During World War II and the Korean War, the Army published "combat bulletins" in an attempt to share combat experiences with other Soldiers. During the Vietnam War, Army units published quarterly operational reports that made an effort to share lessons from combat operations. By doing this, units learned from the mistakes others made and were given an opportunity to avoid the same problems. Although these procedures were successful, the Army did not have a formal or permanent program in place to collect, analyze, and share lessons in both peacetime and wartime. As a result, the Army established the Center for Army Lessons Learned (CALL) in 1985. The Army had officially recognized the need to share lessons gained from training experiences and actual combat operations. Since the inception of CALL, the Army, as a learning organization, greatly evolved over time. CALL also evolved. Now, military communities, civilian governmental agencies, and the corporate world recognize the importance of sharing knowledge and learning from past experiences. In many ways, the U.S Army led this effort by allowing commanders to make honest mistakes in training, talk about those mistakes openly, and share what was done to correct those mistakes with other units about to undergo the same training experience. This is an essential precondition for having an effective lessons learned (LL) program: the ability to self-analyze and self-criticize in an atmosphere where there is no blame. The results were instrumental in changing the Army and creating a learning environment that won the Cold War, ensured victory in Desert Storm, and continues to support our Soldiers in Iraq and Afghanistan today.

Creating a human-machine alliance that actually improves command and control is a severe challenge in human-system integration for FCS. First, this report selectively identifies four overarching research issues for command and control: Allocation, Autonomy, Authority, and Awareness. Second, two complementary research approaches, mid-scale and small-scale transformation environments, for investigating human-system integration issues are described. An example of a mid-scale transformation environment from the FCS C2 program is provided with selected results from Experiment 1 on human-system integration. The value added by small-scale transformation environments, however, is needed to maintain a human-centric focus and provide two unique roles: a breeding ground for innovation to larger environments, and proving ground for issues from larger environments. An example of an emerging small-scale transformation environment directed at FCS concept exploration and training is provided. The core technical, operational and human performance assets currently available for this small-scale transformation environment are described. The report's intended audience includes any members of the user, researcher, and developer community who might benefit from, or provide benefit to, the Army's ongoing FCS research program."--DTIC.

The purpose of the RAND research was to explore a range of advanced technologies for potential contribution to the Future Combat Systems program; it is intended to be a think piece and is not a guide to the contractors charged with designing the Future Combat Systems. This research represents only one part of the ASB study, focusing specifically on force effectiveness in a notional small-scale contingency and on the associated spectrum of challenges that such a situation might entail. In conducting the study, the research team interacted with various members of the ASB, drawing extensively on their forward-looking ideas and ultimately integrating many of them into the research. High-resolution combat modeling and simulation was used to assess many key aspects of force performance, environmental factors, and system-of-systems interactions within the context of the scenario. The FCS program has been characterized by the Army and others as a high-risk venture due to the advanced technologies involved as well as the challenge of networking all of the FCS subsystems together so that FCS-equipped units can function as intended. The FCS program exists in a dynamic national security environment which could significantly influence the program's outcome. The wars in Iraq and Afghanistan and potential defense budget cuts could play a role in shaping the FCS program. The revised FCS program timeline including four "Spin-Outs" whereby equipment is to be tested first by a FCS evaluation brigade and then introduced into the current force has extended the program's timeline by four years and has added additional finding requirements, but it has also served to reduce some of the risk associated with this admittedly high-risk venture.
