The report covers the status of progress in post-conference follow-up activities in the period from 27-28 June 1990, date of the First International Meeting of the Follow-up Committee of CIREFCA, to March 1991. The report focuses on progress achieved in the implementation of the Plan of Action and provides initial information on the status of projects which are being or will soon be implemented with the funding raised thus far. The report begins with some general background on CIREFCA and the Plan of Action. The report itself is divided into four sections. The first part concerns CIREFCA as a fund-raising process. Statistics are given on pledges announced at CIREFCA's New York meeting and a summary gives the status of projects which have been financed thus far. The second part of the report discusses CIREFCA and its support for solutions to the plight of the uprooted in Central America. The section covers the manner in which CIREFCA addresses the evolving nature of the situation in the region and its impact on the uprooted, with special emphasis on the current situation of CIREFCA in each country. It also provides a brief overview of the solutions-oriented projects presented by each government in New York, along with an estimate of the beneficiaries covered and the financing requested, as well as the current funding status. Maps of each country with projects are included. The third part of the report details the progress achieved in consultations and coordination among all parties, including inter-agency collaboration, coordination among the affected countries and with donors, and non-governmental organizations (NGOs). The last section of the report briefly mentions certain challenges ahead.

Book excerpt: Maya people have lived for thousands of years in the mountains and forests of Guatemala, but they lost control of their land, becoming serfs and refugees, when the Spanish invaded in the sixteenth century. Under the Spanish and the Guatemalan non-Indian elites, they suffered enforced poverty as a resident source of cheap labor for non-Maya projects, particularly agriculture production. Following the CIA-induced coup that toppled Guatemala's elected government in 1954, their misery was exacerbated by government accommodation to United States "interests," which promoted crops for export and reinforced the need for cheap and passive labor. This widespread poverty was endemic throughout northwestern Guatemala, where 80 percent of Maya children were chronically malnourished, and forced wide-scale migration to the Pacific coast. The self-help aid that flowed into the area in the 1960s and 1970s raised hopes for justice and equity that were brutally suppressed by Guatemala's military government. This military reprisal led to a massive diaspora of Maya throughout Canada, the United States, Mexico, and Central America. This collection describes that process and the results. The chapters show the dangers and problems of the migratory/refugee process and the range of creative cultural adaptations that the Maya have developed. It provides the first comparative view of the formation and transformation of this new and expanding transnational population, presented from the standpoint of the migrants themselves as well as from a societal and international perspective. Together, the chapters furnish ethnographically grounded perspectives on the dynamic implications of uprooting and resettlement, social and psychological adjustment, long-term prospects for continued links to migration history from Guatemala, and the development of a sense of co-ethnicity with other indigenous people of Maya descent. As the Maya struggle to find their place in a more global society, their stories of quiet courage epitomize those of many other ethnic groups, migrants, and refugees today.

One of the main objectives of the Conference was to identify new solutions to the problem of refugees, returnees and displaced persons in Central America. The main themes treated in the various papers relate to the need to change from ad-hoc emergency responses to the refugee problem in the region, to programmes aimed at self-sufficiency and durable solutions. The papers reflect the necessity for a developmental dimension to assistance offered to refugees, returnees and displaced persons, envisaged by linking the needs of these groups, those of the host communities and the development plans of each country. The impact of such refugee movements on the surrounding population and socio-economic infrastructure of the host community is stressed throughout. Individual country studies are presented, which outline the policy and strategies of various governments for promoting possible solutions. Project proposals include agricultural development, rural settlement, construction, improvement of infrastructure, creation of employment opportunities, health care, etc. Other reports also contained in this collection include that of UNHCR which gives a historical overview of 100 years of asylum instruments in Latin America, and discusses issues such as voluntary repatriation and UNHCR cooperation in favour of protection and assistance. The paper submitted by UNDP takes as its starting point an analysis of the experiences of the various agencies of the UN system, governmental institutions and the most important contributions of bilateral and multilateral cooperation agencies in Central America. Guidelines are proposed by UNDP for integrating the needs of refugees, returnees and displaced persons into national development programmes. Finally, the Declaration and Concerted Plan of Action adopted by the Conference as an initial framework for future activities towards a firm and lasting peace in the region is included in this collection.
