Book excerpt: Based on recommendations made by Chelliah Committee on Tax Reforms, Service Tax was introduced for the first time in the year 1994. It is a Union levy, with a selective approach, whereby it is applicable to selected categories of services and not to all the services. The system of levy and collection of Excise Duties on goods is in existence since 1944 under Central Excise Act 1944. However, the concept of levy and collection of Service Tax on paid services was introduced in India for the first time in 1994 by the then Finance Minister Dr. Manmohan Singh. It is a tax levied on the transaction of certain specified services by the Central Government under the Finance Act, 1994. It is an indirect tax, which means that normally the service provider pays the tax and recovers the amount from the recipient of taxable service.

Available in PDF, EPUB and Kindle. Book excerpt: Grounded in current issues and constraints, this book focuses on valuing environmental degradation, green economic growth, trade–environment linkage, climate change, health outcome efficiency and public works programmes. Can the ‘impressive’ growth rates registered by the Indian economy last in the long run? If so, are they inclusive of the key dimensions of well-being? Can the balance between India’s demand for and supply of natural capital make the country an ecological debtor? This volume, in honour of Professor U. Sankar, addresses such significant debates and provides policy initiatives to tackle these issues. This book argues that sustainable development as a long-term objective demands a paradigm shift in the approach to viewing ecology and that sustainability has to be assessed in terms of economic, social and environmental outcomes.

This book was released on 1986-12-01 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: During the 1970s and 1980s, many developing countries enacted value-added taxes (VATs) as a part of their fiscal structures. The productivity of this source of revenue has depended in large part on the facility with which the tax can be administered. Single rate VATs have proved easier to administer than those with multiple rates. Exemptions and zero-rating tend to complicate administration. Because small taxpayers are so numerous in developing countries and administrative resources so limited, the treatment of small taxpayers has required special attention. The difficulty of taxing services has led most developing countries to omit all but a few services from the tax base. Administrative constraints are the main reason why the VAT that prevails in developing countries is usually very different from the broad-based and neutral tax discussed in public finance treatises.

Available in PDF, EPUB and Kindle. Book excerpt: K.R. Narayanan’s life graph reflects in many ways the fruition of the promise of ‘equality of status and opportunity’ that the Constitution guaranteed every citizen; from humble beginnings in a remote village to a distinguished career as an academician, diplomat, politician and, finally, India’s first Dalit President, Narayanan embodied modern India’s indomitable spirit. As President, as diplomat and as a citizen of India, Narayanan believed strongly in the ideas and principles that the nation was built upon—nationalism, democracy, economic progress, religious tolerance and social justice—and these found memorable expression in his speeches and writings over the years. In the Name of the People brings together Narayanan’s most important writings spanning five decades, from his first published article in 1954 to the Republic Day speech of 2000. In these pieces, he covers a diverse range of topics, from Indo–US ties and India–China relations to human development, Islam in India and women in politics; from the benefits of the parliamentary system and the need to build democracy from the grassroots to the role of education and technology in development and the importance of a sustainable environment. Also included are personalized accounts of Ambedkar, Gandhi and Nehru, and a good representation of Narayanan’s key presidential speeches. Informed, perceptive and well-argued, the pieces in In the Name of the People constitute one of our greatest statesmen’s reflections on independent India, and are especially striking in their continued relevance to the life of the nation.
