Together with institutions, policies and regulation, it provides basic services to growing populations, especially in developing countries, where much of the growth is taking place. In the Asia-Pacific region, for instance, populations are growing not only in size but also in affluence, straining further the existing infrastructure and demanding urgently the development of a new one. While 79% of total water use in Asia occurs in agriculture, the fastest increases in demand are emanating from industry and from urban areas. This trend is a natural consequence of the fastest industrialization and urbanization process in history. By 2030, more than 55% of Asia’s population will live in urban areas, an increase of 1.1 billion people. Nevertheless, water infrastructure is of concern not only in the global South but also in the North, where much of the drinking-water infrastructure needs upgrading or replacement, a significant undertaking as infrastructure is more than a hundred years old in many cases. The American Water Works Association estimates that changing all of the water pipes in the United States would cost more than USD 1 trillion. In this book, in-depth case studies on water infrastructure challenges and policy solutions are presented from different parts of the world. This report reviews the status of climate change (CC) research/activities in Sri Lanka in terms of observed and projected climatic changes, their impacts on water resources and agriculture, CC mitigation and adaptation, and research needs. The study also developed a pilot level CC Vulnerability Index, which was subsequently mapped at district level. The maps indicate that typical farming districts such as Nuwara Eliya, Badulla, Moneragala, Ratnapura and Anuradhapura are the most vulnerable to CC due to their heavy reliance on primary agriculture.

Such infrastructure as the Internet, the GPS and the cell phones are products that have significant military contributions. This book scans across the major regions of the world, highlights the efforts of representative countries in the regions and observes that nations that have harnessed the efforts of their Armed Forces have progressively developed. It is also observed that developments in America and Europe, though not entirely dependent on their Armed Forces, have been greatly affected by their efforts. In Asia, such countries as the People's Republic of China, Brazil, India, Pakistan and Singapore utilise the human and material resources within the Armed Forces for national growth and cohesion. Development effort is least in the African Region, except South Africa and Egypt; notwithstanding the high potentials as exhibited by Nigeria's Armed Forces. Although attempts to industrialise through the Armed Forces may be able to create economic development for developing nations, such factors as historical background, economic resources, political climate, government policies and infrastructure are equally important. Economic development programme of an aspiring country should: i. promote education and access to knowledge ii. aspire to economic self-sufficiency in economic power iii. allow and promote private sector and foreign participation in defence production, research and development iv. commit itself to the establishment and support of defence industries v. indigenise defence programmes, establish a balance between military and economic development and vi. mobilise the nation's economy through technology partnership with the private sector and foreign investors.
