Book excerpt: While there is a strongly held belief that Latin American societies are highly discriminatory, the economic profession has found relatively little evidence for this perception, and until recently other social sciences had prevailed in the discussion of this timely and relevant topic. The development of new tools for analyzing the economic mechanisms underlying discrimination, however, has opened up several avenues for research. This book presents a set of studies on contemporary discrimination in Latin America that takes advantage of these new tools by focusing on social interactions that range from cooperation, group formation, and the impact of migration in poor families to specific markets such as housing and labor. The techniques applied include traditional regression analysis, experimental approaches, and audit studies, as well as structural methods. This wide range of analytical approaches leads to findings that confirm some of the common perceptions regarding discrimination but challenge the conventional wisdom in other regards In some instances the long-held conventional wisdom may not hold at all. Latin Americans do not discriminate more or less than inhabitants of other regions, and the discrimination that does occur appears largely to stem from lack of information on individuals a result of great interest in colleges and universities that teach courses on Latin American development both at the undergraduate and graduate level. Book excerpt: Abstract: There are several possible explanations for the observed changes in inequality, the returns to education, and the gap between the wages of informal and formal salaried workers in Argentina over the period 1980-2002. Largely due to the lack of evidence for competing explanations, skill-biased technical change is the most likely explanation for the increases in the returns to education that occurred in the 1990s. Using a semi-parametric re-weighting variance decomposition technique and data from the Permanent Household Survey, the authors show that during the same period there was an increase in the returns to unobserved skill. This finding lends support to the hypothesis that skill-biased technical change has been a main driver of increases in inequality in Argentina. The pattern of changes suggests that the growth in returns to unobserved skill may have been partly responsible for the relative deterioration of informal salaried wages during the 1990s.

Book excerpt: In the 1980s the Thai government tried to legalize squatters by issuing special titles that restricted the sale and rental of the land. Using data from 2,874 farming households collected in 1997, the author finds that in places where these government titles where issued, leased plots are more likely to be titled than those that are self-cultivated. For these areas, he uses a model to estimate a 6 percent risk premium in the rental rate for untitled plots. In other areas, however, land rights play no role in the decision to lease land and the rental rate of untitled plots does not include a risk premium. The results indicate that this policy distorted the land rental market by triggering a sense of insecurity among landowners.

The average may not be useful for policy. An examination of the distribution of the returns across individuals is needed. The few studies that have examined these patterns focus on high-income countries, showing investments to be more profitable at the top of the income distribution. The implication is that investments may increase inequality. Extending the analysis to 16 East Asian and Latin American countries the authors observe mixed evidence in middle-income countries and decreasing returns in low-income countries. Such differences between countries could be due to more job mobility in industrial countries, scarcity of skills, or differential exposure to market forces.

This challenge applies across a wide range of regulatory instruments and vehicles including license renewal, which is the focus of this paper. The authors provide an overview of mobile license renewal issues covering the legal regime of license renewal, the renewal process, the non-renewal context, and the changes in licensing conditions, including spectrum implications of the renewal process. They draw best practices that started to emerge in recent renewal practices, to ensure that the renewal process leads to the best outcome for all stakeholders. As much as possible, policymakers and regulators should strive to promote investors' confidence and give incentives for long-term investment. They can do this by favoring the principle of "renewal expectancy," but also by promoting regulatory certainty and predictability through a fair, transparent, and participatory renewal process. For example, by providing details for license renewal or reissue, clearly establishing what is the discretion offered to the licensing body, or ensuring sufficient lead-times and transitional arrangements in the event of non-renewal or changes in licensing conditions. Public consultation procedures and guaranteeing the right to appeal regulatory decisions maximizes the prospects for a successful renewal process. As technological changes and convergence and technologically neutral approaches gain importance, regulators and policymakers need to be ready to adapt and evolve licensing procedures and practices to the new environment.

"Less preferred" countries are increasingly concerned about the discrimination they confront, while "more preferred" developing countries worry that WTO-based liberalization of trade will erode the value of current preferential access regimes. This tension suggests there is a political economy case for preference-granting countries to explicitly address erosion fears. The authors argue that the appropriate instrument for this is development assistance. The alternative of addressing erosion concerns through the trading system will generate additional discrimination and trade distortions, rather than moving the WTO toward a more liberal, non-discriminatory regime. They further argue that prospective losses generated by most-favored-nation liberalization should be quantified on a bilateral basis, using methods that estimate what the associated transfer should have been and ignoring the various factors that reduce their value in practice (such as compliance costs or the fact that part of the rents created by preference programs accrue to importers in OECD countries). Given that many poor countries have not been able to benefit much from preference programs, a case is also made that preference erosion should be considered as part of a broader response by OECD countries to calls to make the trading system more supportive of economic development. The focus should be on identifying actions and policy measures that will improve the ability of developing countries to use trade for development.

He uses a detailed data set of agricultural Political Action Committee (PAC) contributions over five U.S. congressional election cycles over the 1991-2000 period to investigate the relationship between lobbying spending and agricultural protection. A detailed graphical analysis of campaign contributions by the agricultural PACs indicates that although there are very many PACs, in most sectors the majority of contributions are made by very few PACs. Econometric analysis reveals that lobbying spending by agricultural PACs is positively associated with the use of nontariff barriers and specific tariffs by the United States. There is a strong association between the average U.S. tariff on goods that benefit from U.S. export subsidies and lobbying spending. And there is no association between agricultural protection and trade measures such as import penetration and the export-to-output ratio.
