Book excerpt: "The geography of Pittsburgh combined with the large amount of precipitation in the area can cause large amounts of stormwater to overflow and cause combined sewer outflow (CSO) and sanitary sewer overflow (SSO) issues. Chatham University is located in the A22 watershed within the City of Pittsburgh, at a high point. Stormwater runoff from the campus and all other homes and businesses in the watershed flows into the Fifth Avenue-Ellsworth Avenue Corridor. During heavy precipitation, flooding is a common occurrence at low points in the watershed. The slope of the land and the location of the watershed contributes to flooding in the Fifth Avenue- Ellsworth Avenue corridor. On the Chatham campus along Woodland Road, large amounts of precipitation flow downhill to a PWSA storm drain near the base of the hill and close to Fifth Avenue. This drain catches large amounts of precipitation which is then directly dumped into the sewer system. In heavy rains, this runoff flows towards Fifth Avenue and Ellsworth Avenue, flooding the basements of businesses and private homes. This runoff continues to the river. Currently, the Pittsburgh region (including the A22 watershed in the Fifth Avenue- Ellsworth Avenue corridor), is under a consent decree to eliminate the outflow of stormwater. Simple solutions are being identified to divert and eliminate SSO and CSO discharge into the rivers but much needs to be done to eliminate the problem. Green infrastructure can reduce CSO and SSO issues." -- Introduction.

Book excerpt: New York City's water supply system is one of the oldest, largest, and most complex in the nation. It delivers more than 1.1 billion gallons of water each day from three upstate watersheds (Croton, Catskill, and Delaware) to meet the needs of more than eight million people in the City, one million people in Westchester, Putnam, Orange, and Ulster counties, and millions of commuters and tourists who visit the City throughout the year. The Catskill and Delaware portions, which make up about 90 percent of the supply, receive no filtration or treatment other than disinfection, except for rare instances of high turbidity when a coagulant is added to increase deposition of suspended solids. The remaining 10 percent of the supply comes from the Croton watershed and receives treatment via filtration. The drinking water supply is managed by the Bureau of Water Supply within the New York City Department of Environmental Protection (NYC DEP). To continue to avoid filtration of the Catskill/Delaware portion of the water supply, in 2007, NYC DEP reexamined its control of turbidity in the Catskill portion of the water supply, including both structural improvements to the system and operational changes. The Operations Support Tool (OST) was developed as part of these efforts. OST couples models of reservoir operations and water quality; it uses real-time data on streamflow, snow pack, water quality, reservoir levels, diversions, and releases; and it incorporates streamflow forecastsâ€"all in order to predict future reservoir levels, water delivery to customers, and water quality within the system. These predictions inform the system operators, who then make decisions based on the most current data and forecasts. This report reviews the use of OST in current and future reservoir operations. It considers potential ways in which the City can more effectively use OST, makes recommendations for additional performance measures, and reviews the potential effects of climate change on the City's water supply to help identify and enhance understanding of areas of potential future concern with regard to the use of OST.

Arguably one of the most challenging issues is complying with the Clean Water Act (CWA) standards in cities that have combined sewer systems (CSSs)1 (Holloway et al., 2014; Barbosa et al., 2012; Lucas & Sample, 2015). During precipitation events, CSSs can breach capacity and expel raw sewage and untreated stormwater directly into streams and rivers at combined sewer overflow points (CSOs), leading to inadequate water quality that does not meet regulatory standards (Tao et al., 2014). Therefore, the EPA has issued consent decrees to many of the cities that are burdened by aging CSS infrastructure to come into compliance with the CWA standards (US EPA, 2016). To meet compliance, some of these cities are turning to green infrastructure as a low cost way to minimize CSO events from occurring. Pittsburgh provides an appropriate example of a metropolitan region that is seeking to utilize green infrastructure as a way to minimize the CSOs that have placed the city under consent decree. Book excerpt: "Stormwater management has become a focal point for cities seeking to improve climate resilience, public health and safety, and urban water quality. While climate change is causing an increase in the frequency and intensity of severe wet weather events, many urban areas are dealing with more stormwater runoff and its associated problems such as flash flooding and combined sewer overflows. Implementing green infrastructure (GI) is a strategy used to address this problem by removing impervious surfaces in favor of soil and vegetative systems that absorb and filter runoff. GI and similar Best Management Practices (BMPs) lessen the impact of urban development on receiving water bodies while providing a myriad of social benefits to the surrounding communities. Increasingly, municipalities are looking for ways to encourage GI implementation on private properties for cost-efficient and holistic stormwater management. Stormwater credit trading is a new and innovative, market-based approach that leverages private capital for GI investment. In this system, the amount of runoff controlled on a property by GI or BMPs is quantified as a currency, or "credit", and traded between parties to mitigate or offset regulatory requirements. This type of trading scheme was spearheaded in Washington D.C. and is now being considered in many other cities throughout the United States. This thesis explores the potential for a stormwater credit trading system in Pittsburgh, Pennsylvania. The goal of this research is to provide local stakeholders with an introductory understanding of how such a program could be applied in Pittsburgh. A qualitative research methodology is used involving an analysis of case studies accompanied by semi-structured informational interviews with professionals knowledgeable about the subject matter. A thematic analysis of the interview results is presented through the lens of program goals and design, market administration, market participation, and community impact and involvement. The results indicate that a stormwater credit trading program has the potential to provide a cost-effective and equitable distribution of GI throughout the city. Further research is needed on the feasibility of a program including any legal issues, a cost-benefit analysis, and a supply and demand analysis given Pittsburgh's future development outlook.
