This informal group of men and women crossed the boundary of the Channel and the boundary of class to speak a common language and share a radical ideal: Giuseppe Mazzini's vision of a unified, republican Italy. Published in the radical press, the exile's writings on democracy, education, association and citizenship inspired both Oxford social reformers and self-improving artisans gathering in provincial reading rooms, co-operative societies, republican clubs and educational institutes: for them republican Italy became a transnationaldream. Indeed, when Italy was unified under a constitutional monarch in 1861, British Mazzinians were bitterly disappointed. Setting off for Italy on their first "co-operative tour" in 1888, East London workers embarked on an educational pilgrimage, dotted with Mazzinian landmarks. Despite the fin de siècle crisis, Victorian radicals' enduring faith in Italy's democratic future remained steadfast. Indeed, when Fascists subsequently appropriated Mazzini's national dream, post-Victorian Mazzinians would unequivocally voice their support for Italian anti-Fascists, who championed the principles of global democracy. Drawing on a wide range of material, the author adds a crucialnew dimension to the history of Victorian radicalism in Britain, and to the "new history of the Risorgimento". Book excerpt: Victorian Britain is often described as an age of dawning democracy and as an exemplar of the modern Liberal state; yet a hereditary monarchy, a hereditary House of Lords, and an established Anglican Church survived as influential aspects of national public life with traditional elites assuming redefined roles. After 1832, constitutional notions of 'mixed government' gradually gave way to the orthodoxy of 'parliamentary government', shaping the function and nature of political parties in Westminster and the constituencies, as well as the relations between them. Following the 1867-8 Reform Acts, national political parties began to replace the premises of 'parliamentary government'. The subsequent emergence of a mass male electorate in the 1880s and 1890s prompted politicians to adopt new language and methods by which to appeal to voters, while enduring public values associated with morality, community and evocations of the past continued to shape Britain's distinctive political culture. This gave a particularly conservative trajectory to the nation's entry into the twentieth century. This study of British political culture from the late eighteenth to the early twentieth century examines the public values that informed perceptions of the constitution, electoral activity, party partisanship, and political organization. Its exploration of Victorian views of status, power, and authority as revealed in political language, speeches, and writing, as well as theology, literature, and science, shows how the development of moral communities rooted in readings of the past enabled politicians to manage far-reaching change. This presents a new over-arching perspective on the constitutional and political transformations of the Victorian age.

The young heir-apparent (later King Edward VII) had not yet gained his reputation as a fashion setter and rake, but he nevertheless attracted enormous crowds both in Canada, where it was the first royal visit, and in the United States. Civic leaders hosted the visitor in princely style, decorating their towns with triumphal arches and organizing royal entries, public processions, openings, and grand balls. In Royal Spectacle, Ian Radforth recreates these displays of civic pride by making use of the many public and private accounts of them, and he analyses the heated controversies the visit provoked. When communities rushed to honour the prince and put themselves on display, social divisions inadvertently became part of the spectacle seen by the prince and described by visiting journalists. Street theatre reached a climax in Kingston, where the Prince of Wales could not disembark from his steamer because of the defiance of thousands of Orangemen dressed in their brilliant regalia and waiving their banners. Contemporary depictions of the tour provide an opportunity to interpret the cultural values and social differences that shaped Canada during the Confederation decade and the United States on the eve of the Civil War. Topics explored include Orange-Green conflict, First Nations and the politics of public display, contested representations of race and gender, the tourist gaze, and meanings of crown and empire. An original and erudite study, Royal Spectacle contributes greatly to historical research on public spectacle, colonial and national identities, Britishness in the Atlantic world, and the history of the monarchy.
