A protective design approach for retrofit of existing structures has become increasingly palatable, despite the high costs, because of terror threats that were once considered "remote." Windows have always been one of the weakest points in most structures, primarily because of the requirement for transparency. Recent research at the Air Force Research Laboratory (AFRL) has addressed the difficult problem of retrofitting windows against the "combined threat" of a bomb blast followed by a chem-bio attack. In the recent Gulf War, several specific threats were highlighted for both US military forces and Israeli civilians. The most obvious threat to civilians in that conflict was explosive, as about forty SCUD missiles were launched into civilian areas of Israel. Less obvious, but even more potentially dangerous, was the threat of chem-bio weapons of mass destruction. Recognizing the weakness of entry points to chem-bio contamination, many Israeli civilians used plastic sheeting on the interior side of their windows during periods of increased threat. Recent research at AFRL has shown that, although cost-effective, this approach is woefully inadequate at the blast-pressures which would be expected in a terror attack, as clearly demonstrated by a sequence of still frames taken from blast test videotapes. The paper briefly discusses early pioneering work at AFRL that dealt with the use of clear polymer membranes (i.e., plastic sheets) to combat the combined threat, but the body of the paper focuses on recent developments in the evolution of "membrane" windows. The AFRL windows will resist blast high blast pressures, and will remain sealed against subsequent chem-bio attack, due to a patent-pending design which includes sever.

Doors have always been one of the weakest points in most structures, primarily because of the requirement for convenient human access. In some hardened structures, very thick steel doors provide adequate blast protection; but these heavyweight doors are not readily adaptable to more general-purpose, lighter-weight structures, such as businesses and homes. The design problems which must be addressed in creating a lightweight, blast-resistant door can be grouped into three general areas: (1) the door must be lightweight; (2) the door must be capable of withstanding the blast-pressure; and (3) the frame must be capable of holding the blast-resistant door. The first two areas are obvious, but the latter is often overlooked. Stated more specifically, if the "blast-proof" door cannot be contained by the door frame, it will become a large, rigid, and life-threatening projectile. The body of the paper focuses on the specific materials and techniques used to create the AFRL lightweight, blast-resistant doors. These doors use a patent-pending design to resist blast-pressures far above any commercially- available "lightweight" door. In fact, the AFRL blast-resistant doors can achieve protection, with a relatively simple retrofit, that would otherwise require significant and substantial structural modifications. Results from AFRL blast tests on the doors are presented, which clearly show their capability under extremely high blast pressures.

Analysis of data from previous terror attacks indicates the largest number of injuries result from projected glass shards from shattered windows and facades. Three key issues have led to increased interest in new window materials as well as changes in building design codes: (1) actual terror attacks, (2) the threat of future terror attacks, and (3) monetary losses due to hurricanes. New protective products include a wide variation of films and laminated glasses for retrofit and replacement. Air Force Research Laboratory (AFRL) research has shown that these protective films will reduce the fragmentation of the enclosed glass. However, protective films that are not anchored will not provide retention of the film/glass system under the severe blast loadings expected from terror bombs. This paper introduces the Flex window, a patent-pending blast-resistant window developed at AFRL, along with key design concepts. In addition, the paper presents results from actual blast tests of the Flex window. Tabular data and photo-documentation is used to illustrate the ability of the Flex window to handle blast pressures a full order of magnitude greater than the typical commercial "blast proof" window. New AFRL methods for modeling both exterior and interior loading functions are presented. In addition, possible response modes are discussed based on observations of high-speed video recordings. The paper discusses the evolution of "membrane" windows, right up to the present, where a combination of rigid and flexible components, membranes, anchoring techniques, and pressure relief ports are used to create a window that can withstand the pressure expected from a large blast and afterwards retain membrane integrity sufficient to resist a subsequent chemical-biological attack. Specific improvements that have increased the survivability of the window are discussed, as are improvements currently being tested that should allow these windows to be expanded to "store-front" size without a degradation in protection. The Department of Defense Counter-Terrorism Technology Task Force identified four operational areas in reviewing technical proposals for HLS operations: indications and warning; denial and survivability; recovery and consequence management; and attribution and retaliation. The study sponsor asked the Committee to use these four areas as the basis for its assessment of the science and technology (S&T) that will be important for the Army's HLS role. Overall, the Committee found that: There is potential for substantial synergy between S&T work carried out by the Army for its HLS responsibilities and the development of the next generation Army, the Objective Force. The Army National Guard (ARNG) is critical to the success of the Army's HLS efforts.

These safe rooms will protect occupants from a variety of hazards, including debris impact, accidental or intentional explosive detonation, and the accidental or intentional release of a toxic substance into the air. Safe rooms may also be designed to protect individuals from assaults and attempted kidnapping, which requires design features to resist forced entry and ballistic impact. This covers a range of protective options, from low-cost expedient protection (what is commonly referred to as sheltering-in-place) to safe rooms ventilated and pressurized with air purified by ultra-high-efficiency filters. These safe rooms protect against toxic gases, vapors, and aerosols. The contents of this manual supplement the information provided in FEMA 361, Design and Construction Guidance for Community Shelters and FEMA 320, Taking Shelter From the Storm: Building a Safe Room Inside Your House. In conjunction with FEMA 361 and FEMA 320, this publication can be used for the protection of shelters against natural disasters. This guidance focuses on safe rooms as standby systems, ones that do not provide protection on a continuous basis. To employ a standby system requires warning based on knowledge that a hazardous condition exists or is imminent. Protection is initiated as a result of warnings from civil authorities about a release of hazardous materials, visible or audible indications of a release (e.g., explosion or fire), the odor of a chemical agent, or observed symptoms of exposure in people. Although there are automatic detectors for chemical agents, such detectors are expensive and limited in the number of agents that can be reliably detected. Furthermore, at this point in time, these detectors take too long to identify the agent to be useful in making decisions in response to an attack. Similarly, an explosive vehicle or suicide bomber attack rarely provides advance warning; therefore, the shelter is most likely to be used after the fact to protect occupants until it is safe to evacuate the building. Two different types of shelters may be considered for emergency use, standalone shelters and internal shelters. A standalone shelter is a separate building (i.e., not within or attached to any other building) that is designed and constructed to withstand the range of natural and manmade hazards. An internal shelter is a specially designed and constructed room or area within or attached to a larger building that is structurally independent of the larger building and is able to withstand the range of natural and manmade hazards. Both standalone and internal shelters are intended to provide emergency refuge for occupants of commercial office buildings, school buildings, hospitals, apartment buildings, and private homes from the hazards resulting from a wide variety of extreme events. The shelters may be used during natural disasters following the warning that an explosive device may be activated, the discovery of an explosive device, or until safe evacuation is established following the detonation of an explosive device or the release of a toxic substance via an intentional aerosol attack or an industrial accident. Standalone community shelters may be constructed in neighborhoods where existing homes lack shelters. Community shelters may be intended for use by the occupants of buildings they are constructed within or near, or they may be intended for use by the residents of surrounding or nearby neighborhoods or designated areas.
