Available in PDF, EPUB and Kindle. Book excerpt: There is a widely held belief in the imminent probability of nuclear, chemical, or biological weapons of mass destruction being used by terrorists against civilian targets. This edited volume critically assesses the suggestion that one safeguard against this possibility would be to strengthen existing international prohibitions against state- level acquisition of such weapons. A glimpse of the possible potential of terrorist use of weapons of mass destruction has been seen through the actions of the Tokyo Aum group, and through the use of chlorine by insurgents in Iraq. However, the extent of the real threat posed is as yet unclear, and safeguarding against it in developing countries will not be easy. This book assembles specialists in each category of WMD in order to examine the potential of expanding the three ‘classical’ arms control treaties in order to combat the threat posed by smaller terrorist groups, and draws conclusions as to the strengths and weaknesses of this suggestion.

Book excerpt: “The greatest danger of another catastrophic attack in the United States will materialize if the world's most dangerous terrorists acquire the world's most dangerous weapons.” —The 9/11 Commission Report The bipartisan Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism was established by the U.S. Congress to build on the work of the 9/11 Commission by assessing our nation's progress in preventing weapons of mass destruction proliferation and terrorism, and providing a roadmap to greater security with concrete recommendations for improvement. The Commission has interviewed over 200 experts inside and outside of government. They have met with counterterrorism and intelligence officials here at home and abroad who are working to stop proliferation and terrorism The Commission's report examines the government's current policies and programs, identifies gaps in our government's prevention strategy and recommends ways to close them. The threat of terrorist attacks in the United States and elsewhere is still very real. The world remians at risk There is more that can and must be done. Our security depends on it.

This book was released on 2008 with total page 160 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Commission believes that unless the world community acts decisively and with great urgency, it is more likely than not that a weapon of mass destruction will be used in a terrorist attack somewhere in the world by the end of 2013. The Commission further believes that terrorists are more likely to be able to obtain and use a biological weapon than a nuclear weapon. The Commission believes that the U.S. government needs to move more aggressively to limit the proliferation of biological weapons and reduce the prospect of a bioterror attack. Further compounding the nuclear threat is the proliferation of nuclear weapons capabilities to new states and the decision by several existing nuclear states to build up their arsenals. Such proliferation is a concern in its own right because it may increase the prospect of military crises that could lead to war and catastrophic use of these weapons. As former Senator Sam Nunn testified to our Commission: "The risk of a nuclear weapon being used today is growing, not receding." This Commission was chartered by Congress to assess our nation's progress in preventing weapons of mass destruction proliferation and terrorism--and to provide the next President and Congress with concrete, actionable recommendations that can serve as their road map to a safer homeland and world. No mission could be timelier. The simple reality is that the risks that confront us today are evolving faster than our multilayered responses. Many thousands of dedicated people across all agencies of our government are working hard to protect this country, and their efforts have had a positive impact. But the terrorists have been active, too--and in our judgment America's margin of safety is shrinking, not growing.

Available in PDF, EPUB and Kindle. Book excerpt: The United States faces a small number of rogue states that either have or are working to acquire weapons of mass destruction. These NASTIs, or NBC-Arming Sponsors of Terrorism and Intervention, include such states as North Korea, Iraq, Iran, Libya, and Syria. U.S. nonproliferation programs and policies have helped to keep this number small, but U.S. and allied counterproliferation programs are essential to reduce the danger. It is up to deterrence, active defenses, passive defenses, decontamination, and counterforce to turn enemy weapons of mass destruction into instruments of limited destructive effect. Warfighters will also have to adopt a different strategy and concept of operations in fighting an adversary that is so heavily armed. This strategy will feature a combination of deception, dispersion, mobility and maneuver, diffused logistics, remote engagement, missile defense bubbles, non-combatant evacuation operations, and large area decontamination. It will also involve upgrades to NBC passive defense measures and equipment, as well as a counterforce capability that can find and destroy a variety of adversary targets, including mobile launchers and deeply buried and hardened underground structures.

Book excerpt: The proliferation of weapons of mass destruction has continued to give cause for concern even after the end of the Cold War. This book analyses how the prospects for proliferation have changed since the 1990s, particularly in light of the Gulf War and the UN inspections of Iraq. It will examine the new pattern of incentives and disincentives for proliferation, the utility of these weapons at state and sub-state levels and their implications for arms control and international security.

Available in PDF, EPUB and Kindle. Book excerpt: Since 2001, the United States has endured a tumultuous period, one dominated by the 9/11 attacks and all that has followed: the war on terrorism, the Afghan and Iraqi campaigns, looming confrontations with known or suspected proliferators of weapons of mass destruction, and episodic explosions of mass violence in chronically unstable regions. In this second half of the decade, these and related strategic challenges will test the skill, tenacity, and imagination of the current and the next U.S. administration and the American public. How well these challenges are managed then, or mastered, will greatly influence whether future historians look back upon this decade as a dangerous passage toward a more peaceful, globally connected order or as a descending path into an ever more fragmented, violent world. This volume explores seven looming, as yet unmastered strategic challenges facing the United States. Each chapter tackles one of the following challenges: tackling global terrorism, stopping WMD proliferation, undertaking defense transformation, protecting the homeland, strengthening relations with allies and partners, engaging other major powers, and defusing conflicts in unstable regions. Each chapter takes a similar approach: defining the problem at hand (i.e., a short discussion of relevant trends); explicating current U.S. efforts to master the challenge (i.e., U.S. objectives, methods, degree of success or setbacks); and analyzing looming choices that U.S. policymakers will face in the next decade and, as appropriate, the consequences of alternative courses of action. Strategic Challenges capitalizes on the great regional and topical expertise of the INSS professional research staff to present an authoritative overview of the global strategic environment facing the United States.

Book excerpt: With our highly connected and interdependent world, the growing threat of infectious diseases and public health crisis has shed light on the requirement for global efforts to manage and combat highly pathogenic infectious diseases and other public health crisis on an unprecedented level. Such disease threats transcend borders. Reducing global threats posed by infectious disease outbreaks – whether naturally caused or resulting from a deliberate or accidental release – requires efforts that cross the disaster management pillars: mitigation, preparedness, response and recovery. This book addresses the issues of global health security along 4 themes: Emerging Threats; Mitigation, Preparedness, Response and Recovery; Exploring the Technology Landscape for Solutions; Leadership and Partnership. The authors of this volume highlight many of the challenges that confront our global security environment today. These range from politically induced disasters, to food insecurity, to zoonosis and terrorism. More optimistically, the authors also present some advances in technology that can help us combat these threats. Understanding the challenges that confront us and the tools we have to overcome them will allow us to face our future with confidence.

Available in PDF, EPUB and Kindle. Book excerpt: A Brookings Institution Press, Chatham House, and Clingendael Institute publication Adopted in April 2004, UN Security Council Resolution 1540 obliges all states to take steps to prevent non-state actors, especially terrorist organizations and arms traffickers, from acquiring weapons of mass destruction and related materials. The United Nations placed itself firmly in the center of one of the world's key international security challenges. Global Non-Proliferation and Counter-Terrorism brings together renowned scholars and policymakers to examine a wide range of new policy-related questions arising from the resolution's impact on the bio-scientific community, the Chemical Weapons Convention, the IAEA, trade and customs, and counter-proliferation initiatives such as the Proliferation Security Initiative (PSI). The impact of 1540 goes beyond setting new legal requirements. It focuses on enforcement not only nationally but also internationally, pressing all states to place their own houses in order. Among the key questions is how the resolution will change the existing network of non-proliferation regimes. Will it merely reinforce requirements of the existing non-proliferation treaties? Or will it offer a legal framework for counter-proliferation activities and other measures to enforce the non-proliferation network? This book provides an overview of the novel policy questions UNSCR 1540's future implementation and enforcement will offer for years to come. Contributors include Jeffrey Almond, Thomas J. Biersteker (Brown University), Olivia Bosch (Chatham House), Gerald Epstein (CSIS), Chandré Gould (Center for Conflict Resolution, Cape Town )], Ron Manley (former OPCW Director of Verification) Sarah Meek (ISS), Siew Gay Ong (Ministry of Foreign Affairs, Singapore), Elizabeth Prescott (AAAS Congressional Fellow), Tariq Rauf (IAEA), Will Robinson (World Customs Organization), Roelof Jan Manschot (Eurojust), Peter van Ham (Netherlands Institute of International Relations), Ted Whiteside (NATO), and Angela Woodward (VERTIC).
