Book excerpt: Revisions to Cockpit Voice Recorder and Digital Flight Data Recorder Regulations (US Federal Aviation Administration Regulation) (FAA) (2018 Edition) The Law Library presents the complete text of the Revisions to Cockpit Voice Recorder and Digital Flight Data Recorder Regulations (US Federal Aviation Administration Regulation) (FAA) (2018 Edition). Updated as of May 29, 2018 This final rule amends cockpit voice recorder (CVR) and digital flight data recorder (DFDR) regulations affecting certain air carriers, operators, and aircraft manufacturers. This final rule increases the duration of certain CVR recordings, increases the data recording rate for certain DFDR parameters, requires physical separation of the DFDR and CVR, improves the reliability of the power supplies to both the CVR and DFDR, and requires that certain datalink communications received on an aircraft be recorded if datalink communication equipment is installed. This final rule is based on recommendations issued by the National Transportation Safety Board following its investigations of several accidents and incidents, and includes other revisions the FAA has determined are necessary. These changes to CVR and DFDR systems are intended to improve the quality and quantity of information recorded, and increase the potential for retaining important information needed for accident and incident investigations. Book excerpt: Filtered Flight Data (US Federal Aviation Administration Regulation) (FAA) (2018 Edition) The Law Library presents the complete text of the Filtered Flight Data (US Federal Aviation Administration Regulation) (FAA) (2018 Edition). Updated as of May 29, 2018 The FAA is amending its proposal to prohibit the filtering of some original flight recorder sensor signals. Comments to the NPRM published in November 2006 and changes in available technology have caused us to reexamine our position on data filtering. We are now proposing that certain critical data parameters may be filtered if a certificate holder can show that the data can be accurately reconstructed. This proposed rule would improve the integrity and quality of the data recorded on digital flight data recorders while giving aircraft designers and operators more flexibility in system design and operation where allowable, including an option to filter data. Book excerpt: Tuesday, Sep. 11, 2001, dawned cool and clear, with sunny skies all along the eastern seaboard. For Air Force aviators like Lt. Col. Timothy "Duff" Duffy of the 102d Fighter Wing at Otis Air National Guard Base, Massachusetts, the day held the promise of perfect flying weather, at a time when the U.S. civil aviation system was enjoying a period of relative peace, despite concerns about a growing terrorist threat. More than ten years had passed since the last hijacking or bombing of a U.S. air carrier. That morning, however, the country came under a shocking, coordinated aerial assault by nineteen al Qaeda hijackers...The attack plan carried out by the suicide operatives had been years in the making. It was intended to cause mass, indiscriminate casualties and to destroy or damage the nation’s financial, military, and political centers, four high value U.S. targets selected by bin Laden, independent operator Khalid Sheikh Mohammed, and al Qaeda operations chief Mohammed Atef... By the time 1 World Trade Center, North Tower, collapsed at 10:28 a.m. EDT, almost three thousand people had been killed or were dying; the financial center of the U.S. had been reduced to burning, toxic rubble; the iconic symbol of the military strength of the country had been severely damaged; the tranquility of a field in Pennsylvania had been shattered; U.S. Air Force and Air National Guard fighter aircraft had set up combat air patrols over Washington, D.C., and New York City; and the administration of President George W. Bush and the Department of Defense (DOD) had begun shifting major resources of the federal government and military services to a new national priority, homeland defense.

Book excerpt: Changes to Production Certificates and Approvals (US Federal Aviation Administration Regulation) (FAA) (2018 Edition) The Law Library presents the complete text of the Changes to Production Certificates and Approvals (US Federal Aviation Administration Regulation) (FAA) (2018 Edition). Updated as of May 29, 2018 The FAA is amending certification procedures and marking requirements for aeronautical products and articles. The amendment requires production approval holders to identify an accountable manager who is responsible for, and has authority over, their production operations and serves as the primary contact with the FAA; allows production approval holders to issue authorized release documents for aircraft engines, propellers, and articles; permits production certificate holders to manufacture and install interface components; requires production approval holders to ensure that each supplier-provided product, article, or service conforms to the production approval holder's requirements and establish a supplier-reporting process for products, articles, or services that have been released from or provided by the supplier and subsequently found not to conform to the production approval holder's requirements; removes the requirement that fixed-pitch wooden propellers be marked using an approved fireproof method; and changes the title of part 21 of title 14 of the Code of Federal Regulations. This amendment updates FAA regulations to reflect the current global aeronautical manufacturing environment, thereby promoting aviation safety. Book excerpt: "The U.S. Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center, Environmental Measurement and Modeling Division (Volpe), is supporting the aircraft noise certification initiatives of the Federal Aviation Administration (FAA), Office of Environment and Energy (AEE) by preparing the "Validation Protocol for Digital Audio Recorders Used in Aircraft-Noise-Certification Testing" (Validation Protocol). As analog and digital tape-based recording devices are becoming obsolete, this Validation Protocol has been developed for applicants requesting permission from FAA/EE to conduct aircraft noise certification testing using non-tape-based recorders. Because of the signifcant differences between non-tape-based recording devices and all preceding technologies, this Protocol establishes a set of procedures for testing and evaluating the performance of non-tape-based digital audio recorders proposed for aircraft noise certification use. If using any of the digital audio recording devices covered by the scope of this document, it is recommended that an applicant perform tests to evaluate the characteristics of the recording device in accordance with the guidance in the Validation Protocol to demonstrate compliance with part 36 Title 14 of the Code of Federal Regulations (Part 36) and International Civil Aviation Organization Annex 16 Volume I (ICAO Annex 16)."--Technical report documentation page.

Book excerpt: Automatic Dependent Surveillance-Broadcast (ADS-B) Out Performance Requirements to Support Air Traffic Control (ATC) Service (US Federal Aviation Administration Regulation) (FAA) (2018 Edition) The Law Library presents the complete text of the Automatic Dependent Surveillance-Broadcast (ADS-B) Out Performance Requirements to Support Air Traffic Control (ATC) Service (US Federal Aviation Administration Regulation) (FAA) (2018 Edition). Updated as of May 29, 2018 This final rule amends FAA regulations by adding equipage requirements and performance standards for Automatic Dependent Surveillance-Broadcast (ADS-B) Out avionics on aircraft operating in Classes A, B, and C airspace, as well as certain other specified classes of airspace within the U.S. National Airspace System (NAS). ADS-B Out broadcasts information about an aircraft through an onboard transmitter to a ground receiver. Use of ADS-B Out will move air traffic control from a radar-based system to a satellite-derived aircraft location system. This action facilitates the use of ADS-B for aircraft surveillance by FAA and Department of Defense (DOD) air traffic controllers to safely and efficiently accommodate aircraft operations and the expected increase in demand for air transportation. This rule also provides aircraft operators with a platform for additional flight applications and services.
