Book excerpt: The Ad Hoc Expert Group Meeting on Integration of Population and Development Policies was held at Bangkok, August 29-September 2, 1988, organized by the Population Division of the Economic and Social Commission for Asia and the Pacific (ESCAP). This conference follows the Asia-Pacific Call for Action initiated in 1982. The object of the meeting was to develop methods for review, appraisal and analysis of the interim progress, and to issue guidelines for further implementation of the recommendations. The meeting report is structured into sections on review and appraisal of achievements of the objectives, strategies to strengthen integration of population and each objective, review of current related policies in the member countries, and further recommendations. Each section follows the order of the 5 objectives or strategies: 1) institutional framework; 2) policy formulation and implementation; 3) population data and research; 4) training and manpower development; and 5) monitoring and evaluation. 10 abstracts of papers presented are appended. Hong Kong, Korea and Singapore are close to reaching their population goals of replacement fertility by 2000, but only 3 countries have met health goals of infant mortality

Demographers relied almost exclusively on demographic transition theory as their para digm for understanding the role of development in population change and fertility decline. Conversely, most development economists and other specialists were certainly aware of the constraints placed upon development objectives by population growth. However, the main de velopment theories paid little attention to population and the implica tions of population growth for development. Indeed it was not until after the World Population Conference in Bucharest in 1974 that the interaction of population and development became a serious and pur posive theme for social scientific study. Accordingly, since about the mid-1970s, an extensive literature in the field of population and develop ment has been generated. And in 1975, under the auspices of The Popu lation Council, the journal Population and Development Review was found ed, a journal which in the past decade has developed into the premier publication in the world for work in this area. But our understanding of development as it refers to change in Third World countries remained fragmented. Moreover, our understanding of the linkages and interac tions between population and development was very limited. It is in this regard that Ozzie Simmons's Perspectives on Development and Population Growth in the Third World will certainly have an impact.

Book excerpt: Socioeconomic development, the ultimate goal of which is a better quality of life, depends on many factors, including population, resources and environment. The relationship between population, resources, environment and development is complex and its many facets often interact amplifying each other. UN definitions of these 4 terms are used in this paper. Integration refers to the bringing together of specialized and differential units or activities into a single or more coordinated whole set of activities; it implies interdependence and interactivity of population and development programs. Despite the great contribution of the international conferences of the 1970s, integration has been a slow process in the ESCAP region. The present situation is not encouraging--great majority of countries consider current population growth rates a serious challenge to their socioeconomic development. Major problems are poverty and shortage of resources. The very low domestic food supply is causing a considerable proportion of the population to be underfed. Lack of sufficient energy resources, especially petroleum, and the increasing prices in the world market pose a serious threat. Under development is itself an environmental problem. The most common problem of population units or higher level committees attempts for integration is the lack of adequately trained manpower, particularly in demographic analysis and development planning. In some countries, however, no deliberate attempts to make use of available trained manpower have been effected. The structure of the units lacks the necessary power to influence overall planning. The authority over the budgetary provisions of other ministeries is unsatisfactory. Available knowledge on population development interrelationships is not consistent and does not significantly contribute to integrated development planning. Qualitative data and good research are essential. Although development plans and policies give the impression that population, resources, environment and development are successfully integrated, operationally, this is not so. Adequately trained manpower and carefully designed research are crucial to development planning.

Book excerpt: A seminar on population policies for top-level policy makers and program managers was organized to keep member governments of ESCAP (Economic and Social Commission for Asia and the Pacific) abreast of current issues and methodological developments. An in depth review of past, present and future population policies of the member countries precedes several papers summarizing the determinants of fertility: socioeconomic determinants, female autonomy, family structure and size, infant and child mortality and incentives and disincentives. It became apparent during the workshop that all ESCAP countries shared common population issues, such as poverty and large growing populations. Several contributors gave detailed presentations on these issues in their countries: sterilization in Sri Lanka, maternal/child health/family planning in Bangladesh, family planning needs in urban slums and remote poor areas in the Republic of Korea. Papers on impact and efficiency of family planning programs were contributed by Thailand, Malaysia and Bangladesh. It was concluded that future emphasis must be placed on status of women, adolescent childbearing, grass-roots management, spacing methods, communication, evaluation and international cooperation.
