Book excerpt: The agrifood transport sector in Latin America and the Caribbean is a key component of the food supply chain, making a significant contribution to gross domestic product in these countries. Well-developed, efficient food transport systems are crucial to the survival of thousands of people, and pivotal to the success or failure of key economic sectors such as agriculture and other major national and international commercial activities. This publication presents a detailed study of problems encountered, covering seventeen countries. The study focuses primarily on stumbling-blocks faced by small farmers, and suggests possible policy and programme interventions to improve the situation in the neediest areas, with repercussions for the population as a whole. Book excerpt: Panorama of Rural Poverty in Latin America and the Caribbean 2018, published by the Food and Agriculture Organization of the United Nations (FAO), addresses the important challenges faced by the region in developing its rural territories to achieve the targets of the Sustainable Development Goals by 2030, particularly SDG 1 to end poverty in all its forms everywhere. After many years of progress, poverty and extreme rural poverty in the region have started to increase again. This is worrying news for countries of the region and the international community because, if they do not return to the path of rural poverty reduction, millions of people will be excluded from the opportunity to contribute to the development of their families, communities and countries. The 33 Member States of the United Nations in the region have pledged their commitment to eradicating rural poverty by 2030 and, despite the recent trend, it is still possible to achieve this goal. This report also highlights the persistence of significant gaps between rural and urban areas, which is incompatible with sustainable and equitable development. Of the 169 targets of the Sustainable Development Goals, 132 require actions that must be carried out in rural territories.

Book excerpt: This document is the result of a joint effort by the Economic Commission for Latin America and the Caribbean (ECLAC), the United Nations Food and Agriculture Organization (FAO) and the Inter-American Institute for Cooperation on Agriculture (IICA). In every chapter, ECLAC, FAO and IICA offer policy recommendations that they consider necessary to reinvigorate the region's agriculture. In the particular case of family farming, the report recommends a clear focus on the need to implement intersectoral policies that will retain new replacement generations and foster innovation and knowledge management. Moreover, instruments need to be developed by which these farms can successfully enter value chains.

This book was released on 2021-09-24 with total page 266 pages. Available in PDF, EPUB and Kindle. Book excerpt: The book has been prepared by authors from different international organizations – including FAO, IFPRI, UNCTAD and ECLAC, as well as legislators and academics from prestigious Latin American universities – seeking to foster reflections for the Global Food Systems Summit, to be held in September 2021. It contextualizes the region’s food systems within a post COVID-19 pandemic scenario and raises new challenges (and opportunities) for policy makers, decision makers, the private sector, and the general public. Likewise, it offers important reflections on sustainability, from production to consumption, with the call to promote better governance of the global and regional food system. In order to face what some authors have deemed “the Syndemic of the century”, the participation of companies, research centres, academia, NGOs, government agencies and international organizations will be necessary.

This book offers an up-to-date analysis of these programmes and the way they relate to labour inclusion, and analyses ongoing debates regarding the possible incentives and disincentives they create in terms of the labour supply, formalization and child labour among the target population.

To make agriculture sustainable, we must consider the necessary strategic actions to understand the challenges in the sector, solve problems and innovate. That is why in July 2017, several Ministers and other senior representatives of the Ministries of Agriculture of Suriname, Guyana, Haiti, Dominican Republic, Jamaica, Belize, Barbados and The Bahamas participated in the Caribbean Agricultural Policy Forum organized by the Inter-American Development Bank (IDB). The Forum analyzed the agricultural policy strategies of the different countries and their impact on the performance of the sector. It was an opportunity to discuss the challenges the Caribbean’s agricultural sector faces, including: the vulnerability of small producers to price volatility in the global market and of course the impacts of climate change. The dialogue was based on agricultural public policy data collected for each Caribbean country within the framework of the IDB’s Agrimonitor initiative. The following publication gathers the main findings and summarizes how agricultural policies affect producers and consumers as well as how the limited funding for agricultural services, such as research and infrastructure, could limit the ability of Caribbean farmers to compete effectively in global markets. The analyses presented are therefore meant to contribute to the Caribbean’s regional dialogue for the design of more effective agricultural policies, which we hope will strengthen the sector and improve the lives of people in the region.

This book was released on 2019-08-30 with total page 131 pages. Available in PDF, EPUB and Kindle. Book excerpt: Latin America and the Caribbean deviates from its path toward the achievement of the Sustainable Development Goal 2: Zero Hunger. The number of undernourished people increased for the third consecutive year reaching 39.3 million, 6.1% of the population. The social and economic inequalities that characterize the region aggravate the problem of malnutrition. Vulnerable groups, such as the population living in poverty, children, women, indigenous peoples and rural inhabitants, tend to experience more severe problems of hunger and malnutrition. Inequality of malnutrition is also seen in gender. The problems of malnutrition in the region are the result of the profound changes that have affected its food systems, which determine the quantity, quality and diversity of food available for consumption, a transformation that has been driven by growing urbanization, changes in diets and new ways of producing and processing food. The solution to the problems of hunger and malnutrition in the region requires changes to its food systems.

This book was released on 2017-08-02 with total page 134 pages. Available in PDF, EPUB and Kindle. Book excerpt: Latin America and the Caribbean (LAC) does not have the infrastructure it needs, or deserves, given its income. Many argue that the solution is to spend more; by contrast, this report has one main message: Latin America can dramatically narrow its infrastructure service gap by spending efficiently on the right things. This report asks three questions: what should LAC countries’ goals be? How can these goals be achieved as cost-effectively as possible? And who should pay to reach these goals? In doing so, we drop the ‘infrastructure gap’ notion, favoring an approach built on identifying the ‘service gap’. Benchmarking Latin America in this way reveals clear strengths and weaknesses. Access to water and electricity is good, with the potential for the region’s electricity sector to drive competitive advantage; by contrast, transport and sanitation should be key focus areas for further development. The report also identifies and analyses some of the emerging challenges for the region—climate change, increased demand and urbanization—that will put increasing pressure on infrastructure and policy makers alike. Improving the region’s infrastructure performance in the context of tight fiscal space will require spending better on well identified priorities. Unlike most infrastructure diagnostics, this report argues that much of what is needed lies outside the infrastructure sector †“ in the form of broader government issues—from competition policy, to budgeting rules that no longer solely focus on controlling cash expenditures. We also find that traditional recommendations continue to apply regarding independent, well-performing regulators and better corporate governance, and highlight the critical importance of cost recovery where feasible and desirable, as the basis for future commercial finance of infrastructure services. Latin America has the means and potential to do better; and it can do so by spending more efficiently on the right things.
