The newly constituted Committee on Astronomy and Astrophysics (CAA) is tasked with monitoring the progress of the survey's recommended priorities. The CAA met in conjunction with Space Science Week 2017 in Washington, D.C., on March 28- 30, 2017. This was the first meeting at which the CAA could produce a report, and in advance of that meeting, the CAA received a question from NASA about an upcoming Small Explorer (SMEX) mission call. This report addresses whether there may or may not be sufficient compelling science motivations for a SMEX-sized mission to justify a SMEX Announcement of Opportunity (AO) in 2018 or 2019 (as is currently planned).

Locally, it will likely enhance understanding of the structure and substructure of the Milky Way and nearby galaxies, including a census of the predicted but elusive ultra-faint dwarf galaxies. At high redshift, it can provide information on the topology of reionization and the abundance of sources like active galactic nuclei and pair-instability supernovae. With a wavelength range of 0.48-2.3 ?m, the Roman Wide Field Imager has the largest etendue of any existing or planned optical/infrared space observatory. The coronagraph technology demonstration instrument will pioneer new capabilities that will be the basis for future instruments capable of directly detecting and characterizing Earth-like planets around nearby stars. If the technology demonstration is successful, observations with the coronagraph could make substantial advances in the study of planetary and disk systems. At the request of NASA, this report reviews the Roman Space Telescope science program to set the appropriate mix of survey time devoted to the three Core Community Surveys (which address the weak lensing, baryon acoustic oscillations, supernovae, and microlensing programs in NWNH) relative to guest investigator-led observing programs during the primary 5-year mission.

Book excerpt: The Committee on Astronomy and Astrophysics (CAA), at its meeting on September 8, 1997, was briefed on the legislative report accompanying the bill to authorize appropriations for fiscal years 1998 and 1999 for the National Science Foundation (NSF). The report raised a number of questions about trends in support for research in astronomy and the overall robustness of the programs providing that support. At its meeting, the CAA heard the views of NSF and the National Aeronautics and Space Administration (NASA) on these issues. In consultation with the Board on Physics and Astronomy, the Space Studies Board, and representatives of NASA and NSF, the committee accepted the task of studying three of the questions raised by the House Science Committee (HSC). It was intended that the results of the study would help guide federal support of basic research for the next decade and serve as analytical input to the new 2000 decadal survey of the Astronomy and Astrophysics Survey Committee (AASC). The study would not offer specific funding recommendations, but rather would provide a background analysis of the alignment between available resources, agency priorities, and the vitality of the basic research program.

Book excerpt: In spring 2011 the National Academies of Sciences, Engineering, and Medicine produced a report outlining the next decade in planetary sciences. That report, titled Vision and Voyages for Planetary Science in the Decade 2013-2022, and popularly referred to as the "decadal survey," has provided high-level prioritization and guidance for NASA's Planetary Science Division. Other considerations, such as budget realities, congressional language in authorization and appropriations bills, administration requirements, and cross-division and cross-directorate requirements (notably in retiring risk or providing needed information for the human program) are also necessary inputs to how NASA develops its planetary science program. In 2016 NASA asked the National Academies to undertake a study assessing NASA's progress at meeting the objectives of the decadal survey. After the study was underway, Congress passed the National Aeronautics and Space Administration Transition Authorization Act of 2017 which called for NASA to engage the National Academies in a review of NASA's Mars Exploration Program. NASA and the Academies agreed to incorporate that review into the midterm study. That study has produced this report, which serves as a midterm assessment and provides guidance on achieving the goals in the remaining years covered by the decadal survey as well as preparing for the next decadal survey, currently scheduled to begin in 2020.
