By the act of the 29th April, 1844, under which the board is constituted, their report is directed to be made to the Governor, and printed in conformity with the eighth section of the act to create permanently the office of state printer. But as this report contains suggestions which may require the immediate attention of the Legislature, I have thought proper to communicate copies of it without delay.
