Book excerpt: In 1949, the newly-independent Indonesia inherited a health system that was devastated by three-and-a-half years of Japanese occupation and four years of revolutionary struggle against the Dutch. Additionally, the country had to cope with the resurgence of epidemic and endemic diseases. The Ministry of Health had initiated a number of symbolic public health initiatives – both during the Indonesian Revolution (1945 to 1949) and the early 1950s – resulting in a noticeable decline of mortality. These initiatives fuelled the newly-independent nation’s confidence because they demonstrated to the international community that Indonesia was capable of standing on its own feet. Unfortunately, by the mid-1950s, Indonesia’s public health program faltered due to a constellation of factors attributed to the political tensions between Java and the Outer Islands, administrative problems, corruption, and rampant inflation. The optimism that characterised the early years of independence gave way to despair. The Soekarno era could, therefore, be interpreted as the era of bold plans but unfulfilled aspirations in Indonesian public health. Based on extensive archival research and a close reading of Indonesian primary sources, this book provides a nuanced account of the inner tensions in Indonesian public health during the twentieth century – between a narrow biomedical approach that emphasised disease eradication, and a holistic approach that linked public health to practical concerns of nation-building.

Book excerpt: In A History of Plague in Java, 1911–1942, Maurits Bastiaan Meerwijk demonstrates how the official response to the 1911 outbreak of plague in Malang led to one of the most invasive health interventions in Dutch colonial Indonesia. Eager to combat disease, Dutch physicians and officials integrated the traditional Javanese house into the "rat-flea-man" theory of transmission. Hollow bamboo frames and thatched roofs offered hiding spaces for rats, suggesting a material link between rat plague and human plague. Over the next thirty years, 1.6 million houses were renovated or rebuilt, millions more were subjected to periodic inspection, and countless Javanese were exposed to health messaging seeking to "rat-proof" their beliefs along with their houses. The transformation of houses, villages, and people was documented in hundreds of photographs and broadcast to overseas audiences as evidence of the "ethical" nature of colonial rule, proving so effective as propaganda that the rebuilding continued even as better alternatives, such as inoculation, became available. By systematically reshaping the built environment, the Dutch plague response dramatically expanded colonial oversight and influence in rural Java.

Since then, the management of higher education has been taken over by the Ministry of Education and Culture, while research and innovation are now the responsibility of the National Research and Innovation Agency (Badan Riset dan Inovasi Nasional, or BRIN). Based on Presidential Regulation (Perpres) Nos. 33 and 78 of 2021, various research institutes, such as LIPI, BATAN, LAPAN, and BPPT, and research agencies in some ministries have been or will be merged into BRIN, making it a “super-government agency” with an “overarching” role. With an Rp26 trillion budget allocated by the government for research per year and with a large number of researchers, BRIN is expected to boost national research and innovation and help the country catch up with countries such as Singapore and South Korea. BRIN, however, faces some serious challenges. It is not related to budget, infrastructure, or human resources, but to the research ecosystem and research culture of Indonesia. Technocratism, which has been restricting research in the country, will be its first challenge. Politicization of research institutions as indicated by the involvement of political parties in research supervision is another issue. Achieving an environment that makes good and healthy research possible built around an effective system of funding, academic rewards, and a vibrant academic community will be the third challenge. If BRIN manages to overcome these challenges sufficiently, it will be in a good position to enhance the capacity and competence of Indonesian researchers as the foundation for an advanced Indonesia by 2045.

This book examines the process of forestry sector decentralization that has occurred in post-Soeharto Indonesia, and assesses the implications of more recent efforts by the national government to recentralize administrative authority over forest resources. It aims to describe the dynamics of decentralization in the forestry sector, to document major changes that occurred as district governments assumed a greater role in administering forest resources, and to assess what the ongoing struggle among Indonesias national, provincial, and district governments is likely to mean for forest sustainability, economic development at multiple levels, and rural livelihoods. Drawing from primary research conducted by numerous scientists both at CIFOR and its many Indonesian and international partner institutions since 2000, this book sketches the sectoral context for current governmental reforms by tracing forestry development and the changing structure of forest administration from Indonesias independence in 1945 to the fall of Soehartos New Order regime in 1998. The authors further examine the origins and scope of Indonesias decentralization laws in order to describe the legal-regulatory framework within which decentralization has been implemented both at the macro-level and specifically within the forestry sector.
