This book, which presents the findings of new archaeological research in southeastern Kazakhstan, analyzes these findings to present important conclusions about the nature of Inner Asian society in this period. Pots, animal bones, ancient plant remains, and mudbricks are details from the material record proving that the ancient folk cultivated wheat, barley, and the two millets, and also husbanded sheep, goats, cattle, and horses. The picture presented is of societies which were more complex than heretofore understood: with an economic foundation based on both herding and farming, producing surplus agricultural goods which were exported, and with a hierarchical social structure, including elites and commoners, made cohesive by gift-giving, feasting, and tribute, rather than conflict and warfare. The book includes material on the impact of the first opening of the Silk Route by the Han emperors of China.

Book excerpt: The growing economic fissures in the societies of Europe and Central Asia between generations, between insiders and outsiders in the labor market, between rural and urban communities, and between the super-rich and everyone else, are threatening the sustainability of the social contract. The institutions that helped achieving a remarkable degree of equity and prosperity over the course of several decades now face considerable difficulties in coping with the challenges presented by these emerging forms of inequality. Public surveys reveal rising concerns over inequality of opportunity, while electoral results show a marked shift to populist parties that offer radical solutions to voters dissatisfied with the status quo. There is no single solution to relieve these tensions, and attempts to address them will vary considerably across the region. However, this publication proposes three broad policy principles: (1) promote labor market flexibility while maintaining protection for all types of labor contracts; (2) seek universality in the provision of social assistance, social insurance, and basic quality services; and (3) expand the tax base by complementing progressive labor-income taxation with taxation of capital. These principles could guide the rethinking of the social contract and fulfil European citizens’ aspirations for growth and equity.

The objective is to bridge the vast Eurasian continent to reposition Russia from the periphery of Europe and Asia to the centre of a new constellation. Moscow’s ‘Greater Europe’ ambition of the previous decades produced a failed Western-centric foreign policy culminating in excessive dependence on the West. Instead of constructing Gorbachev’s ‘Common European Home’, the ‘leaning-to-one-side’ approach deprived Russia of the market value and leverage needed to negotiate a more favourable and inclusive Europe. Eurasian integration offers Russia the opportunity to address this ‘overreliance’ on the West by using the Russia’s position as a Eurasian state to advance its influence in Europe. Offering an account steeped in Russian economic statecraft and power politics, this book offers a rare glimpse into the dominant narratives of Russian strategic culture. It explains how the country’s outlook adjusts to the ongoing realignment towards Asia while engaging in a parallel assessment of Russia’s interactions with other significant actors. There is a significant corpus of literature discussing transnational jihadi networks, especially after the 9/11 attacks in the United States. These discussions include the radicalization of Salafi thought by jihadi theoreticians and 'ulama. However, Salafism is not monolithic. It contains numerous streams, and an examination of these streams is crucial to understanding its influence on Muslim societies. Besides Salafi jihadisthose who sanction violencethere are two other broad trends in Salafism: quietist and activist. Quietist Salafis endorse an apolitical tradition and find political activism in any form unacceptable. Activist Salafis advocate peaceful political change. Each stream is led by 'ulama, seen as the preservers of Salafi traditions. The quietist and activist 'ulama are active participants in their communities. Studies of such clerics have tended to be country-specific, focusing on the influence and nature of Salafism and its dynamics in those countries. In Rethinking Salafism Raihan Ismail assesses the origins, interactions, and dynamics of the transnational networks of Salafi 'ulama in the region comprising Saudi Arabia, Egypt, and Kuwait, showing how quietist and activist 'ulama work across borders to preserve and promote what they see as "authentic" Salafism while taking domestic circumstances of the 'ulama into consideration. The book offers a reassessment of the quietist/activist dichotomy, arguing that this dichotomy does not apply to such aspects of Salafi thought as attitudes towards the Shi'a and social matters in Muslim societies.
