Comparisons with the Roman, Judeo-Christian and modern historiography have sought to justify this perspective by drawing on a category of the future as a temporal mode that breaks with the present. In this volume, distinguished classicists and historians challenge this contention by raising the question of what the future was and meant in antiquity by offering fresh considerations of prognostic and anticipatory voices in Greek historiography from Herodotus to Appian and by tracing the roots of established views on historical time in the opposition between antiquity and modernity. They look both at contemporary scholarly argument and the writings of Greek historians in order to explore the relation of time, especially the future, to an idea of the historical that is formulated in the plural and is always in motion. Using empirical methods, and bringing together insights from across the social sciences, Castles interrogates a range of theories suggesting that the welfare state is in crisis. Systematically using data for 21 advanced OECD nations, he distinguishes crisis myths from crisis realities, locating, in the process, likely trajectories of welfare state development in coming decades. The findings of this book confront many of the basic assumptions of contemporary scholarship. Economic globalization has not led to a 'race to the bottom'. Analogous processes within the European Community have not led to a 'downward harmonization' of social spending. There is no 'new politics of the welfare state', with the Left still outspending the Right. Over the past two decades, spending has been increasing and converging across the OECD. Rather than being in a state of crisis, western welfare states have achieved a steady state. The supposed impact of population ageing on social welfare budgets also turns out to be myth, with differences in spending actually being a function of the structure of welfare systems, not of any demographic imperative. The only potentially real threat is of rapidly declining fertility, but Castles argues that welfare state spending in the form of family-friendly public policy is, in fact, our best defence against this problem. This is a book with significant policy implications. It identifies the factors likely to mould welfare state growth and decline in future years, and the diverse problems and challenges confronting welfare state policy-makers in different families of nations. It is a book for those who like assessing evidence before jumping to unwarranted conclusions, and a book for those who wish to see 'the shape of things to come'.

Book excerpt: In this provocative and necessary work, Roland Boer, a leading biblical scholar and cultural theorist, develops a political myth for the Left: a powerful narrative to be harnessed in support of progressive policy. Boer focuses on foundational stories in the Hexateuch, the first six books of the Bible, from Genesis through Joshua. He contends that the “primal story” that runs from Creation, through the Exodus, and to the Promised Land is a complex political myth, one that has been appropriated recently by the Right to advance reactionary political agendas. To reclaim it in support of progressive political ends, Boer maintains, it is necessary to understand the dynamics of political myth. Boer elaborates a theory of political myth in dialogue with Ernst Bloch, Theodor Adorno, Alain Badiou, Jacques Lacan, and Slavoj Žižek. Through close readings of well-known biblical stories he then scrutinizes the nature of political myth in light of feminism, psychoanalysis, and Marxism. Turning to contemporary politics, he examines the statements of prominent American and Australian politicians to show how the stories of Creation, conquest, Paradise, and the Promised Land have been distorted into a fantasy of Israel as a perpetual state in the making and a land in need of protection. Boer explains how this fantasy of Israel shapes U.S. and Australian foreign and domestic policies, and he highlights the links between it and the fantasy of unfettered global capitalism. Contending that political myths have repressed dimensions which if exposed undermine the myths’ authority, Boer urges the Left to expose the weakness in the Right’s mythos. He suggests that the Left make clear what the world would look like were the dream of unconstrained capitalism to be realized.
