Book excerpt: This publication updates research funding statistics presented in the 2000 Report on post-secondary research trends in Atlantic Canada and reaches beyond these statistics by examining some of the reasons why Atlantic Canada faces challenges in working with the national research & development (R & D) environment. It begins with an overview of Atlantic Canada's post-secondary environment in relation to the rest of Canada and provides background to understanding the research funding trends reported in later chapters. Chapter 2 first looks at Canada's R & D expenditures within the international context, then analyzes many of the research funding statistics presented in the 2000 report. In chapter 3, the publication turns to federal government funding of university research through an analysis of the federal research funding environment, with specific attention to funding provided to universities through the three national granting councils. Chapter 4 builds on the previous analyses by focussing directly on three of the government's newest research initiatives: the Canada Research Chairs Program, the Canada Foundation for Innovation, and the Indirect Costs Program. Chapter 5 examines Atlantic Canada's regional funding initiative, the Atlantic Innovation Fund, as well as the provincial R & D strategies & funding mechanisms developed since the 2000 report. The final chapter draws conclusions from the data provided in order to encourage critical reflection on the role of the region's universities.

Book excerpt: This report provides new and unique empirical evidence on Postsecondary Education (PSE) pathways in Atlantic Canada based on the Postsecondary Student Information System (PSIS) dataset. The PSIS has been developed at Statistics Canada using administrative files on students provided to them in a standard format by individual (public) post-secondary institutions. For this project, a given individual's records have been linked in each reporting year (where the person has multiple programs) and over time (when the person appears in the data more than one year), thus allowing the authors to identify -- and track -- students' PSE pathways. Most importantly, and one of the particular (and unique) strengths of the PSIS, is that this broad coverage and longitudinal linking allow the authors to track students as they move across institutions. This tracking includes both those who continue in their studies from one year to the next while making such a change in institution (i.e. "switchers"), as well as those who drop out and then come back ("returners"). The authors also identify the number of leavers who return to PSE after leaving, again whether at the original institution or at another, at the same or different level, in the first province or another. Finally, the analysis also includes a tracking of those observed to graduate from a program over this period to see how many continue in their studies, either directly or after taking a short break -- and if so, where they do so (level of studies, province, etc.) The paper also attempts to generally identify the strengths and limitations of the PSIS, as well as point the way to further avenues of investigation.--Document.

The survey included a quantitative phase involving telephone interviews with young entrepreneurs & non-entrepreneurs, and a qualitative phase of interviews with representatives from government departments & agencies and from lending/funding institutions that deal directly with potential business owners. The report begins with a statistical data review of young entrepreneurship from a labour market perspective, based on analysis of self-employment data from the 1991 & 1996 Census of Canada and data from the Statistics Canada Labour Force Survey. It then provides a detailed analysis of the quantitative research, focussing on current attitudes towards various business endeavours & business-related issues, as well as noting differences between the entrepreneur & non-entrepreneur groups. This is followed by in-depth results from the qualitative phase, which focussed on current young entrepreneur programs & how these programs can be improved. The final part contains information on the survey methodology. Appendices include copies of the survey questionnaires & interview protocols along with tabulations of results.

The model is based on the assumption that high school graduates assess the costs and benefits associated with various levels of post-secondary education (college or university) and select the option that maximizes the expected net present value. Given the discrete nature of an investment choice, the theoretical model is estimated using a multinomial logit approach and data from the School Leavers Follow-up Survey, 1995. The estimated coefficients are analyzed to identify the main determinants of post-secondary participation. Determinants analyzed include parental education; parental financial support; the student's individual abilities, marital status, parental status, & immigration status; province of residence; gender; and the father's level of education & occupation.

Book excerpt: This book is the first to present a detailed analysis of economic integration of immigrants in smaller areas of their host nations. It uses Atlantic Canada as a case in point and uses unpublished data based on several databases of Statistics Canada and Citizenship and Immigration, Canada. It identifies best policy practices that can also be used in other countries to address demographic challenges similar to those facing Canada, for example population ageing and youth out-migration from smaller regions to larger regions, through immigration. Economic integration of immigrants in Atlantic Canada is faster and better than it is nationally. An overarching result is that an analysis of regional data can lead to very different policy conclusions than the analysis of national data, which means that it can be risky to devise immigration policy based only on national data. A clear message is that economic benefits from immigration can be enhanced by facilitating a broader geographic distribution of immigrants, rather than maintaining their concentration in a few larger urban regions. A must read for immigration and population policy makers, immigrant settlement agencies and academic researchers.

As continues to be true over time, the average undergraduate student today is born of a different generation than those before it and therefore likely motivated by different things than those undergraduate students of the past. Parallel to this fact, post-secondary processes and funding models have also shifted over time. Though there has been a timeline of significant changes, policies have not focused specifically on the shifting needs in student motivators, but rather the shift in financial funding models. This study hopes to provide insights into how traditional brick and mortar post-secondary institutions can practice policy in ways that will allow them to continue to attract students from the most prominent (87%) age group of students enrolled in postsecondary institutions in Canada; which according to Statista would be 29 years (Jeudy, 2022). This data was collected for the 2019/2020 academic year, meaning that students were born in 1990 and later. Due to the fact that these students represent the majority, millennial and generation Z students were the main focus of this study, with the understanding that they do not represent all students of today. Within this research I ask the question: how have universities in Canada adapted their policies and policy practices to effectively address the student motivator trends of millennial and generation z students? This case study uses a thematic analysis of data collected through semi-structured interviews and was employed to explore policy in practice at a large Canadian post-secondary institution in the Summer of 2021. The results identify significant areas of opportunity to integrate a restorative approach into policy creation and practice to better meet the motivator trends of students today. The key consideration is that student motivator trends emphasize a need for community inclusion. They care deeply about being involved in their education, as well as the campus environment. A restorative approach to policy creation and practice would seamlessly integrate a community-based approach to post-secondary development and culture shifts.
