Book excerpt: An extensive body of law designed to control international terror violence has come into being, and it is this assembly of reports and resolutions, conventions and scattered treaty provisions that we must rely on as we move toward an enforceable, unambiguous anti-"terrorism" regime in international law. These legal instruments are gathered together for the first time in this definitive two volume set. The only published source of all United Nations documentation since 1972 on the subject of "terrorism"--including all 180 reports and resolutions adopted since that date and up to June 2001. Plus, an introductory article by the editor provides a forward-looking view of the evolving challenges in combating the ever-changing manifestations of terror violence. Published under the Transnational Publishers imprint. The print edition is available as a set of two volumes (9781571052278).

Book excerpt: This text provides a detailed look at the individuals, scientific innovation and bureaucratic warfare behind the scenes at the CIA's Directorate of Science and Technology. In this study of the Directorate of Science and Technology, Jeffrey T. Richelson walks us down the corridors of CIA headquarters in Langley, Virginia, and through the four decades of science, scientists and managers that produced the CIA we have today. He tells a story of amazing technological innovation in service of intelligence gathering, of bitter bureaucratic infighting, and sometimes, as in the case of its mind-control adventure, of stunning moral failure.

Available in PDF, EPUB and Kindle. Book excerpt: In an era defined by anxiety over global warming and the search for alternative fuel sources, nuclear power is rarely part of the conversation. It promises limitless power and a drastic reduction in greenhouse gas emissions worldwide. Yet, it is by no means perfectly safe or “clean,” as Three Mile Island, Chernobyl, and Fukushima remind us. Even so, thirty countries are operating 444 reactors, accounting for almost 11 percent of the world’s electricity production. The debate over nuclear energy is a fierce and emotional one, and arguments, agendas, assumptions, and factual information must be scrutinized meticulously and carefully. This volume allows readers to do just that as they begin to form their own opinions on the viability of nuclear power.

Available in PDF, EPUB and Kindle. Book excerpt: Recent discussion of democratization in Africa has focused primarily on the reform of formal state institutions: the public service, the judiciary, and the legislature. Similarly, both scholars and activists have shown interest in how associational life-and with it a civil society-might be enhanced in the countries of the African continent. Much less concern, however, has been directed to the communications media, although they form a vital part of this process. Media and Democracy in Africa provides the first comprehensive and up-to-date assessment of the role of the media in political change in sub-Saharan Africa. The central argument of the volume is that while the media may still be relatively weak compared to their positions in liberal democracies, they have come to play a much more important role than ever before since independence. Although they have not yet demonstrated sufficient effectiveness as public watchdogs and agenda setters, they have succeeded in creating new communicative spaces for people who have previously been intimidated or silent. Building on this the contributors argue that a different conceptualization of democratization than the mainstream currently uses may be necessary to capture the process in Africa where it is characterized by contestation rather than consolidation. This volume shows that the media scene in Africa is diverse. It stretches from the well-developed and technologically advanced situation in South Africa to the still fledgling media operations that are typical in sub-Saharan Africa. In these countries, print media as well as television and radio are just beginning to take their place in society and do so using simple and often outdated technology. The volume also examines how these growing outlets are supplemented by informal media, the so-called radio trottoir, or rumor mill whereby the autocratic and bureaucratic direction of public affairs are subject to private speculation and analysis. Media and Democracy in Africa is organized to provide a historical perspective on the evolution of the African media, placing the present in the context of the past, including both colonial and post-colonial experiences. It will be of interest to Africa area specialists, students of media and communications, political scientists and sociologists.

Book excerpt: The 1996 edition of the Yearbook of the United Nations is the single most comprehensive and authoritative reference book about the work of the United Nations and related international organizations and bodies. Fully indexed and reproducing all major General Assembly, Security Council and Economic and Social Council resolutions, the volume is not only useful for diplomats, government officials and scholars, but also for researchers, writers, journalists, teachers, students and others with a serious interest in international and UN affairs. This volume of the Yearbook details the many activities of the Organization and its organs, programmes and bodies, as they are carried out in all corners of the globe. It gives an account of their endeavours to create better and more peaceful conditions for all mankind and records their efforts to deal with matters of pressing concern in a variety of areas, including peacekeeping and peacemaking, disarmament, human rights, trade and development, control of drug abuse and illicit trafficking, crime prevention, assistance to refugees and other vulnerable populations. Building on the experience of its first 50 years, the United Nations continued in 1996 to confront major global challenges. The observance of the International Year for the Eradication of Poverty can be seen as a benchmark for action to address a plethora of global ills that beset the majority of Earth's nearly 6 billion inhabitants - hunger, inadequate housing, disease, the deterioration of the environment, unemployment. During the year, the United Nations convened two major conferences - the `City Summit' in Istanbul, centering on the two themes of adequate shelter for all, and sustainable human settlement development in an urbanizing world, and the World Food Summit in Rome, whose main goal was food security for all. The Yearbook chronicles these events and many other milestones reached, making it an invaluable tool for anyone seeking in-depth information about the United Nations family. Also available from the UN, Sales No. E.97.I.1 As of volume 51 (1997) the Yearbook of the United Nations will no longer be published by Kluwer Law International. Available in PDF, EPUB and Kindle. Book excerpt: Biotechnology is a rapidly developing sector of the economy for coun tries throughout the world. This rapid development has led to heated debate over its risks and benefits. Advocates of biotechnology point to the potential benefits offered by products that promise to elimi nate disease, provide for more efficient diagnostic techniques, treatments and drugs, yield increased food production, and so forth. Others fear that the rapid developments of this technology have occurred without appropriate consideration having been given to the ethical ramifications, the potential health risks and long-term envi ronmental impacts, implications for income distribution, and potential for abuse. Consumers and producers share concern for the future of biotechnology: the realities and even the perceptions, informed or otherwise. This book is the outcome of a research project on Biotechnology and the Consumer sponsored by the Office of Consumer Affairs of Industry Canada. The project was designed to foster informed public policy on biotechnology and in particular, to contribute to and inform the Canadian government's development of a Canadian Biotechnology Strategy. The Office funded a group of authors to prepare a series of analytical papers on a range of consumer and informational issues related to biotechnology. This project also involved an interim workshop in which the authors presented their papers, and culmi nated in a symposium on Biotechnology and the Consumer Interest, held on September 24-25, 1997, in Ottawa, Canada.
