The data collection programme is developed through a top-down approach, from the identification of the objectives down to the practical recording and management of data obtained from the fishery. The issues are dealth with both through detailed discussion and by using simple examples. The examples are mostly based on situations in tropical fisheries, and in particular, experience has been drawn from developing a data collection programme in Viet Nam. The main questions addressed i n the manual are which fisheries data to collect, where and when to collect them. Only data from commercial marine capture fisheries are considered. The methodologies used are mainly appropriate for a tropical, developing county, with many small (artisanal) vessels and a few large (industrial) vessels. The methodology is the "sample-based approach". The data collection methodology presented attempts to utilize whatever information can be obtained in practice in a developing country.

The aquatic living resources in these waters not only sustain wild natural fishery production, but also support fish production based on stock enhancement and aquaculture. Most inland capture fisheries are concentrated in the major rivers and lakes, whereas reservoirs are dominated by enhanced fisheries. In 2020, the national freshwater fishing output was 1.46 million tonnes, which was a decrease of 20.84 percent from the previous year. Since 2005, the output value of freshwater capture fishing and aquatic products in China has exceeded CNY 20 billion, reaching a peak of CNY 46.577 billion in 2018. With increasing economic development, the role of inland capture fisheries in the social economy has changed. Since the 1990s, there has been a gradual increase in aquaculture and since 2010 a gradual decrease in inland capture fishery production. With the issuance of various fishing ban policies and the strengthening of enforcement actions, especially the implementation of the “10-year fishing ban” on the Yangtze River and the fishing ban on major lakes, inland capture fisheries production has dropped sharply since 2016 and this development is expected to continue due to the increased awareness of the need for ecological protection in large waterbodies, the implementation of the fishing ban policy and the strengthening of law enforcement. However, even though aquaculture production has massively increased and provides the bulk of freshwater fish supply, high-quality aquatic products from natural waters are still highly sought after by consumers.

Fisheries policy and management objectives, particularly under the precautionary approach, need to be based upon analyses of reliable data. Data are needed to make rational decisions, evaluate the fisheries performance in relation to management activities and fulfil regional requirements. These objectives are achieved using fishery performance indicators. Indicators are used to measure the state of the resource, the performance of fishing controls, economic efficiency, socio-economic performance and social continuity. The primary factor in choosing what data to collect is the link between the necessary operational, biological, economic and socio-cultural indicators and their associated variables. The way in which different data variables are collected needs tobe tailored to the structure of the fishery. The strategy will be strongly influenced by the budget and personnel available, and the degree to which fishers and others co-operate. The programme must identify which variables should be collected through complete enumeration and which can be sampled. Collection methods are influenced by the variable itself, the strategy, collection point and the skill of the enumerator. Once collected, fishery data must be stored securely, but made easily available for analysis, which is achieved through a computer-based data management system, following the basic data processing principles. Book excerpt: Inland fisheries are important sources of ecosystem services contributing to human diet, health, well-being and economies. The evaluation of the importance and value of inland fisheries is one of the biggest challenges for its development. To develop the inland fisheries data collection, we reviewed the current status of data collection in European countries and provided five detailed country examples. The specific country examples give detailed description of data collection, focusing on: 1) country-wide postal survey (Finland) and 2) web-based survey and development of citizen science approach (Denmark). Example 3) from Ireland focuses on recreational salmonid fishing and conservation limits. There are two examples based on logbook returns: 4) one strict system, which is considered to work well (Czech Republic) and 5) one less controlled system, currently not producing reliable results, and under development (Croatia). Case studies were provided in each country example. Finally, the authors discuss the important aspects of inland fisheries data collection and review the methods to provide recommendations.
