Foreign observers will need little convincing of the merits of Dutch planning. They will want to know whether routine explanations (small country, industrious, disciplined people hardened by the perennial fight against the sea) hold any water, and they will want to know where to look for the bag of tricks of Dutch planners. Dutch readers need to be convinced first that planning in the Netherlands is indeed effective before contemplating how this has come about. Our message for both is that, to the extent that Dutch planners do live in what others are inclined to see as a planners' paradise, it is a paradise carefully constructed and maintained by the planners themselves. This smacks of Bernard Shaw describing a profession as a conspiracy against laity. However, all knowledge and all technologies are 'socially constructed', meaning that they are the products of people or groups pursuing often conflicting aims and coming to arrangements about what is to pass as 'true' and 'good'. So this takes away the odium of Dutch planners having their own agenda. Positioning ourselves We are in the business of interpreting Dutch planning, and at the same time committed to improving it. This makes us part of the situation which we describe. This situation is characterized by the existence of two divergent traditions, urban design and the social-science discipline called 'planologie'.

There is an unavoidable logical relationship between planning, law, and property rights. However, planning by law and property rights is so familiar and taken for granted that we do not think about the theory behind it. As a result, we do not think abstractly about its strengths and weaknesses, about what can be achieved with it and what not, how it can be improved, how it could be complemented. Such reflections are essential to cope with current and future challenges to spatial planning. This book makes the (often implicit) theory behind planning by law and property rights explicit and relates it to those challenges. It starts by setting out what is understood by planning by law and property rights, and investigates - theoretically and by game simulation - the relationships between planning law and property rights. It then places planning law and property rights within their institutional setting at three different scales: when a country undergoes enormous social and political change, when there is fundamental political debate about the power of the state within a country, and when a country changes its legislation in response to European policy. Not only changing institutions, but also global environmental change, pose huge challenges for spatial planning. The book discusses how planning by law and property rights can respond to those challenges: by adaptive planning), by adaptable property rights, and by public policies at the appropriate geographical level. Planning by law and property rights can fix a local regime of property rights which turns out to be inappropriate but difficult to change. It questions whether such regimes can be changed and whether planning agencies can make such undesirable lock-ins less likely by reducing market uncertainty and, if so, by what means.

The nation states in Europe have handed over many responsibilities to the European Union while also increasing devolution to regions and cities. Government has therefore become a more complex multi-level activity. There has also been the move from government to governance. Many different public, quasi-public and private bodies are now involved in making decisions that affect urban development. Metropolitan governance is therefore also a complex multi-actor process. In these conditions of fragmented governance and the widening spatial networking of urban development, the issue of policy co-ordination become ever more important. The exploration of the 20 cities shows that many face similar difficulties while some also provide interesting examples of innovative practice. The book concludes that the way forward is to find strategies to link the different spheres of metropolitan action through 'organising connectivity'.
