Book excerpt: Across the world, ethnic, religious and linguistic minorities are subjected to hate crimes, systematic discrimination and marginalization. Religious minorities have recently faced particular threat in certain regions, while in other parts of the globe identity based on race or ethnicity has been used as a basis for exclusion. In The First United Nations Mandate on Minority Issues, Gay McDougall curates a selection of reports she produced as UN Independent Expert on Minority Issues. The collection, with her introductory analysis, reveals the challenges and opportunities faced in her attempt to highlight the plight of these oppressed communities around the world and to shape an important new mechanism for the UN’s protection of their rights.

It aims to demystify the UN’s human rights mechanisms, procedures and institutions. It shows how minorities and minority-based nongovernmental organizations (NGOs) can use the UN and its different bodies to promote respect for minority rights. It offers practice advice, case studies and step-by-step guidance to working with the UN; showing, for example, how NGOs can provide information to the UN, how they can pursue cases and lobby for their issues, and where the best entry points are within the UN’s institutions and monitoring mechanisms. While this guide is aimed at minority-based NGOs, and NGOs working to promote human rights, it will be of interest to anyone wishing to learn more about the UN.

The regional perspectives and case studies included further enable the identification of positive initiatives and good practices as well as persistent gaps in the implementation of the standards enshrined in the Declaration.

Gay McDougall visited the Dominican Republic between 23 and 29 October 2007 ... The experts found that there is a profound and entrenched problem of racism and discrimination in Dominican society, generally affecting blacks and particularly such groups as black Dominicans, Dominicans of Haitian descent and Haitians ... [Diène and McDougall] noted that the issue of racism is almost invisible in certain parts of society and in particular amongst elites who vehemently deny the possibility of the existence of such a phenomenon. While there is no Government policy of racism and no legislation that is on the face of it clearly discriminatory, the experts highlight the discriminatory impact of certain laws, particularly those relating to migration, civil status and the granting of Dominican citizenship to persons of Haitian heritage born in the Dominican Republic."--Summary.

She met with senior government officials at both the federal and state level, with civil society, academics and members of political opposition groups, with students, and with members of minority communities themselves. She held discussion forums, including with women from ethnic groups affected by conflict in the Gambella region. Continuing ethnic conflicts, often caused by land, water and resource issues, or due to political factors, are damaging prospects of regional stability, and a unified, democratic and prosperous Ethiopia. Concerted conflict prevention and resolution efforts are required, but to date have been inadequate. Minority communities that are discriminated against, excluded and marginalized are frequently victims of conflict, may be forcibly displaced from their traditional territories and lack opportunities and capacity to promote and protect their rights. Some communities, including pastoralist groups, face severe survival issues, extreme poverty and food and water insecurity on a daily basis. Some of the smallest communities in Ethiopia may disappear as distinct groups, due to environmental, social and political pressures and processes of assimilation."--Summary.

Available in PDF, EPUB and Kindle. Book excerpt: Racial and ethnic disparities in health care are known to reflect access to care and other issues that arise from differing socioeconomic conditions. There is, however, increasing evidence that even after such differences are accounted for, race and ethnicity remain significant predictors of the quality of health care received. In Unequal Treatment, a panel of experts documents this evidence and explores how persons of color experience the health care environment. The book examines how disparities in treatment may arise in health care systems and looks at aspects of the clinical encounter that may contribute to such disparities. Patients' and providers' attitudes, expectations, and behavior are analyzed. How to intervene? Unequal Treatment offers recommendations for improvements in medical care financing, allocation of care, availability of language translation, community-based care, and other arenas. The committee highlights the potential of cross-cultural education to improve provider-patient communication and offers a detailed look at how to integrate cross-cultural learning within the health professions. The book concludes with recommendations for data collection and research initiatives. Unequal Treatment will be vitally important to health care policymakers, administrators, providers, educators, and students as well as advocates for people of color.
