Book excerpt: For a thorough understanding of labour law in Switzerland two characteristics of the Swiss political system must be mentioned: federalism & direct democracy. The division of powers between the federal state & the cantons, the latter of which have generally had the most influence with respect to labour law & other law areas until quite recently. This has resulted in situations in which the distribution of powers between the federal government & the cantonal governments was unclear. Fortunately this state of affairs has improved the last couple of years with the extension of federal powers in the sphere of labour law. Besides federalism the system of direct democracy has had a delaying influence on the development of labour law in Switzerland. Public opinion, generally not a very progressive force in Switzerland, is strongly influenced by pressure groups & citizens opposing popular reforms. As a result the popular vote has been an important delaying factor in the evolvement of new laws & regulations in the area of social & labour law. These two hindering factors should be kept in mind when reading Berenstein's Labour Law in Switzerland in which the past & current situation of labour law in Switzerland is described covering basic themes such as working time, incapacity to work, termination of contract, protection of young persons & women, collective bargaining, trade union freedom & the settlement of industrial disputes by arbitration or conciliation.

Based on the U.S. experience, then, such interactions might seem irrelevant to economic performance and policymaking. The essays in this volume reveal the falsity of that assumption. Contributors from eight industrialized countries (Australia, Germany, Ireland, Italy, Japan, Korea, the Netherlands, and the United States) examine the changing nature of labor-management relations, with a particular focus on the role of tripartism and the decentralization of collective bargaining. Although nonexistent in the United States and on the decline in Japan and Australia, tripartism flourishes in Germany, Ireland, and the Netherlands, expanding beyond traditional corporatist partners to include women's organizations, senior citizens, and other representatives of "civic society." The vibrancy of the coordinating mechanisms that help shape employment conditions and labor policy contradicts the traditional belief that an overpowering unilateral decentralizing shift is underway in labor-management interactions. The contributors show that these mechanisms are in fact increasing in the face of intensified pressures, promoting greater flexibility in work organization and working time.

In Inequality in the Workplace, Jiyeoun Song focuses on South Korea and Japan, which have advanced labor market reform and confronted the rapid rise of a split in labor markets between protected regular workers and underprotected and underpaid nonregular workers. The two countries have implemented very different strategies in response to the pressure to increase labor market flexibility during economic downturns. Japanese policy makers, Song finds, have relaxed the rules and regulations governing employment and working conditions for part-time, temporary, and fixed-term contract employees while retaining extensive protections for full-time permanent workers. In Korea, by contrast, politicians have weakened employment protections for all categories of workers. In her comprehensive survey of the politics of labor market reform in East Asia, Song argues that institutional features of the labor market shape the national trajectory of reform. More specifically, she shows how the institutional characteristics of the employment protection system and industrial relations, including the size and strength of labor unions, determine the choice between liberalization for the nonregular workforce and liberalization for all as well as the degree of labor market inequality in the process of reform.

Gender had been seen only as a background variable in social surveys of political behaviour, and women had rarely been extensively or separately considered. Now, in essays specially written for this volume, first published in 1981, the authors map out the political behaviour of women in twenty ‘industrially developed’ countries, bringing together and analysing contemporary material on a variety of topics, such as voting, standing for public office, entering the political elite, and engaging in political activity outside the formal structures of government. In each chapter the history of women’s political activity is outlined, from the first movements for female suffrage and emancipation to the new political involvement occasioned by the women’s movements of the 1970s. The impact of differing political systems on the experience of women is considered, and some striking similarities and differences are pointed out. It has been generally agreed that women’s participation in politics has been less than that of men, although reasons postulated for this have varied widely. The essays in this book offer further suggestions in this area, while charting a steady increase in activity by women in all political spheres as feminism politicises issues previously restricted to private or male-dominated spheres and women become increasingly concerned to participate in the political process. The authors indicate current trends and explode prevailing myths and the ‘second electorate’, and they suggest future possibilities, both for Political Woman and the Political Science which must take account of feminist political activity.
