Book excerpt: The Parties reviewed the status of the FAO Agreement on Port State Measures (“the Agreement” or PSMA) and recalled the decisions of the Third Meeting of the Parties. Progress and challenges in the implementation of the Agreement by Parties were discussed and the important role of regional fisheries bodies (RFBs), in particular regional fisheries management organizations (RFMOs), in supporting the implementation of the Agreement was highlighted. The Parties agreed on the operationalization of the Global Information Exchange System by the end of 2023 and adopted the Terms of Reference for the Technical Working Group on Information Exchange. The Parties emphasized that assistance to developing States Parties is critical for the effective implementation of the Agreement, and reiterated the need to make the multilateral-partner PSMA Part 6 Trust Fund administered by FAO operational. The Parties adopted A Strategy to Improve the Effectiveness of the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (the “Bali Strategy”). The Parties also agreed that the Terms of Reference of the PSMA Strategy ad hoc Working Group be modified to include the task of monitoring the effective implementation of the Agreement. The amended questionnaire for the Parties for the review and assessment of the effectiveness of the PSMA, together with the new questionnaire for RFBs and other international organizations, were adopted. The programme of work was discussed and the Parties agreed on a schedule of PSMA meetings.

Book excerpt: The Fourth Meeting of the WECAFC/CRFM/IFREMER Working Group on the Shrimp and Groundfish of the Northern Brazil-Guianas Shelf was held virtually on 18 and 19 November 2020. Among the 39 participants were Working Group Members, national fisheries officers and representatives of government organizations, academia, fishing industry, partner organizations and the FAO. The final draft of the Sub-regional EAF Strategy and Fisheries Management Plan (FMP) for the shrimp and groundfish fisheries of the North Brazil-Guianas Shelf was reviewed. Among the issues discussed were options for the institutional mechanisms, including a technical and a decision-making body, required for implementation of the strategy and FMP. Representatives of Brazil, Guyana, Suriname, and Trinidad and Tobago presented an overview of the current status and outlook of their respective fisheries and national FMPs. While progress has been made toward management of the shrimp and groundfish fisheries, several challenges were encountered and some stocks continued to be overexploited. Results were presented of the pilot application of the Governance Effectiveness Assessment Framework in fisheries, pollution, and habitats and biodiversity on the North Brazil Shelf. The need for improvement in data collection was highlighted. In addition, the key findings of a decent work assessment of the shrimp and groundfish fisheries in Guyana, Suriname, and Trinidad and Tobago as well as at the regional level were discussed and recommendations presented. A major concern is IUU fishing in the context of human and labour rights violations and undocumented migrant workers. An update of the FIRMS inventories indicated that 29 resource fact sheets and 35 fisheries fact sheets for the WECAFC region have been produced for the reporting period 2016–2020. A call was made for Member States to submit fishery inventory updates. The proposed revised structure of the list of main species for WECAFC as well as the preliminary boundary proposals regarding FAO Fishing area 31 were discussed by participants. An update on vessel mapping for the WECAFC-proposed regional classification of fleet segments was presented. This is based on classifying fishing vessels according to the predominant gear used, to match the diversity of artisanal vessels and gear types that exist in the WECAFC region. The proposed modified structure of the interim Data Collection Reference Framework (iDCRF) and data policy were discussed. Participants reviewed and validated the WECAFC decision support system, which will support decision making in ecosystem approach to fisheries (EAF)-ecosystem based management (EBM) in the region. Book excerpt: Fish Spawning Aggregations (FSAs) are very important as they are the sole reproductive event, and face a global challenge for being reduced in both number and size, threatening the continued existence of the species, along with the livelihood of fishing communities with a multiplier effect on the economics, social cohesion and survival of benthic areas. Efforts have been made to reduce and reverse their decline but are insufficient. It is against this backdrop that the Regional Fish Spawning Aggregation Draft Fishery Management Plan (FSAMP) was developed at the request of the Working Group. The goals of the 4th meeting of the SAWG are to address any comments received from members and partners on the draft FSAMP, as well as to provide updates on the communications strategy and advance implementation of Recommendation WECAFC/XVII/2019/24 adopted at the 17th Session of WECAFC (WECAFC 17). Las agregaciones de desove (AD) constituyen el principal evento reproductivo, y se enfrentan a un reto global por su reducción en número y tamaño. Una situación que amenaza la continuidad de las especies y los medios de vida de las comunidades pesqueras, con un efecto multiplicador en la economía, la cohesión social y la supervivencia de las zonas bentónicas. Se han realizado esfuerzos para reducir y revertir su declive, pero son insuficientes. En este contexto y, a petición del GTAD, se elaboró el proyecto del Plan regional de ordenación pesquera de las especies que forman agregaciones de desove (PROPEFAD). Los objetivos de la cuarta reunión del GTAD son estudiar los comentarios formulados por miembros y socios sobre el proyecto del PROPEFAD, proporcionar información actualizada sobre la estrategia de comunicación, y avanzar en la implementación de la Recomendación COPACO/17/2019/24, adoptada en la decimoséptima reunión de la COPACO (COPACO 17).
