Book excerpt: Because the Strategic Defense Initiative presents one of the most challenging problems ever posed to science, the performance requirements for many components and subsystems exceed the current state-of-the art. Survivability, reliability, maintainability, security, and cost-effectiveness are critical issues. In addition to the problems of subsystem engineering, there is the need to coordinate the operation of large numbers of system components that are dynamically entering and leaving the battle space. This coordination is addressed by the Battle Management function. The algorithms and technologies required to support Battle Management are the subject of the SDC Large Scale Systems Technology Study. Battle Management is defined on two levels: 1. As a collection of algorithms for gathering information of the state of the battle and for the allocation of system resources. 2. As a collection of technologies by which the algorithms are implemented and supported. These include the computer hardware/software, data base management, networks, and communications. In general, the algorithms pose requirements for the technologies while the latter impose constraints on the former. Battle management approaches range from autonomous, with a minimum of coordination, to centralized with the best opportunities for optimal utilization of resources.

The diversity of economic and political systems represented in the group was matched by our occupations, which stretched from science policy practitioners, through research scientists and engineers, through academic observers of science and science policy. It was this diversity, along with the opportunities for infonnal discussion provided by long meals and remote location, that made the conference a special learning experience. Except at lecture time, it was impossible to distinguish the "students" at this event from the "teachers," and even the most senior members of the teaching staff went away with a sense that they had learned more from this group than from many a standard conference on science policy they had attended. The flavor of the conference experience cannot be captured adequately in a proceedings volume, and so we have not tried to create a historical record in this book. Instead, we have attempted to illustrate the core problems the panicipants at the conference shared, discussed, and debated, using both lectures delivered by the fonnal teaching staff and summaries of panel discussions, which extended to other panicipants and therefore increased the range of experiences reponed.

The United States must be very aware of the possible consequences for its overall commercial and military space efforts in addressing these issues. Finally, the paper suggests areas where some current regulatory emphasis could benefit the United States, indicating areas for current policy emphasis.
