Book excerpt: High street betting shops and casinos alike are currently allowed a maximum of four B2 (FOBT) gaming machines, which allow stakes up to £100 and a £500 prize. Casinos, should instead be permitted to operate up to twenty B2-type gaming machines. Limiting the number of B2 machines in betting shops has encouraged them to cluster in some high streets in order to satisfy customer demand. Local Authorities should have the power to permit more than the four B2 machines per shop if they believe it will help with clustering. The Committee also recommends that any local authority be able to make the decision as to whether or not they want a casino. As a step towards this, existing 1968 Act Casino licences should be made portable, allowing operators to relocate to any local authority provided that they continue to be constrained by the need to obtain local authority approval, a premises licence and planning permission. The failure to set remote gambling taxation at a level at which online operators could remain within the UK has led to almost every online gambling operator moving offshore whilst most are still able to advertise and operate into the UK. The Committee further recommends the Gambling Commission should introduce a new licence fee structure which reduces the current anomaly where small, independent bookmakers pay much higher fees per shop than large chains. Particularly given the absence of a significant UK-regulated online sector or any Regional Casinos, the Gambling Commission remains an overly expensive, bureaucratic regulator.

Available in PDF, EPUB and Kindle. Book excerpt: Who counts as an American Indian? Which groups qualify as Indian tribes? These questions have become increasingly complex in the past several decades, and federal legislation and the rise of tribal-owned casinos have raised the stakes in the ongoing debate. In this revealing study, historian Mark Edwin Miller describes how and why dozens of previously unrecognized tribal groups in the southeastern states have sought, and sometimes won, recognition, often to the dismay of the Five Tribes—the Cherokees, Chickasaws, Choctaws, Creeks, and Seminoles. Miller explains how politics, economics, and such slippery issues as tribal and racial identity drive the conflicts between federally recognized tribal entities like the Cherokee Nation of Oklahoma, and other groups such as the Southeastern Cherokee Confederacy that also seek sovereignty. Battles over which groups can claim authentic Indian identity are fought both within the Bureau of Indian Affairs’ Federal Acknowledgment Process and in Atlanta, Montgomery, and other capitals where legislators grant state recognition to Indian-identifying enclaves without consulting federally recognized tribes with similar names. Miller’s analysis recognizes the arguments on all sides—both the scholars and activists who see tribal affiliation as an individual choice, and the tribal governments that view unrecognized tribes as fraudulent. Groups such as the Lumbees, the Lower Muscogee Creeks, and the Mowa Choctaws, inspired by the civil rights movement and the War on Poverty, have evolved in surprising ways, as have traditional tribal governments. Describing the significance of casino gambling, the leader of one unrecognized group said, “It’s no longer a matter of red; it’s a matter of green.” Either a positive or a negative development, depending on who is telling the story, the casinos’ economic impact has clouded what were previously issues purely of law, ethics, and justice. Drawing on both documents and personal interviews, Miller unravels the tangled politics of Indian identity and sovereignty. His lively, clearly argued book will be vital reading for tribal leaders, policy makers, and scholars.

Available in PDF, EPUB and Kindle. Book excerpt: Canberra’s dual status as national capital and local city dramatically affected the rise of a unique contemporary arts scene. This complex story, informed by rich archival material and interviews, details the triumph of local arts practice and community over the insistent cultural nation-building of Australia’s capital. It exposes local arts as a vital force in Canberra’s development and uncovers the influence of women in the growth of its visual arts culture. A broad illumination of the city-wide development of arts and culture from the 1920s to 2001 is combined with the story of Bitumen River Gallery and its successor Canberra Contemporary Art Space from 1978 to 2001. This history traces the growth of the arts from a community-led endeavour, through a period of responses to social and cultural needs, and ultimately to a humanising local practice that transcended national and international boundaries.

Available in PDF, EPUB and Kindle. Book excerpt: Since the legalisation of off-course cash betting in 1960, and the rise of varying forms of gambling, the British have come to be known as a nation of gamblers. Until this study was published in 1976, barely any evidence existed against which to assess the claim that gambling had become a major social problem. The authors present data drawn from area surveys carried out in Swansea, Sheffield, Wanstead and Woodford, and explore how well previous sociological theories of gambling agree with their findings, particular in connection with certain aspects of work and leisure. Examining different forms of gambling, including betting, bingo and gaming machines, the chapters consider how gambling choices vary between different social groups, and how much time and money is spent on them. With the internet making it easier than ever before to place bets, this title is especially relevant, and provides a systematic basis for an explanation of gambling in relation to social structure.

Available in PDF, EPUB and Kindle. Book excerpt: Pathways to Excessive Gambling draws upon extensive empirical research amongst young people and problem gamblers in Australia, comparing it with situations in other territories, to shed light on social, recreational gambling and the ways in which this can lead to excessive gambling. It highlights the relationship between the local community, sports clubs, governments, social recreation, economy and regulation of gambling venues, identifying the social indicators that typify situations which commonly lead to excessive gambling. By developing a 'society-based' perspective, this volume recognizes problem gambling as an issue for the whole society rather than just the individual, focusing on the availability of gambling and identifying its capacity, as a construct, to encourage or restrict the behaviour of the individual. As such, this book will be of significance to social scientists with interests in gambling, young people, social problems, and the sociology of leisure and culture.

Book excerpt: There are now signs that, after decades of phenomenal growth, the era of unrestrained gambling liberalisation may be coming to an end. However, the power of the Gambling Establishment is formidable, and it will certainly fight back. Drawing on research and policy examples from around the world, the book provides a unified understanding of the dangerousness of modern commercialised gambling, how its expansion has been deliberately or inadvertently supported, and how the backlash is now occurring. The term Gambling Establishment is defined to include the industry which sells gambling, governments which support it, and a wider network of organisations and individuals who have subscribed to the ‘responsible gambling’ Establishment discourse. Topics covered include the psychology of how gambling is now being advertised and promoted and the way it is designed to deceive gamblers about their chances of winning; the increased exposure of young people to gambling and the alignment of gambling with sport; understanding the experience of gambling addiction; the various public health harms of gambling at individual, family, community and societal levels; and how evidence has been used to resist change. The book’s final chapter offers the author’s manifesto for policy change, designed with Britain particularly in mind but likely to have relevance elsewhere. With detailed examples given of the ways a number of countries are responding to these threats to their citizens’ health, this book will be of global interest for academics, researchers, policymakers and service providers in the field of gambling or other addictions specifically, and public health and social policy generally.
