Book excerpt: This finding aid will help researchers interested in Japanese war crimes, war criminals, and war crimes trials to navigate the vast holdings of the U.S. National Archives and Records Administration at College Park (NARA). It will also be useful to anyone interested in military, intelligence, political, diplomatic, economic, financial, social, and cultural activities in the Far East during 1931-1951, as well as to those searching for information regarding Allied prisoners of war; the organization, functions, and activities of American and Allied agencies; and the Japanese occupation of countries and the American occupation of Japan. While not aimed at researchers interested in the strategic and tactical military and naval history of the war in the Far East, this finding aid may nevertheless be useful to those with such interests, if only to identify record groups and series of records that may bear on those topics. This finding aid covers records from over twenty record groups and includes materials declassified under the Japanese Imperial Government Disclosure Act of 2000 (P.L. 106-567) as well as records that were never classified and those declassified before the passage of the Disclosure Act. Because the process of identifying, declassifying, accessioning, and processing of records under the Act is taking place as this finding is being compiled, late arriving records may not be identified in this finding aid. Researchers should consult the IWG Web site (http://www.archives.gov/iwg/) for a complete and up-to-date list of records declassified under the Japanese Imperial Government Disclosure Act. Federal agencies involved in the identification and declassification of relevant classified records ascertained that there were relatively few pertinent records that were still classified. Most relevant records were either never classified or were declassified decades before the Act and were already in NARA’s custody. While this finding aid’s coverage is broad, it is not comprehensive. Researchers may find other relevant series of records within the record groups mentioned or not mentioned. Researchers are encouraged to use other finding aids and consult with NARA staff to locate records of interest. In addition, the National Archives at College Park holds nontextual records (such as still photographs and motion pictures) that researchers may want to examine. Other NARA facilities hold many records and donated material related to World War II, including records related to the subjects covered in this finding aid. This is particularly true of the Franklin D. Roosevelt, the Harry S. Truman, and the Dwight D. Think of archives as vast mountain ranges of records with the archivists guiding the expeditions. Explorations on familiar, well-trodden paths produce new perspectives when examined with fresh eyes and imagination.

The work integrates Chinese, Japanese and Western sources to examine the details of the structure and weapons of the period. Recent scholarship has contributed greatly to our understanding of China's role in the war, but this is the first book to deal with the bottom-level underpinnings of this massive army, crucial to an understanding of its tactical and operational utility. An introductory chapter discusses the military operations in China, often given short shrift in World War II histories. The work then traces the evolution of the national army's organizational structure from the end of the Northern Expedition to the conclusion of World War II. Included are tables of organization and strength reports for the wartime period. The armament section illustrates and details not only the characteristics of the many and varied weapons used in China, many seen nowhere else, but also their acquisition and such local production as was undertaken. This is complemented by a chapter on the arsenals and their evolution and production programs. The Chinese army was one of the largest of the war and it, and Japan's, fought longer than any other. It faced unique challenges, including fragmented loyalties, huge expanses of territory, poor logistics networks, inadequate arms supplies, and, often, incompetence and corruption. Nevertheless, they fought bravely in major battles through 1941 and were able to counterpunch effectively in important regions through the rest of the war. Aimed at both military historians and wargamers, this work fills an important gap in our understanding of this, the most under-appreciated army of the war.

This important new work, presenting a Japanese perspective, argues for the first time that in the final phase of the eight months of US-Japan talks leading to the attack on Pearl Harbor, serious mistranslations in Magic were a significant factor in the cumulative effect of mutual misunderstandings which grew between the two sides over a longer period. In spite of the number of historians who take the opposite point of view, the author argues that the efforts made by the participants on both sides to achieve a successful outcome and avert military conflict, or at least delay the outbreak of the war until the following March (1942), might have been much closer to achieving success than generally believed. The mistranslations of Magic which led to the crisis in 1941 were influenced by misunderstanding and misperception, and the persistence of stereotypes and 'images' among the parties involved. The study of these kinds of phenomena has been an important part of the growth of the discipline of international relations since the Second World War.

He was a pioneer in these fields, carrying out research across cultural and language borders, and influenced numerous researchers who followed in his footsteps. Much of what he wrote, however, remained unpublished at the time of his death in 2006, and so the editors have included a selection of his hitherto unpublished work along with some of his published writings. Breaking Japanese Diplomatic Codes, edited by Desmond Ball and Keiko Tamura, was published in 2013, and the first volume of Bridging Australia and Japan was published in 2016. This book completes this series, which reproduces many of David Sissons’ writings. The current volume covers a wide range of topics, from Japanese wartime intentions towards Australia, the Cowra Breakout, and Sissons’ early writings on Japanese politics. Republished in this volume is his comprehensive essay on the Australian war crimes trials, which influenced the field of military justice research. Georgina Fitzpatrick and Keiko Tamura have also contributed essays reflecting on his research. Sissons was an extraordinarily meticulous researcher, leaving no stone unturned in his search for accuracy and completeness of understanding, and should be considered one of Australia’s major historians. His writings deal not only with diplomatic negotiations and decision-making, but also the lives of ordinary and often nameless people and their engagements with their host society. His warm humanity in recording ordinary people’s lives as well as his balanced examination of historical incidents and issues from both Australian and Japanese perspectives are hallmarks of his scholarship.
