This book examines the critical period in Europe between 1700 -1850, when political, economic and cultural shifts were bringing about a new understanding of the individual and of society. Bringing together context with a focus on naval leadership as a phenomenon is at the heart of this book, a unique collaborative venture between British, French and Spanish scholars. As globalisation develops in the twenty-first century the significance of navies looks set to increase. This volume of essays aims to place naval leadership in its historical context. This quotation, from Winston Churchill, is frequently dismissed as apocryphal or a jest, but, interestingly, all four of the areas of naval life singled out in it were ones that were subject to major reform initiatives while Churchill was in charge of the Royal Navy between October 1911 and May 1915. During this period, not only were there major improvements in pay and conditions for sailors, but detailed consideration was also given to the future of the spirit ration; to the punishing and eradicating of homosexual practices; to the spiritual concerns of the fleet; and to the regime of corporal punishment that underpinned naval discipline for boy sailors. In short, under Churchill, the Royal Navy introduced a social reform programme perfectly encapsulated in this elegant quip. And, yet, not only has no one studied it; many people do not even know that such a programme even existed. This book rectifies that. It shows that Churchill was not just a major architect of welfare reform as President of the Board of Trade and as Home Secretary, but that he continued to push a radical social agenda while running the Navy.

Aged nineteen, he was ‘Mentioned in Despatches’ and awarded the Distinguished Service Cross for his courage during incessant bombing during the Siege of Tobruk. He survived multiple torpedo attacks, firstly serving on the cruiser Glasgow, which was hit twice; on the battleship Queen Elizabeth at sea and blown up by human torpedoes at Alexandria; and on HMS Hardy, struck in January 1944, while escorting Russian Arctic Convoy JW56B. In 1942, he was serving on HMS Carlisle during the fiercely fought Malta convoys and took part in the Battle of Sirte. Later that year he was awarded the MBE ‘for outstanding bravery, resource and devotion to duty during very heavy bombing’ at the port of Bone during Operation TORCH. He went on to serve at D-Day and later in the Pacific on HMS Rajah. It is a privilege to read Mick Stoke’s graphic and modest memoir. Readers will appreciate and understand how he became ‘The Most Highly Decorated Paymaster Midshipman in the Royal Navy’.

In The U.S. Navy and Its Cold War Alliances, 1945–1953, Corbin Williamson explores the transformation this cooperation brought about in the U.S. Navy’s engagement with other naval forces during the Cold War. Like the onetime looming danger of Nazi Germany and Imperial Japan, growing concerns about the Soviet naval threat drew the U.S. Navy into tight relations with the British, Canadian, and Australian navies. The U.S. Navy and Its Cold War Alliances, 1945–1953, brings to light the navy-to-navy links that political concerns have kept out of the public sphere: a web of informal connections that included personnel exchanges, standardization efforts in equipment and doctrine, combined training and education, and joint planning for a war with the Soviets. Using a “history from the middle” approach, Corbin Williamson draws upon the archives of all four nations, including documents only recently declassified, to analyze the actions of midlevel officials and officers who managed and maintained these alliances on a day-to-day basis. As this book demonstrates, steam turbines, bigger guns, mechanical computing devices and ever increasing tonnage meant that the Royal Navy was forced to confront many long-cherished beliefs and sensitive social and political issues. By looking at key continuities over the period of 1880-1919 the study explores how the service and its officers attempted to deal with fundamental changes in professional requirements, and how cultural and social values underwent a transformation in the run up to the First World War. In particular the book looks at how the executive officer corps was presented with a revolution in naval affairs. As the Navy was transformed into an industrialized workplace, officers were challenged by an alteration in the 'culture of command' as arrangements carried over from the days of sail began to breakdown under the practical requirements of a steam and steel fleet. The book charts the ebb and flow of the debate and the various ideas put forward to deal with the structural challenges faced by the Royal Navy. The writings of reformers and commentators such as Fisher, Beresford, Corbett, Laughton and Mahan provide the background to the specific problems faced, and are analysed both in relation to the nature of the reforms implemented, and more crucially, the performance of the 'Senior Service' during the First World War.
