Book excerpt: Alberta: A Health System Profile provides the first detailed description of Alberta’s health care system and the underpinning political and social forces that have shaped it. Drawing on significant wealth from government revenues generated through the energy sector, Alberta has been able to develop an extensive public health and health care infrastructure. Alberta has used its financial resources to attract health professionals by offering the highest levels of financial compensation in Canada. However, although it spends more per capita than other Canadian jurisdictions, Alberta’s health care system costs and health outcomes are mediocre compared to those of many other Canadian jurisdictions. This unexpected outcome is the consequence of the unique interplay of economic and political forces within Alberta’s political economy. Through an examination of Alberta’s political and economic history, and using research on the structures and services provided, Alberta: A Health System Profile provides a detailed description of the programs and services that constitute Alberta’s health care system.

Available in PDF, EPUB and Kindle. Book excerpt: Forging Alberta’s Constitutional Framework analyzes the principal events and processes that precipitated the emergence and formation of the law and legal culture of Alberta from the foundation of the Hudson’s Bay in 1670 until the eve of the centenary of the Province in 2005. The formation of Alberta’s constitution and legal institutions was by no means a simple process by which English and Canadian law was imposed upon a receptive and passive population. Challenges to authority, latent lawlessness, interaction between indigenous and settler societies, periods (pre- and post-1905) of jurisdictional confusion, and demands for individual, group, and provincial rights and recognitions are as much part of Alberta’s legal history as the heroic and mythic images of an emergent and orderly Canadian west patrolled from the outset by red coated mounted police and peopled by peaceful and law-abiding subjects of the Crown. Papers focus on the development of criminal law in the Canadian west in the nineteenth century; the Natural Resources Transfer Agreement of 1930; the National Energy Program of the 1980s; Federal-Provincial relations; and the role and responsibilities of the offices of Justices of the Peace and of the Lieutenant-Governor; and the legacies of the Lougheed and Klein governments.

Available in PDF, EPUB and Kindle. Book excerpt: Over the past two decades, the oil sands region of northeastern Alberta has been the site of unprecedented levels of development. Alberta's Lower Athabasca Basin tells a fascinating story of how a catastrophic ice age flood left behind a unique landscape in the Lower Athabasca Basin, one that made deposits of bitumen available for surface mining. Less well known is the discovery that this flood also produced an environment that supported perhaps the most intensive use of boreal forest resources by prehistoric Native people yet recognized in Canada. Studies undertaken to meet the conservation requirements of the Alberta Historical Resources Act have yielded a rich and varied record of prehistoric habitation and activity in the oil sands area. Evidence from between 9,500 and 5,000 years ago—the result of several major excavations—has confirmed extensive human use of the region’s resources, while important contextual information provided by key geological and palaeoenvironmental studies has deepened our understanding of how the region’s early inhabitants interacted with the landscape. Touching on various elements of this rich environmental and archaeological record, the contributors to this volume use the evidence gained through research and compliance studies to offer new insights into human and natural history. They also examine the challenges of managing this irreplaceable heritage resource in the face of ongoing development. Contributors: Alwynne Beaudoin, Angela Younie, Brian O.K. Reeves, Duane Froese, Elizabeth Roberston, Eugene Gryba, Gloria Fedirchuk, Grant Clarke, John W. Ives, Janet Blakey, Jennifer Tischer, Jim Burns, Laura Roskowski, Luc Bouchet, Murray Lobb, Nancy Saxberg, Raymond LeBlanc, Robert R. Young, Robin Woywitka, Thomas V. Lowell, and Timothy Fisher

Available in PDF, EPUB and Kindle. Book excerpt: Significant growth in economic activity in the Arctic has added weight to the argument that projects must be developed responsibly and sustainably. Addressing growing concerns regarding the exploitation of the Arctic's natural resources, this timely book presents and evaluates examples of best practice in Arctic environmental impact assessment. Timo Koivurova and Pamela Lesser succinctly synthesise primary data gathered from interviews with local communities, indigenous peoples, NGOs, government officials and businesses in Finland, Sweden, Norway, Greenland, Iceland, Canada, Russia and the USA. Considering all stakeholder perspectives, they present the regulatory processes of all eight Arctic countries, and also provide helpful flowcharts that depict the process graphically for each country. Measuring these practices against the 1997 Guidelines for Environmental Impact Assessment in the Arctic, the only Arctic environmental impact assessment guidance document that has been officially approved by the ministers of all eight Arctic countries, this book identifies key areas where adherence to best practice is high, such as stakeholder outreach and development, as well as those areas that fall short. Thorough and accessible, Environmental Impact Assessment in the Arctic will provide an excellent reference for academics in the fields of law and environmental studies as well as for government officials and stakeholders who stand to benefit from best practice.

Available in PDF, EPUB and Kindle. Book excerpt: Sovereign wealth funds (SWFs) can be effective tools for national resources revenue management. These state-owned investments, funded by commodity exports, foreign exchange reserves, or other national assets, are adaptable to the challenges posed by financial shocks and have been successfully employed in an increasing number of countries. The number of SWFs continues to grow, with the largest funds managing trillions of dollars in assets among them. However, given the significant variations among SWFs, it can be difficult to compare funds that differ in size, scope, and mandate. This book provides a sorely needed practical look at how these funds work—and how they should work. The New Frontiers of Sovereign Investment combines the insights and experience of academic economists and practitioners from several funds to survey a diverse financial landscape and establish the challenging topical questions facing a broad range of SWFs today: Should they serve both economic development and financial returns, and how? Will responsible investment enhance long-term returns? How can fiscal rules for SWFs be improved to meet emerging economic challenges? The book considers these questions as they apply to both long-established and newer SWFs. Featuring contributions from sovereign wealth practitioners from Alberta's AIMCo, the Nigerian Sovereign Investment Authority, and the New Zealand Superannuation Fund, as well as analysis by scholars at the forefront of sovereign investment, this volume provides timely and much-needed information on these rapidly evolving institutions.
