Available in PDF, EPUB and Kindle. Book excerpt: After 9/11, the initial focus from the U.S. government, media, and the public was on security at commercial airports and aboard commercial airlines. Soon, investigation revealed the hijackers had trained at flight schools operating out of general aviation airports, leading to a huge outcry by the media and within the government to mandate security regulations for this flight sector. General Aviation Security: Aircraft, Hangars, Fixed-Base Operations, Flight Schools, and Airports examines the threats against general aviation (GA) and presents resources for security professionals and GA airport owners and operators to develop an impenetrable airport and aircraft security plan. Following an overview of general aviation and its inherent security threats, the book explores: Physical security for the aviation environment, including intrusion detection systems, cameras, locks, lighting, and window security The security force, including recruitment and training Security of general aviation aircraft and airports, including runway security and fuel storage Airport safety regulations such as the Workers Protection Act and the Bloodborne Pathogens Act Emergency response to a range of scenarios, including medical emergencies, fires, gas leaks, and bomb threats The security of hangars, fixed-base operations, and flight schools Corporate aviation security departments The book concludes with a study involving the Aircraft Owners and Pilots Association (AOPA) Airport Watch Program and the Transportation Security Administration (TSA) security requirements and recommendations for general aviation. General aviation supports public safety, business, agriculture, commercial airports, aeronautical education, and many aspects of the aviation industry. The book is the first to explore the unique security concerns relevant to general aviation operations. Dr. Daniel J. Benny was interviewed on video by General Aviation Security Magazine about his article concerning the effects of the Airport Watch Program.

Available in PDF, EPUB and Kindle. Book excerpt: This literal survival guide for new pilots identifies "the killing zone," the 40-250 flight hours during which unseasoned aviators are likely to commit lethal mistakes. Presents the statistics of how many pilots will die in the zone within a year; calls attention to the eight top pilot killers (such as "VFR into IFR," "Takeoff and Climb"); and maps strategies for avoiding, diverting, correcting, and managing the dangers. Includes a Pilot Personality Self-Assessment Exercise that identifies pilot "types" and how each type can best react to survive the killing zone.

Book excerpt: The National Research Council of the National Academies was requested by the National Aeronautics and Space Administration (NASA) to perform an independent assessment of NASA's National Aviation Operations Monitoring Service (NAOMS) project, which was a survey administered to pilots from April 2001 through December 2004. The NRC reviewed various aspects of the NAOMS project, including the survey methodology, and conducted a limited analysis of the publicly available survey data. An Assessment of NASA's National Aviation Operations Monitoring Service presents the resulting analyses and findings.

Book excerpt: "Although the U.S. aviation system isone of the safest in the world, hundreds of fatalities occur each yearin general aviation-which includes allforms of aviation except commercialand military. The general aviationindustry is composed of a diverse fleetof over 220,000 aircraft that conduct awide variety of operations-frompersonal pleasure flights in small, piston aircraft to worldwideprofessionally piloted corporate flightsin turbine-powered aircraft. Accordingto 2011 National Transportation SafetyBoard (NTSB) data, 92 percent of thatyear's fatal accidents occurred ingeneral aviation. The majority ofgeneral aviation accidents areattributed to pilot error.GAO was asked to examine the (1)characteristics of and trends in generalaviation accidents from 1999 through2011 and (2) recent actions taken byFAA to improve general aviationsafety. GAO analyzed NTSB accidentdata, reviewed government andindustry studies and other documents, and interviewed FAA and NTSBofficials and industry stakeholders."

Book excerpt: In response to your request to conduct a comprehensive overview of the status of general aviation, especially since the passage the General Aviation Revitalization Act (GARA), we addressed three research questions. What did key indicators in general aviation activity show in the years leading up to GARA and what have they shown since then? What funding is available for general aviation airports and is it sufficient to accommodate planned development? What are the trends in general aviation accident rates and the causes of accidents, and how have the Federal Aviation Administration(FAA) and the industry attempted to improve safety?

Book excerpt: Decades of continuous efforts to address known hazards in the national airspace system (NAS) and to respond to issues illuminated by analysis of incidents and accidents have made commercial airlines the safest mode of transportation. The task of maintaining a high level of safety for commercial airlines is complicated by the dynamic nature of the NAS. The number of flights by commercial transports is increasing; air traffic control systems and procedures are being modernized to increase the capacity and efficiency of the NAS; increasingly autonomous systems are being developed for aircraft and ground systems, and small aircraftâ€"most notably unmanned aircraft systemsâ€"are becoming much more prevalent. As the NAS evolves to accommodate these changes, aviation safety programs will also need to evolve to ensure that changes to the NAS do not inadvertently introduce new risks. Real-time system-wide safety assurance (RSSA) is one of six focus areas for the National Aeronautics and Space Administration (NASA) aeronautics program. NASA envisions that an RSSA system would provide a continuum of information, analysis, and assessment that supports awareness and action to mitigate risks to safety. Maintaining the safety of the NAS as it evolves will require a wide range of safety systems and practices, some of which are already in place and many of which need to be developed. This report identifies challenges to establishing an RSSA system and the high-priority research that should be implemented by NASA and other interested parties in government, industry, and academia to expedite development of such a system.

Book excerpt: Aviation is an intrinsically safe mode of travel. In 1994, the United States Air force system of Aero Clubs put forth substantial effort to put a program in place (fly Smart) to improve flying safety in its aircraft. This study compares the accident rates of Aero Club aircraft with rates seen in general aviation. A comparison is also made of the years prior to implementation of fly Smart to the three years following implementation. Aero Club records of accidents were available from 1987 through 1997. General aviation mishap statistics are collected by the National Transportation Safety Board and are collected and presented to the public by the Aircraft Owners and Pilots Association in the form of an annual general aviation report. Comparison of these figures show that the Aero Club system had a lower accident rate and fatality rate in all but one study year (1992, Aero Club 10.12 accidents and 2. 38 fatal accidents per 100,000 flying hours; general aviation 8.97 accidents and 1.75 fatal accidents per 100,000 flying hours). The Aero Club accident rate in the period following implementation of fly Smart (1995 - 1997) was lower than before implementation (1987 - 1993, 5.19 versus 1.63, p=0.047), while general aviation rates for the same periods were unchanged (8.29 versus 8.00, p>0.05). No differences were seen in rates of larger vs. mid-size or small clubs. There were no differences in the accident rates of closed vs. open clubs. The Air Force Aero Clubs are certainly more restrictive than general aviation, but the improvement in safety record suggests the tighter regulations are rules you can live with.
