Book excerpt: Rethinking Security in Nigeria adopts an alternate conceptual and methodological framework for rethinking national security in Nigeria by using the humanities' multidisciplinary perspective against the backdrop of the hitherto restrictive analysis of the nature of national security. By expounding the largely unexplored cosmological, conceptual, ethical and aesthetic dimensions as key contributors to national survival and social integration, the volume argues systematically for a basic redefinition of the meanings of security, the value of life, government action and social re-engineering in order to create a new system of social order an integration. The authors attempt to extend the boundaries of previous theorizing on security by identifying alternate ethical and aesthetic approaches to national reconciliation and human development in present-day Nigeria, which faces major security challenges requiring the clarification of the basis for developing a just and harmonious society. The study is a contribution to the quest for defining the vital socio-cultural norms and doctrinal imperatives needed for responsible cooperative human action. It examines the roles of dominant works of philosophy, literature, plays and performances in the creation of a basis for political stability and social reconciliation in the society. It extends the boundaries of previous aesthetic studies and redefines the roles of ethics and aesthetics as crucial contributors to security, human development and world civilisation.

In a move that was ostensibly meant to correct the ills of the past, Nigerians thought a centralized police arrangement would create a neutral and impartial agency that would provide security for all. That hope has clearly failed.

Available in PDF, EPUB and Kindle. Book excerpt: Nigeria matters. It is Africa’s largest economy, and it is projected to become the third most populous country in the world by 2050, but its democratic aspirations are challenged by rising insecurity. John Campbell traces the fractured colonial history and contemporary ethnic conflicts and political corruption that define Nigeria today. It was not—and never had been—a nation-state like those of Europe. It is still not quite a nation because Nigerians are not yet united by language, religion, culture, or a common national story. It is not quite a state because the government is weak and getting weaker, beset by Islamist terrorism, insurrection, intercommunal violence, and a countrywide crime wave. This deeply knowledgeable book is an antidote to those who would make the mistakes of Vietnam, Afghanistan, and Iraq—mistakes based on misunderstanding—in Nigeria. Up to now, such mistakes have largely been avoided, but Nigeria will soon—and Campbell argues already does—require much greater attention by the West.

Book excerpt: This collection of essays explores the critical and fluid nature of security challenges that have plagued Nigeria since colonial times. Insecurity in diverse forms remains the bane of growth and progressive development in the country, and has the capability to derail a society no matter how sophisticated. What has generated insecurity at the macro- and micro-levels? How has insecurity been tackled? Why have security challenges escalated particularly in the post-independence period? What lessons could be learnt from the way security matters have been (mis)handled in the past? This volume presents chapters on the historical roots and antecedents of security challenges, and considers the nexus between the economy, political leadership and development, and its impacts on security in modern Nigeria. It also explores the effectiveness of the strategies employed to address security challenges, and discusses why some security challenges have lingered.

Book excerpt: New Media Politics: Rethinking Activism and National Security in Cyberspace explores many of the questions surrounding the new challenges that have arisen as a result of the emergence of cyberspace, including cyber-activism, cyberterrorism, and cyber-security. The chapters in this volume provide case studies that span an array of geographies as they debate questions regarding conceptual issues in cyberspace and the relationship between politics, cyberterrorism and cyber-activism, as well as state and international regulations concerning cyberspace, resistance movements in cyberspace, and media frameworks concerning terrorism, civil liberties, and government restrictions. This collection will provide a venue for discussions on the diverse issues surrounding the theme of new media politics from international and interdisciplinary perspectives. The volume is divided into two parts, the first of which focuses on how cyberspace has been used in activism, acts of resistance and protests. The second part investigates issues related to how online media is used in terrorism and how governments have sometimes perceived cyberspace as a threat, leading at times to regulations which threaten to curtail liberties in the name of protecting the “security” of the state against enemies that may be seen as “internal” or “external.”

Available in PDF, EPUB and Kindle. Book excerpt: Human-kind and ecological systems are currently facing one of the toughest challenges: how to feed more billions of people in the future within the perspective of climate change, energy shortages, economic crises and growing competition for the use of renewable and non renewable resources. This challenge is even more crucial given that we have not yet come close to achieving the Millennium Development Goal of halving the number of people living in extreme poverty and hunger. Scientists and relevant stakeholders are now voicing a clear message: that multiple challenges the world is facing require innovative, multifaceted, science-based, technological, economic and political approaches in theoretical thinking, decision making and action. With this background central to survival and well-being, the purpose of this volume is to formulate and promote relevant theoretical analysis and policy recommendations. The major perspective of this publication is that paradigm and policy shifts at all levels are needed urgently. This is based on the evidence that agriculture in the 21st century will be undergoing significant demands, arising largely from the need to increase the global food enterprise, while adjusting and contributing to climate change adaptation and mitigation. Global Food Insecurity aims at providing structure to effect achievement of this critically needed roadmap.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers a detailed examination of the counter-insurgency operations undertaken by the Nigerian military against Boko Haram between 2011 and 2017. Based on extensive fieldwork conducted with military units in Nigeria, Counter-Insurgency in Nigeria has two main aims. First, it seeks to provide an understanding of the Nigerian military’s internal role – a role that today, as a result of internal threats, pivots towards counter-insurgency. The book illustrates how organizational culture, historical experience, institutions, and doctrine, are critical to understanding the Nigerian military and its attitudes and actions against the threat of civil disobedience, today and in the past. The second aim of the book is to examine the Nigerian military campaign against Boko Haram insurgents – specifically, plans and operations between June 2011 and April 2017. Within this second theme, emphasis is placed on the idea of battlefield innovation and the reorganization within the Nigerian military since 2013, as the Nigerian Army and Air Force recalibrated themselves for COIN warfare. A certain mystique has surrounded the technicalities of COIN operations by the Army against Boko Haram, and this book aims to disperse that veil of secrecy. Furthermore, the work’s analysis of the air force’s role in counter-insurgency is unprecedented within the literature on military warfare in Nigeria. This book will be of great interest to students of military studies, counter-insurgency, counter-terrorism, African politics and security studies in general.

Book excerpt: Against the backdrop of a globalized world, with the key players having to contend with the changing nature of power in international relations and Africa of the 21st century faced with new realities, this book was conceived to expand and push the scope of inquiry into a new direction in strategic thinking. It was designed to examine various issues that are related to the security of Africa as a sub-system within the international system. The book is an attempt to examine how some basic security issues define the position of Africa within the international system and determine the dynamics of African participation in the ordering of a global world order. Part of the intention is to show the forms that the factors of African security would take in the foreseeable future as these factors would determine the relationship between African states and the non-African world as well as influence the developments within Africa itself.

Book excerpt: In the pre-modern and modern eras, a government could easily subdue its enemy, win wars, and police its border unilaterally through hard military might. This is not the same in the current age of globalization. Globalization complicates national security. Hence, the power model suitable for national security in the age of globalization should address the enormous security challenges of globalization. This book argues that only smart power and diplomacy can address the security challenges of the globalized world.

Available in PDF, EPUB and Kindle. Book excerpt: This book assesses the effectiveness of Nigeria’s counterterrorist policies against Boko Haram. It takes a critical review of the interventionist strategies adopted by the Nigerian government, highlights the motivations behind the choice of strategies, and proffers a deeper understanding of the factors responsible for the state’s inability, thus far, to rid the country of terrorism. Specifically, it evaluates the NACTEST policy framework that guides the Nigerian state’s counterterrorist strategies, which contains both hard and soft power approaches. Adopting historical and case study approaches which put the Nigerian state and occurrences of violent conflict in context, it takes cognizance of the politics of ethno-religious diversity which reinforce violent conflicts among groups and against the state, and reviews the socio-economic and political realities that led to the emergence and sustenance of Boko Haram. The volume concludes by suggesting practical policy options for combating Boko Haram and other similar armed insurrection. This book is appropriate for researchers and students interested in African politics, conflict, security, peace studies, terrorism, and counterterrorism, as well as policy makers and government departments dealing with terrorism and counterterrorism.
