Book excerpt: In 2020, for the first time in history, the world's debt as a percentage of its gross domestic product exceeded 100%. Although it has come down slightly since then, there are concerns about where the next debt crisis will happen, given that Pakistan and Sri Lanka have already found themselves in debt crises. India's overall fiscal health and macro-economic conditions remain stable, but the same may not be completely true when the discussion shifts to India's subnational entities. In Debt Sustainability of Subnational Governments in India: Lessons from International Debt Crises, Dwivedi attempts to answer this question by analysing the debt sustainability of the states in the context of many emerging issues and challenges to their fiscal health with the aim of providing usable and practical recommendations that can ensure the fiscal health of the subnational governments in India and across the world. Focusing on the state or provincial governments, Dwivedi addresses the debt that the government undertakes to fund its programmes and examines whether such governments are indulging in taking excessive debt. Some of the aspects covered in the book include international experiences with excessive borrowings or debt creation and the learnings from these experiences, trends of state government debt (subnational debt), emerging issues that pose challenges to state finances, and recommendations to control debt from spiralling out of control.

With several examples from developing nations, the book dwells into the practical and managerial aspects of urban planning, partnerships, participation, financial mobilization and effective governance. Available in PDF, EPUB and Kindle. Book excerpt: This book brings the discourses around social justice and sustainable development back into focus by looking at India’s mining sector and the state’s frameworks for economic development. The chapters in this volume analyse mining practices in the mineral-rich areas of eastern India through various case studies and highlight their immense human and environmental costs. This volume critically analyses selected mining projects in India that have resulted in large-scale displacements, impoverishment and environmental degradation. It identifies the gaps in policy, its implementation, and the lack of safeguards which threaten the socio-economic and ecological ways of life and the livelihoods of the local communities. Based on documents, reports, interviews and field observations, this book engages with the issues surrounding the mining sector, e.g., land acquisition, land use and degradation, the politics of compensation, policies, agitation and social mobilisation, health and agriculture, livelihood and gender. It further provides an assessment of local political economies and offers suggestive frameworks for inclusive growth in this sector. This book will be of interest to students and researchers exploring the disciplines of development studies, sociology, law and governance, human ecology and economics.

Available in PDF, EPUB and Kindle. Book excerpt: I was born into a farming family. As a Delta Farmer, I have been in the agricultural business for the past fifty years. The farming activity in delta districts is solely dependent on River Cauvery. Since the year 1974, Cauvery delta farmers have been deprived of their right to use Cauvery water. This made them poor, debt struck and has led to suicides. Farming has become unsustainable. The root cause of all these sufferings is the insufficient flow of Cauvery water. The aim of this book is to let our North Indian leaders, BJP and Congress, know that River Cauvery is sacred and revered and that it makes the delta soil fertile and rich. Without Cauvery water, the delta lands now look barren and dead. All the fine arts grew and developed only because of Cauvery. Architecture was in full bloom on the banks of Cauvery because of Tamil kings. Cauvery irrigation is systemic and technically viable. Solutions to augment the flow of Cauvery water from the west-flowing rivers have been proposed to resolve the issue permanently.

Available in PDF, EPUB and Kindle. Book excerpt: This handbook is a comprehensive source of information, analysis and directions in disaster studies. It goes beyond the oft-explored issues of management and science related to the topic and explores policies, governance, law and decision-making combined with the processes of implementation and enforcement, all the while integrating the latest science and technology updates related to the topic, such as artificial intelligence and early warning systems. It brings together studies which relate to sociology, politics and institutional economics, which work under the impact of resource availability, issues of leadership and international laws. Disasters are trans-boundary and disaster studies are trans-disciplinary. It is this aspect which would form the fulcrum of contributions and present a new, refreshing and innovative design for the handbook. The transformatory pedagogy which started with the Hyogo Framework for action 2005-2015 and The Sendai Framework for Disaster Risk Reduction 2015-2030 outlines seven clear targets and four priorities for action to prevent new and reduce existing disaster risks. The four priority areas around which the book would revolve are (i) Understanding disaster risk; (ii) Strengthening disaster risk governance to manage disaster risk; (iii) Investing in disaster reduction for resilience and; (iv) Enhancing disaster preparedness for effective response, and to "Build Back Better" in recovery, rehabilitation and reconstruction.
