Book excerpt: In the event of potentially intentional contamination of drinking water, the risk to public health must be minimised, which requires confirmation of contamination and, if possible, identification of the contaminant. A crucial step is to determine the type of contaminant as rapidly as possible. This review, developed within the framework of guidance for the production of a water security plan (Teixeira et al., 2019), aims to help water utilities, laboratories and other stakeholders improve their capacities to analyse and identify unknown contaminants in drinking water. An explanation of sampling procedures in emergency situations is given, followed by a proposed approach to the use of non-targeted technologies to determine both toxicity and adenosine triphosphate (ATP) levels. A toxicity analysis quickly detects toxic chemical contaminants, while measuring the ATP gives a first indication of any contamination by microorganisms. The non-targeted technologies for determining toxicity and ATP in water that qualify for use in emergency response - i.e. that are quick to respond, reliable and easy-to-operate are now available on the market, and could be adopted by most drinking-water utilities and/or laboratories, along with establishing appropriate sampling capabilities. The next step - identifying the contaminant - requires the application of targeted rapid analysis technologies such as immunoassay-based, polymerase chain reaction (PCR) and sequencing technologies, and field analysis by gas chromatography (GC/MS). These targeted technologies are based on tests available on the market, with a focus on rapidness and reliability of results. The commercially available analytical tools and methodologies for detecting and identifying a chemical or biological contaminant are reviewed through a detailed description of the equipment involved, including the technologies, equipment prices, testing costs, time needed to obtain a result, manufacturers, and the shelf life of the reagents. Information is also provided on proficiency tests that give external quality control of the analytical process analysis of unknown contamination events in drinking water in emergencies situations. To assist utilities and laboratories in their consideration and selection of targeted and non-targeted technologies, an approach to identifying water contaminants in emergency situations is proposed, comprising a series of analytical steps to be adapted by each water utility in line with its business goals and risk assessment. This review of analytical technologies aims to support water utilities, laboratories, health authorities and other stakeholders in planning responses to emergency events in drinking-water quality, and in particular to enhance the rapid identification of unknown water contaminants. An assessment of these technologies, within the framework of a water security plan, along with appropriate planning and protection measures, will enable water utilities to better respond to unexpected contamination of drinking water.

There are a wide variety of bacteria and viruses that can potentially be found in drinking water resulting from either an attack or a natural contamination incident. Whatever the origin of the contamination, a rapid identification is needed to ensure water quality and subsequent citizens security. Currently, various detection and identification methods exist, but they are mostly time-consuming and unsuited to emergent harmful microorganisms. New developments are being performed in order to deal with this concern. In this desk study, the main basic technologies to identify pathogens (such as immunological and genetic methods as well as mass spectrometry, microarrays and physical approaches) are reported as well as their applications in the drinking water area. Then, some promising technologies under development are presented, especially integrated tool or new concepts in mass spectrometry. However, bottlenecks still exist such as sample preparation or live and dead pathogens discrimination. Alternatively, different projects founded by the European Commission are briefly reported in this study, as they allow a clear vision of scientific teams and networks working on this concern. Finally, European standards are being established as well as national initiatives that currently remain unofficial.

In addition, water companies also monitor surface or ground water near the intake of the drinking water treatment plant, but also drinking and waste water. Part of the monitoring is performed by sensors; however, these are for basic physico-chemical parameters only, such as flow rate, turbidity, pH, temperature, conductivity and pressure. Apart from these parameters and as a function of specific requirements of each site, other parameters such as chlorine, fluoride, nitrate, particle count or total organic carbon can be also monitored online. During recent years, the increase in concerns that possible deliberate or accidental contaminations might reach the final consumer, has contributed to early warning systems becoming a good alternative for water managers.^An early warning system is an integrated system for online monitoring, collecting data, analysing, interpreting, and communicating monitored data, which can then be used to make decisions early enough to protect public health and the environment, and to minimise unnecessary concern and inconvenience to the public. To this end, new sensors are being placed into the market by small to medium-sized enterprises especially. Their main target is the detection of chemical and microbiological compounds, measuring single or a combination of parameters at the same time. In addition, due to the large amount of data collected, an easy to use and robust software is necessary to treat all data generated and provide clear information to the end-user.^The main drawbacks at the moment to effectively implement sensors are that, on one hand, there is a lack of standards for contamination testing in drinking water both in the EU and in USA and, on the other hand, there are poor links between available sensor technologies and water quality regulations.

In 1986, the EPA established a maximum allowable concentration for fluoride in drinking water of 4 milligrams per liter, a guideline designed to prevent the public from being exposed to harmful levels of fluoride.
