In Resisting Protectionism, Helen Milner analyzes the growth of international economic interdependence and its effects on trade policy in the United States and France. She argues that the limited protectionist response of the 1970s stems from the growth of firms' international economic ties, which reduces their interest in protection by increasing its cost. Thus firms with greater international connections will be less protectionist than more domestically oriented firms. The book develops this thesis by examining the international ties of export dependence, multinationality, and global intra-firm trade. After studying selected U.S. industries, Milner also examines French firms to see if they respond to increased interdependence in the same way as American firms, despite their different historical, ideological, and political contexts.

The Limits of Protectionism demonstrates how governments can attain those economic benefits while avoiding the political costs. Michael Lusztig's theoretical model focuses on a process by which protectionists can be pushed to restructure and compete in a global economy. In this process, a small cutback in domestic protection leads to lost market shares at home; producers must then turn to overseas exports, and, as the size of foreign profits grow, former protectionists become active advocates for more and greater free trade opportunities. The emphasis of such measures has shifted from the protection of agriculture and basic manufacturing industries, where many industrial countries had lost (or never had) comparative advantage in the 1970s and 1980s, toward the protection and promotion of high-technology sectors in recent years. The new forms of protection--particularly subsidies and antidumping rules--have not necessarily contravened GATT rules, arid the Uruguay Round fell short of reigning in such interventions. While these more recent trade interventions might in principle have an economic justification under certain conditions, theoretical, empirical, and practical considerations call for great skepticism about the desirability and efficacy of such policies. The next challenge for world trade negotiators is to contain the pressures for intervention in these areas.
