Under these laws, transportation planners must design regional highway and transit systems that contribute substantially to the attainment of federal air quality standards. This new requirement reveals important limitations to the standard methods by which transportation planners do their work. The mathematical models and statistical techniques used by transportation planners appear to be inadequate to enable them to analyze the air quality implications of alternative transportation plans. This was the situation when a group of environmental organizations brought suit in federal district court alleging that the Metropolitan Transportation Commission in the San Francisco Bay area had violated requirements of these laws in its transportation planning and highway funding activities. This volume provides an account of the legal dispute that pitted environmentalists against regional transportation planners, and which demonstrated that regional transportation planning methods are in need of substantial improvement. This monograph should be of interest to urban planners, environmentalists, public policy analysts, and those who apply mathematical modeling and statistical analysis to questions of public policy. The main emphasis has been the comparison of recommended methods and assessments between the countries for noise, air pollution and climate effects. Important findings:- For noise Finland take nuisance in consideration while the other countries also include health effects.- For PM, the values are related to PM2.5 in Denmark and Finland, to PM10 in Norway and to both PM2.5 and PM10 in Sweden.- For NOX, the values in Finland and Sweden are almost negligible compared to the values used in Denmark and Norway.- The most extreme difference between values in the Nordic countries relate to global warming emissions where the values of emissions in 2020 vary from €24/ton CO2 in Denmark (with an alternative calculation of €197/ton) to €665/ton in Sweden.

The Texas Department of Transportation (TxDOT) realized a need to assist Texas metropolitan planning organizations (MPOs) with their analysis of CM/AQ projects. A search of the current literature and telephone surveys with FHWA personnel was conducted to assess what procedures were available for use in Texas, and to determine what procedures were in use around the nation. Through the span of this project, the importance of vehicle emissions associated with the vehicle's operating mode became increasingly important from results of research work sponsored by the U.S. Environmental Protection Agency (EPA). Several analysis examples of transportation projects are presented. Discussions of their expected versus evaluated benefits and potential impact of vehicle operating emissions on analysis techniques are given in the report. The report concludes with several caveats detailing findings and aspects of analysis discussed in this report.
