaient figure d'exceptions jusqu'aux années 1980. L'Afrique a reculé relativement dans les deux dernières décennies du XXe siècle, mais connaît un retour à la croissance depuis les années 2000, que seule une atténuation des conflits pourrait consolider. Quant à l'Amérique latine, longtemps à mi-chemin entre les pays développés et les pays les plus pauvres d'Afrique ou d'Asie, la généralisation et le solide ancrage de la démocratie depuis la fin de la guerre froide ont des effets favorables sur le développement.
