Seeds of Mobilization takes a closer look at the history of South Korea to show that Korea’s advance to democracy was not linear. Instead, while Korea’s national economy grew dramatically under the regimes of Park Chung Hee (1961–79) and Chun Doo Hwan (1980–88), the political system first became increasingly authoritarian. Because modernization was founded on industrial complexes and tertiary education, these structures initially helped bolster the authoritarian regimes. In the long run, however, these structures later facilitated the anti-regime protests by various social movement groups—most importantly, workers and students—that ultimately brought democracy to the country. By using original subnational protest event datasets, government publications, oral interviews, and publications from labor and student movement organizations, Joan E. Cho takes a long view of democratization that incorporates the decades before and after South Korea’s democratic transition. She demonstrates that Korea’s democratization resulted from a combination of factors from below and from above, and that authoritarian development itself was a hidden root cause of democratic development in South Korea. Seeds of Mobilization shows how socioeconomic development did not create a steady pressure toward democracy but acted as a “double-edged sword” that initially stabilized autocratic regimes before destabilizing them over time.

Chang shows how the narrative of the 1970s as democracy's "dark age" obfuscates the important material and discursive developments that became the foundations for the movement in the 1980s which, in turn, paved the way for the institutionalization of civil society after transition in 1987. To correct for these oversights in the literature and to better understand the origins of South Korea's vibrant social movement sector this book presents a comprehensive analysis of the emergence and evolution of the democracy movement in the 1970s.

Instead it is a more generalized consideration of the essential aspects of seed physiology and biochemistry as we see them. It also includes a substantial amount of new and different material. In a work of this sort it is inevitable that some simplifications must be made, but we hope, never theless, that we have presented the most reasonable conspectus of areas of con troversy and uncertainty. Book excerpt: Although many reviews and articles about germination have been published, our understanding of the process is far from complete. Some of the reactions involved in the transforma tions and translocation of reserve compounds and their final fate in the growing tissues was the subject of the annual symposium of the Phytochemical Society of North America which was held in August, 1982, on the campus of the University of Ottawa, Canada. A major emphasis was on low molecular weight compounds, amino acids and sugars, and the checks and balances operating as they are produced by hydrolysis in reserve tissues and transformed in the growing tissues. The critical role of membranes was given especial emphasis. The closing presentation was an anthropocentric review of the nutritional benefits accrued during germination, and provided a scientific basis for the inclusion of sprouted seedlings in the human diet. Dr. R. G. Fulcher introduced the symposium topic with an elegant histochemical study in which the site and nature of seed reserves were defined by means of the glowing colors of fluorescence microscopy. The symposium was organized by C. Nozzolillo with advice and assistance from fellow PSNA members S. A. Brown, J. T. Arnason, and A. Picman and a visiting scientist from Sweden, C. Liljenberg.

Genetic engineering has a wide range of cultural, economic, and ethical implications, yet it has become almost an article of faith that regulatory decisions about biotechnology be based only on evidence of specific quantifiable risks; to consider anything else is said to “politicize” regulation. In this study of social protest against genetically engineered food, Abby Kinchy turns the conventional argument on its head. Rather than consider politicization of the regulatory system, she takes a close look at the scientization of public debate about the “contamination” of crops resulting from pollen drift and seed mixing. Advocates of alternative agriculture confront the scientization of this debate by calling on international experts, carrying out their own research, questioning regulatory science in court, building alternative markets, and demanding that their governments consider the social and economic impacts of the new technologies. Kinchy focuses on social conflicts over canola in Canada and maize in Mexico, drawing out their linkages to the global food system and international environmental governance. The book ultimately demonstrates the shortcomings of dominant models of scientific risk governance, which marginalize alternative visions of rural livelihoods and sustainable food production.

In agricultural terms, these options might be manage ment alternatives or different crops to grow, that can stabilize or increase household income, that reduce soil degradation and dependence on off-farm inputs, or that exploit local market opportunities. Farmers need a facilitating environment, in which affordable credit is available if needed, in which policies are conducive to judicious management of natural resources, and in which costs and prices of production are stable. Another key ingredient of this facilitating environment is information: an understanding of which options are viable, how these operate at the farm level, and what their impact may be on the things that farmers perceive as being important. The second premise is that systems analysis and simulation have an impor tant role to play in fostering this understanding of options, traditional field experimentation being time-consuming and costly. This book summarizes the activities of the International Benchmark Sites Network for Agrotechnology Transfer (IBSNAT) project, an international initiative funded by the United States Agency for International Development (USAID). IBSNAT was an attempt to demonstrate the effectiveness of understanding options through systems analysis and simulation for the ultimate benefit of farm households in the tropics and subtropics. The idea for the book was first suggested at one of the last IBSNAT group meetings held at the University of Hawaii in 1993.

Systematically comparing their stories in order to explain their paths, differences, ruptures and changes, the author reveals that the emergence of the two nations as leading producers of GM crops cannot be explained by technological superiority of biotechnology; rather, their trajectories are the results of political struggles surrounding agrarian development, in which social movements and the rural poor contested the advancement of biotechnologically-based agrarian models, but have been silenced, ignored, or demobilized by a network of actors in favour of GM crops. Based on rich interview and media material collected amongst activists, the author highlights the importance of political struggles over GM crops not only to debates on agrarian futures and food security, but also as illustrations of the challenges faced by contemporary democracies. An international comparative study, this book raises the question of how social mobilization and rights claims can counter the systemic imperatives of global capitalism and political interests, at a time when regional governments are reliant on commodity booms, whilst globally, governments are obliged to introduce programmes of austerity. As such it will appeal to scholars of sociology, political science and geography with interests in social movements, development, globalization, inequality and political economy.
