Book excerpt: IMMEDIATE OBJECTIVES: Poor rural women make productive use of and derive sustained benefits from converted wasteland and related sideline activities. FINDINGS: The project's objectives were only partially achieved because the outputs had to be reduced due to factors beyond the project's control. Ninety-seven acres were developed and about 785,000 saplings planted between 1991 and 1993. A total of 231 women in 15 villages benefitted from employment and income resulting from the project which reduced migration from the area. The organization of the women into cooperatives and groups as well as the leadership training provided by the project, improved their standing in the home and in the community. However, fairly complex problems concerning the government-owned wasteland, the community's grazing rights and the women's access to and control over the land hampered the project's activities and would undoubtedly hinder sustainability if not resolved. Also, the women did not possess the necessary management and technical skills to properly utilise the large plots of land alloted to them. RECOMMENDS: A new approach to accessing land should be pursued. A state-level forum should be used to seek favourable government decisions in securing long leases on land from panchayat and resolving problems faced by cooperatives in acquiring land. ILO should conduct a thorough impact study of the project's activities including the legal and policy issues involved in order to draw lessons learned. Recommends specific criteria to be taken into account when designing future similar wasteland development projects. LESSONS LEARNED: Alloting women individual plots is likely to cause problems concerning the equitable distribution of productive resources and income emanating from them. Also the local community using the grazing land may oppose the allotments because they feel that their traditional grazing rights are threatened. It is essential to consult the local community and to be aware of the social and political milieu of de jure and de facto land rights before undertaking such a project. Much technical and managerial training is needed for poor rural women to be able to develop wasteland. Therefore, small tracks of land are more suitable than large areas.

Book excerpt: "This book assumes significance because it takes stock of changes, progress, issues, policy implications and experiences of the agencies involved in the wasteland development programmes.... This book gives practical solutions to issues of changes in policies, laws and administration based on various experiences.... This book is a useful source of information for all those involved in such programmes and policies. --Deccan Herald "This volume represents a significant landmark in the continued efforts to enhance rural poor women's access to land and other productive resources, for better livelihoods and improved status. . . . It is a landmark from the point of view of both practitioners and researchers, as it brings together an array of practical experiences in the field of organizing women for improved access and greater bargaining power. Along with this, it deals with related issues and problems. . . . The book is a valuable addition to the literature on women's poverty and landlessness, their struggle to strengthen their rights and status, thus providing an agenda for action by policymakers, NGOs, and women's groups, as well as international agencies." --Seminar What role do women play in the development of wasteland areas and regions? How do caste, class, and tribal affiliation affect women's participation in development of wasteland areas? This volume brings together policy-makers, researches, and village women to discuss and analyze wasteland development primarily from the perspective of the women themselves, and not merely from the point of environmental regeneration. Contributors first address the evolution of wasteland development in India in general, offering a unique framework for understanding the place of women within it. They then document the grassroots experience of village women in the states of Rajasthan and Gujarat. Throughout, contributors examine legal implications of women gaining access to land-based resources and review policy issues that will ensure women's continued participation in wasteland development. "Although the data collected are confined to India, they help reach conclusions valid for trans-border countries in common ecological belts." -The Statesman "It is rich in empirical material, and adds considerably to the existing evidence of the interrelationship between poverty, natural resources and gender. . . . The editors must be congratulated for selecting paper of almost uniform quality, and covering such comprehensive range of issues. . . . The most important contribution of this book . . . is the extensive evidence it offers for a still nascent thesis in the field of women's empowerment." -The Book Review

Book excerpt: This volume is a compilation of essays that focus on livelihood issues faced by forest communities of the southern Western Ghats region of India. Communities living along the fringes of forests are, more often than not, overlooked in academic and policy discussions. However, they face considerable pressures, being sandwiched between conservation endeavours and the forces of urbanization and commercialization. The chapters in this book provide an insight into the kinds of livelihood issues these communities face and the potential means that can be adopted to sustain these livelihoods. This volume provides a unique alternative perspective by locating livelihood issues within socio-ecological-economic narratives of communities living at the intersection of the three southern Indian states of Karnataka, Kerala and Tamil Nadu, and suggests directions for policies to address these challenges.

Book excerpt: This text examines the difficulties that were faced by an Indian NGO (non-government organization) in promoting income-generating activities for the poorest rural women. It is an account of what happened with GVA, a Gujarrati Voluntary Agency, which introduced such projects for women living in two villages near Ahmedabad. The work describes the lives of rural women who were involved in, and missed by, the project. It shows how the NGO must identify and tackle diverse social, economic and managerial problems in order to successfully implement such programmes.
