This study analyzes whether rural poverty increases the incidence of food insecurity and whether food insecurity perpetuates the condition of poverty among the rural poor in Bolivia. In order to achieve this aim, the risks that households face and the capacity of households to implement coping strategies in order to mitigate vulnerability shocks are identified. We suggest that efforts by households to become food secure may be difficult in rural areas because of poverty and the vulnerability associated with a lack of physical assets, low levels of human capital, poor infrastructure, and poor health; as well as the precarious regional environment aggravating the severity of vulnerability to food insecurity.

As a result of few COVID-19 cases, a relatively short-lived lockdown, and economic momentum prior to COVID-19, Myanmar is one of the few developing countries that the World Bank (2020) forecasts will not go into recession in 2020 – a very modest expansion of just 0.87 percent is forecast. A Social Accounting Matrix multiplier analysis by IFPRI projected a 0.50 percent expansion under a fast economic recovery scenario, but a 2.00 percent contraction under a slow economic recovery scenario (Diao et al., 2020). The IFPRI study projects massive declines in GDP across a range of sectors during lockdown periods, including large increases in unemployment (5 million during the lockdown period) and declines in household income of 20 to 30 percent for April to June, albeit with fast recovery thereafter.

Book excerpt: Myanmar had one of the lowest confirmed COVID-19 caseloads in the world in mid-2020 and was one of the few developing countries not projected to go into economic recession. However, macroeconomic projections are likely to be a poor guide to individual and household welfare in a fast-moving crisis that has involved disruption to an unusually wide range of sectors and livelihoods. To explore the impacts of COVID-19 disruptions on household poverty and coping strategies, as well as maternal food insecurity experiences, this study used a telephone survey conducted in June and July 2020 covering 2,017 mothers of nutritionally vulnerable young children in urban Yangon and rural villages of Myanmar’s Dry Zone. Stratifying results by location, livelihoods, and asset-levels, and using retrospective questions on pre-COVID-19 incomes and various COVID-19 impacts, we find that the vast majority of households have been adversely affected from loss of income and employment. Over three-quarters cite income/job losses as the main impact of COVID-19 – median incomes declined by one third and $1.90/day income-based poverty rose by around 27 percentage points between January and June 2020. Falling into poverty was most strongly associated with loss of employment (including migrant employment), but also with recent childbirth. The poor commonly coped with income losses through taking loans/credit, while better-off households drew down on savings and reduced non-food expenditures. Self-reported food insecurity experiences were much more common in the urban sample than in the rural sample, even though income-based and asset-based poverty were more prevalent in rural areas. In urban areas, around one quarter of respondents were worried about food quantities and quality, and around 10 percent stated that there were times when they had run out of food or gone hungry. Respondents who stated that their household had lost income or experienced food supply problems due to COVID-19 were more likely to report a variety of different food insecurity experiences. These results raise the concern that the welfare impacts of the COVID-19 crisis are much more serious and widespread than macroeconomic projections would suggest. Loss of employment and casual labor are major drivers of increasing poverty. Consequently, economic recovery strategies must emphasize job creation to revitalize damaged livelihoods. However, a strengthened social protection strategy should also be a critical component of economic recovery to prevent adversely affected households from falling into poverty traps and to avert the worst forms of food insecurity and malnutrition, particularly among households with pregnant women and young children. The recent second wave of COVID-19 infections in Myanmar from mid-August onwards makes the expansion of social protection even more imperative.

Harsh climates and the difficult, often inaccessible terrain, combined with political and social marginality make mountain peoples vulnerable to food shortages. One in three mountain people in developing countries is facing hunger and malnutrition. This study presents an updated geographic and demographic picture of the world’s mountain areas and assesses the vulnerability to food insecurity of mountain dwellers in developing countries, based on a specially designed model. The final section presents an alternative and complementary approach to assessing hunger by analyzing household surveys. The results show that the living conditions of mountain dwellers have continued to deteriorate in the last decade. Global progress and living standard improvements do not appear to have made their way up the mountains and many mountain communities lag way behind the full eradication of poverty and hunger. This publication gives voice to the plight of mountain people and sends a message to policy-makers on the importance of including mountain development in their agendas as well as specific measures and investments that could break the cycle of poverty and hunger of mountain communities and slow outmigration from mountain areas.

Conflict and climate vulnerability have been identified as major obstacles to reaching Sustainable Development Goal targets related to malnutrition by 2030. In 2019, economic downturns and slowdowns hindered efforts even further. More recently, the COVID-19 crisis has imposed even harsher conditions to countries.Poverty and malnutrition are inevitably linked, and therefore addressing one can help address the other. Given that most of the world’s extremely poor people and stunted children live primarily in rural areas and rely mostly on agriculture, the agriculture and food systems approach can offer an opportunity to reduce both poverty and malnutrition. The food systems approach places equal emphasis on both the supply and demand dimensions that are critical for ensuring healthier diets and better nutrition for poor and vulnerable groups.This special issue of Policy in Focus is dedicated to answering a crucial question: How can a food systems approach be used to design and implement policies and investments that reach those most vulnerable to poverty, hunger, malnutrition, and suboptimal diets? Book excerpt: The Nigerian Comprehensive Food Security and Vulnerability Analysis (CFSVA) provides an in-depth assessment of the food security situation within Nigeria. This is very important as it equips policymakers with timely and relevant information that will aid the targeting of interventions. Some of the most pertinent findings of the study are listed below: Food insecurity and poverty are intricately linked. Some 29 percent of households in the poorest wealth quintiles have unacceptable diets (9 percent poor and 20 percent borderline) compared with 15 percent in the wealthiest (2 percent poor and 13 percent borderline). The poorest livelihoods are found in agriculture. Seventy-seven percent of subsistence farmers are found in the two poorest wealth quintiles, as are 70 percent of mixed or cash crop farmers. The general state of water and sanitation facilities available to households in all wealth categories is very poor, with consequent health implications. Forty-five percent of respondents do not have access to decent toilets, and 85 percent have no proper means of refuse disposal. The vulnerable and food insecure are mostly found in rural areas and the North West and North East regions of Nigeria. Most households in all regions and at all wealth levels purchase food, but rural households and poorer households (by wealth and livelihood) also rely heavily on own food production. Households in the poorest quintiles in both rural and urban areas rely on own production (32 percent rural and 24 percent urban). Wealthier urban households rely mostly on purchases, whereas own production is common at varying levels across all wealth levels for rural households. Nigerians generally consume a starchy diet, but wealthier households can afford more nutrient-rich foods (including animal-based proteins) than poorer households. For instance, the wealthiest households consume meat, fish, and eggs an average of four days a week compared with only two days for the poorest households. Most households protect vulnerable household members in terms of food allocations (women and children), but that may not hold in the poorest households where some difficult allocation decisions may have to be made. Poorer households are more likely to engage in extreme coping strategies (like going a whole day without food) to deal with food shortages.
