Book Synopsis Minority Protection in Post-Apartheid South Africa by : Kristin Henrard
Download or read book Minority Protection in Post-Apartheid South Africa written by Kristin Henrard and published by Bloomsbury Publishing USA. This book was released on 2002-08-30 with total page 329 pages. Available in PDF, EPUB and Kindle. Book excerpt: Accommodation of population diversity is a vital issue for any multinational society. The legacy of Apartheid in South Africa complicates this effort considerably. Henrard introduces a theoretical framework regarding how to accommodate minority protection in the most appropriate way and analyzes the respective contributions of individual rights, minority rights, and the right to self-determination. Subsequent chapters examine the case study of post-apartheid South Africa and attempt to investigate its constitutional development. Henrard finds that provisions within the 1996 Constitution do acknowledge an interrelation between these three important factors; however, implementation of minority protection policy is often quite a different matter. In seeking appropriate means of minority protection, this study stresses inclusionism, integration, and the essential right to identity and real equality. While Henrard reviews and discusses the entire democratic transformation process in South Africa, she cautions that, because current developments are characterized by their unsettled nature, major transformation and flux, analysis of the implementation phase can be only indicative. The apartheid history does not in itself inhibit progressive stances on this important issue. Still, despite the promising nature of the 1996 Constitution, the picture that emerges in terms of policy development aimed at minority protection is ambivalent.

Download or read book Radio Soundings written by Liz Gunner and published by Cambridge University Press. This book was released on 2019-01-31 with total page 243 pages. Available in PDF, EPUB and Kindle. Book excerpt: Zulu Radio in South Africa is one of the most far-reaching and influential media in the region, currently attracting around 6.67 million listeners daily. While the public and political role of radio is well-established, what is less understood is how it has shaped culture by allowing listeners to negotiate modern identities and fast-changing lifestyles. Liz Gunner explores how understandings of the self, family, and social roles were shaped through this medium of voice and mediated sound. Radio was the unseen literature of the auditory, the drama of the airwaves, and thus became a conduit for many talents squeezed aside by apartheid repression. Besides Winnie Mahlangu and K. E. Masinga, among other talents, the exiles Lewis Nkosi and Bloke Modisane made a network of identities and conversations which stretched from the heart of Harlem to the American South, drawing together the threads of activism and creativity from both Black America and the African continent at a critical moment of late empire.

Book excerpt: What has media freedom entailed over the couple of centuries and successive governments of the geopolitical region that became South Africa since it was colonised by Westerners? And why can media freedom be described as both pillar and cornerstone of a democracy? It’s simple, as in the words of Nelson Mandela, first state president of a democratic South Africa: Press freedom is the “lifeblood of democracy”. This book tells the tale of the various states of press freedom, or unfreedom, from colonial times to today – from a British governor called a dictator and a despot, through apartheid’s “pigmentocracy”, or “sjambokracy”, where the rule of law “has been replaced by the rule of the whip”, up to the dawn of liberation, with media freedom entrenched in Article 16 of South Africa’s Bill of Rights. And why should all of this concern you? Because media freedom is not about the freedom of the media. It is about your freedom. As was formulated by an editor under apartheid: “If we don’t have a public sympathetic to a free press, not only will we not have a free press, we won’t have a democracy either.” Or, in the words of former Sowetan editor and SANEF chair, Mpumelelo Mhkabela: “Media freedom has nothing to do with the media, but with the freedom of citizens.” And that is why you should know that a free media is the only guarantee for your freedom. As we have seen, both under apartheid and also under a democratic dispensation, it is a matter of a luta continua. The struggle continues. But you, the public, are the guardian of those that guard democracy. Help ensure the rights of a free media, and thereby your democratic rights and a democratic South Africa.

Book Synopsis Regulating Telecommunications in South Africa by : Charley Lewis
Download or read book Regulating Telecommunications in South Africa written by Charley Lewis and published by Springer Nature. This book was released on 2020-06-10 with total page 361 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides the first full account of the 20-year story of universal access and service in South Africa’s ICT sector. From 1994 the country’s first democratic government set out to redress the deep digital divide afflicting the overwhelming majority of its citizens, already poor and disenfranchised, but likewise marginalised in access to telephone infrastructure and services. By this time, an incipient global policy regime was driving reforms in the telecomms sector, and also developing good practice models for universal service. Policy diffusion thus led South Africa to adopt, adapt and implement a slew of these interventions. In particular, roll-out obligations were imposed on licensees, and a universal service fund was established. But an agency with a universal service mandate was also created; and licences in under-serviced areas were awarded. The book goes on to identify and analyse the policy success and failure of each of these interventions, and suggests some lessons to be learned.
