Book excerpt: In the last decade, disputes between developers and local commu nities over proposed construction projects have led to increasing litiga tion. Environmental legislation, in particular, has greatly enhanced the rights and powers of organized groups that desire to participate in local development decisions. These powers have allowed citizen groups to block undesired and socially unacceptable projects, such as highways through urban areas and sprawling suburban developments. At the same time, these powers have produced a collective inability to construct many needed projects that produce adverse local impacts. Prisons, airports, hos pitals, waste treatment plants, and energy facilities all face years of liti gation before a final decision. At times, prolonged litigation has pro duced especially high costs to all participants. Despite these new powers, citizen action has often been limited to participation in public hearings or adjudicatory proceedings. Typically, this occurs so late in the decision process that citizen input has very little affect in shaping a project's design. Those who dislike some element of a project often have little choice other than to oppose the entire project through litigation.

Book excerpt: Across the globe, there are more than four thousand policy institutes, or think tanks, that research or advocate for economic and social development. Yet the relationship between these organizations and the policies they influence is not well understood. How Think Tanks Shape Social Development Policies examines case studies drawn from a range of political and economic systems worldwide to provide a detailed understanding of how think tanks can have an impact on issues such as education policy, infrastructure, environment and sustainable development, economic reform, poverty alleviation, agricultural and land development, and social policy. Each chapter provides an overview of the approaches and organizational structures of specific think tanks, as well as the political, economic, and social opportunities and the challenges of the environments in which they operate. The contributors study the stages of innovative think-tank-aided strategies implemented in highly industrialized world powers like the United States and Russia, emerging countries such as China, India, Brazil, and South Korea, and developing nations that include Ethiopia, Kenya, and Tanzania. Accompanied by an extensive introduction to contextualize the history and theory of policy institutes, this comprehensive comparison of policy success stories will be instructive and transferable to other think tanks around the globe. Book excerpt: Why are controversies about such issues as abortion, welfare, persistent poverty, and environmental destruction so intractable? As anyone who has ever engaged in or tried to settle an argument on highly charged issues knows, facts rarely persuade in such situations. This innovative approach to intractable policy controversies shows how "reframing" the issues can succeed where simply appealing to facts often fails. In Frame Reflection, two of his country's leading organizational theorists and policy analysts show how disputes that in abstract debate or negotiation seem insoluble can sometimes be resolved pragmatically by those who actually have to design and implement the specific programs. The authors illustrate their theory through a detailed examination of three specific programs: the evolution of early retirement programs in Germany; a statewide project for the homeless in Massachusetts; and the development of Project Athena, a large-scale experiment in the use of computers in undergraduate education at MIT. Policy stalemates are inevitable. Yet we know that people sometimes do change their minds, even in situations that at first appeared hopeless. How that happens is the subject of this pathbreaking book.

Part III relates six case studies covering a variety of local issues in selected developing countries, including agricultural development policy in Pakistan, the impact of the rural credit system on Thailand’s agricultural economy, the problem of food self-sufficiency in Vietnam and water resources management in Saudi Arabia.
