Available in PDF, EPUB and Kindle. Book excerpt: Long before reinventing government came into vogue, the Urban Institute pioneered methods for government and human services agencies to measure the performance of their programs. This comprehensive guidebook synthesizes more than two decades of Harry Hatry's groundbreaking work. It covers every component of the performance measurement process, from identifying the program’s mission, objectives, customers, and trackable outcomes to finding the best indicators for each outcome, the sources of data, and how to collect them. Hatry explains how to select indicator breakouts and benchmarks for comparison to actual values, and describes numerous uses for performance information. Since the publication of the first edition in 1999, the use of performance measurement has exploded at all levels of U.S. government, in nonprofit agencies, and around the world. The new edition has been revised and expanded to address recent developments in the field, including the increased availability of computer technology in collecting and presenting information, the movement to use outcome data to improve services, and the quality control issues that have emerged as data collection has increased. It is an indispensable handbook for newcomers and an important resource for experienced managers looking to improve their use of outcome data.

Available in PDF, EPUB and Kindle. Book excerpt: Each state government produces large varieties and quantities of useful information that are largely unknown outside their state of origin. This book leads the public to the most useful information sources produced by each state, as well as to depository libraries that will facilitate more effective research. For each of the 50 states, important publications are detailed, along with information on how to obtain them. The publications' topics range from crime statistics to vital statistics, business statistics, health information, statistical abstracts, education directories, state budgets, economic indicators, state laws and legal information, and more. Tapping State Government Information Sources has a broader focus than previously published books in this subject area, most of which have focused solely on depository laws, useful state publications, or indexes to state publications. This book covers all three. The first chapter describes print and electronic sources that provide information about all 50 states. Each state's resources are then described in individual chapters. When possible, information about how to order a copy of the source is given, as are Web addresses for titles that are available online. At the beginning of each state chapter, the state's legal definition of public document or its equivalent is given, which may be of interest to librarians in states that are reexamining their own depository laws.

This report examines how the quality, quantity, and scope of community health services can be adversely affected by having a large or growing uninsured population. It explores the overlapping financial and organizational basis of health services delivery to uninsured and insured populations, the effects of community uninsurance on access to health care locally, and the potential spillover effects on a community's economy and the health of its citizens. The committee believes it is both mistaken and dangerous to assume that the persistence of a sizable uninsured population in the United States harms only those who are uninsured.

Book excerpt: "What started out as a quest to find the mother of her beloved grandfather, became for Patricia Waak a revelation about the diversity of her family. It became, in fact, a spiritual journey as she visited cemeteries, courthouses, and archives from Accomack County, Virginia, to Goliad, Texas. Filled with transcriptions of old court cases, accounts from oral history, and the results of countless hours of research, she also invites us to participate in her own discovery through original poetry which introduces each chapter. Included are photographs, genealogical charts, maps, and copies of old documents."--Jacket.

Available in PDF, EPUB and Kindle. Book excerpt: New Mexico's Española Valley is situated in the northern part of the state between the fabled Sangre de Cristo and Jemez Mountains. Many of the Valley’s communities have roots in the Spanish and Mexican periods of colonization, while the Native American Pueblos of Ohkay Owingeh and Santa Clara are far older. The Valley's residents include a large Native American population, an influential "Anglo" or "non-Hispanic white" minority, and a growing Mexican immigrant community. In spite of the varied populace, native New Mexican Latinos, or Nuevomexicanos, remain the majority and retain control of area politics. In this experimental ethnography, Michael Trujillo presents a vision of Española that addresses its denigration by neighbors--and some of its residents--because it represents the antithesis of the positive narrative of New Mexico. Contradicting the popular notion of New Mexico as the "Land of Enchantment," a fusion of race, landscape, architecture, and food into a romanticized commodity, Trujillo probes beneath the surface to reveal the causes of social dysfunction brought about by colonization and te transition from a pastoral to an urban economy.

Book excerpt: "Chiva" is street slang for heroin-and heroin is a hot topic. Its use as a narcotic is on a precipitous rise. Worldwide heroin production has doubled in the last decade, and the United Nations estimates more than fifteen million users are addicted-up to three million in the United States. It's big business, too, with yearly global sales of 0 billion-up to billion in the U.S. Enmeshed with terrorism, crime, government collaboration, corporate globalization, and the spread of HIV, the opiate trade is inextricably entangled with the functioning of global society. Finally, heroin is controversial because of the on-going debates about solutions to the health, social and economic havoc it creates. Chiva uses creative nonfiction to merge the global epic of heroin trafficking with the human-scale story of its presence in the small desert town that boasts the most per-capita overdose deaths in the U.S. The book interweaves three themes: The true tale of Chimayo, New Mexico, terrorized by its heroin dealers since the 1970s until, in the late '90s, its citizens rose up to challenge the epidemic in their midst. The story of the author's relationship with a local dealer, and his involvement with addiction, crime, love, recovery and the judicial system. The political context behind these stories: the global workings of the heroin production business. Compelling, disturbing, yet hopeful, Chiva is both personal and political, revealing the relationship between colonization and drug abuse, and the importance of reclaiming sustainable culture as a key to recovery.
