Book excerpt: Future Combat System (FCS) has been at the center of the Army's efforts to become a lighter, more agile, and more capable combat force by replacing existing combat systems with a family of manned and unmanned vehicles and systems, linked by an advanced info. network. To meet the challenges of FCS's scope and schedule, the Army contracted with Boeing to be lead systems integrator, to help define, develop, and integrate FCS systems. This statement reviews aspects of FCS that should be considered for inclusion in future efforts, aspects that were problematic and need re-examination, and considerations for shaping future Army ground force modernization. Available in PDF, EPUB and Kindle. Book excerpt: This book provides information on the issue of the capabilities and affordability of the FCS program. The Future Combat System (FCS) is the U.S. Army's multi-year, multi-billion dollar program at the heart of the Army's transformation efforts. It is the Army's major research, development, and acquisition program consisting of 14 manned and unmanned systems tied together by an extensive communications and information network. The FCS program exists in a dynamic national security environment which could significantly influence the program's outcome. The primary issues presented to 110th Congress are the capabilities and affordability of the FCS program, and the likelihood, given a myriad of factors, that the Army will be able to field its first FCS-equipped brigade by 2014 and eventually field up to 15 FCS-equipped brigades. This book will address a variety of issues including the program's timeline, budget, program management issues, current program developmental progress and challenges, and FCS's relevance in the current and potential future security environments.

Book excerpt: The Future Combat System (FCS) program -- which comprises 14 integrated weapon systems and an advanced information network -- is the centerpiece of the Army's effort to transition to a lighter, more agile, and more capable combat force. The substantial technical challenges, the cost of the program, and the Army's acquisition strategy are among the reasons why the program is recognized as needing special oversight and review. This testimony is based on a March 12, 2009 report and addresses knowledge gaps that will persist in the FCS program as Congress is asked to make significant funding commitments for development and production over the next several years. The law requires the DoD to hold a milestone review of the FCS program, now planned for 2009. This report addresses: (1) what knowledge will likely be available in key areas for the review; and (2) the challenges that lie ahead following the review. To meet these objectives, the auditor reviewed key documents, performed analysis, attended demonstrations and design reviews, and interviewed DoD officials. Includes recommendations. Book excerpt: To become a more responsive and dominant combat force, the U.S. Army is changing its strategy from bigger and stronger weapons to faster and more agile ones. The Future Combat Systems (FCS) -- which the Army calls the ¿greatest technology and integration challenge ever undertaken¿ -- is expected to meet the Army¿s transformational objectives. For FCS¿ first developmental increment, the Army has set aside a 5-1/2-year timetable from program start (May 2003) until the initial production decision (Nov. 2008). This testimony is about FCS¿ key features, whether the program carries any risks, and, if so, whether there are alternatives for developing FCS capabilities with fewer risks. Illustrations.

Book excerpt: In Chemical Heroes Andrew Bickford analyzes the US military's attempts to design performance enhancement technologies and create pharmacological "supersoldiers" capable of withstanding extreme trauma. Bickford traces the deep history of efforts to biologically fortify and extend the health and lethal power of soldiers from the Cold War era into the twenty-first century, from early adoptions of mandatory immunizations to bio-protective gear, to the development and spread of new performance enhancing drugs during the global War on Terrorism. In his examination of government efforts to alter soldiers' bodies through new technologies, Bickford invites us to contemplate what constitutes heroism when armor becomes built in, wired in, and even edited into the molecular being of an American soldier. Lurking in the background and dark recesses of all US military enhancement research, Bickford demonstrates, is the desire to preserve US military and imperial power.

LOGCAP is an initiative designed to manage the use of civilian contractors that perform services during times of war and other military mobilization. The first LOGCAP was awarded in 1992. Four LOGCAP contracts have been awarded for combat support services in Iraq and Afghanistan. The current LOGCAP III contractor supports the drawdown in Iraq by providing logistical services, theater transportation, augmentation of maintenance services, and other combat support services.

Available in PDF, EPUB and Kindle. Book excerpt: Numerous polls show that Americans want to reduce our military presence abroad, allowing our allies and other nations to assume greater responsibility both for their own defense and for enforcing security in their respective regions. In The Power Problem, Christopher A. Preble explores the aims, costs, and limitations of the use of this nation's military power; throughout, he makes the case that the majority of Americans are right, and the foreign policy experts who disdain the public's perspective are wrong. Preble is a keen and skeptical observer of recent U.S. foreign policy experiences, which have been marked by the promiscuous use of armed intervention. He documents how the possession of vast military strength runs contrary to the original intent of the Founders, and has, as they feared, shifted the balance of power away from individual citizens and toward the central government, and from the legislative and judicial branches of government to the executive. In Preble's estimate, if policymakers in Washington have at their disposal immense military might, they will constantly be tempted to overreach, and to redefine ever more broadly the "national interest." Preble holds that the core national interest—preserving American security—is easily defined and largely immutable. Possessing vast military power in order to further other objectives is, he asserts, illicit and to be resisted. Preble views military power as purely instrumental: if it advances U.S. security, then it is fulfilling its essential role. If it does not—if it undermines our security, imposes unnecessary costs, and forces all Americans to incur additional risks—then our military power is a problem, one that only we can solve. As it stands today, Washington's eagerness to maintain and use an enormous and expensive military is corrosive to contemporary American democracy.

Book excerpt: In today's environment of rapidly evolving conflicts, the Army's goal is to have units that have the combat power of heavy units but that can be transported anywhere in the world in a matter of days. To address concerns about the armored vehicle fleet's aging and the difficulties involved in transporting it as well as to equip the Army more suitably to conduct operations overseas on short notice using forces based in the United States the service created the Future Combat Systems (FCS) program in 2000. A major modernization effort, the program is designed in part to develop and purchase vehicles to replace those now in the heavy forces; the new vehicles would be much lighter, thereby easing the deployment of units equipped with them. In the analysis presented in this report, the Congressional Budget Office (CBO) examined the current status of the Army's fleet of armored vehicles and assessed the speed of deployment of the service's heavy forces. It also evaluated the FCS program, considering the program's costs as well as its advantages and disadvantages and comparing it with several alternative plans for modernizing the Army's heavy forces.
