Fletcher, Governor of the State of Vermont: On the eighth day of November, 1912, by communications to the Senate and House of Representatives, Your Excellency submitted to their consideration certain suggestions regarding public education and recommended the creation of an Educational Commission charged with the duty of making inquiry thereinto for the purpose of securing legislation for such reorganization of the elementary and secondary public schools of the state, in adjustment to the entire educational system of the state, as would promote the ends of economy, harmony and unit. In view of the constant requests of our institutions of higher learning for increasing state appropriations for their support and maintenance and the importance that the status of these institutions in their relations to the state should be clearly and speedily established, it was your further recommendation that such Educational Commission be required to report on the several necessities of the University of Vermont and State Agricultural College, Middlebury College and Norwich University, with such suggestions as would prevent unnecessary duplication. Pursuant to your communications the General Assembly enacted the following joint resolution: - "Whereas, a doubt has arisen in the minds of many of those most intimately related to the secondary and elementary schools of the state as to the efficiency of our common school system, and "Whereas, a similar doubt prevails among many friends of higher education regarding the adequacy of the return which the state is getting from its appropriations in aid thereof, and "Whereas, His Excellency, the Governor, has recommended in a recent message the appointment of a commission to investigate and report on these matters; Therefore it is hereby "Resolved by the Senate and House of Representatives: That a commission of nine persons, at least two of whom shall be experts in or engaged in educational work, shall be appointed by the Governor to inquire into the entire educational system and condition of this state. This commission shall report at the earliest possible date on the several rights, duties and obligations of the University of Vermont and State Agricultural College, Middlebury College and Norwich University with such recommendations as will prevent unnecessary duplication and consequent financial waste. The first volume of this report will con tain a brief interpretative review of the progress Of education in the United States within the year and a still briefer report of the most important phases of program in education in foreign countries. The wcond volume will contain statistics of education for the year within the United States. Neither part of the first volume is as complete as it should be; several important topics of education in this country have been omitted because the bureau had on its staff no specialists in these departments and had no funds with which to employ other persons to write these chapters. The report from other countries can never be made as complete as it should be until the bureau has more expats in foreign school systems, a much larger corps Of translators, funds to pay the expenses of investigations in foreign countries, and reasonable stipends to expert correspondents. It is not necessary to emphasize the importance of having once each year a complete and accurate interpretative survey of all important work in education in all parts of the world. Without it we may not hope to Obtain the best results from our systems of schools and other agencies of education nor to obtain the fullest results from the money invested in them. Every problem in education has come to be international. The work of the humblest district school should be done in the light of all the knowledge of education the world has been able to gain. The statis tics of the second volume can never be made complete and accurate until it is made possible for the bureau to send expert statisticians to State and city education offices and to the several institutions of learning of which reports are made. I know of no other agency that attempts to compile accurately so large a body Of important statistics without such expert agents in the field. Book excerpt: Excerpt from Report of a Survey of the School System of Butte, Montana, 1914 The commission endeavored from the first to make it clear that they would be willing to discuss the needs of the school system with any representative body in the city who might care to invite them to meet for a discussion of these problems. During the course of the Survey they accepted invitations to attend meetings of the Silver Bow Trades and Labor Council, of the supervisors and principals of the public school system, of the teachers' union, of the city parents-teachers' association, of the Woman's Club, and of the Chamber of Commerce. Upon the suggestion of some of the teachers who were interested in the tests given to children, a meeting of the whole teaching corps was held in order to acquaint teachers with the nature of the tests given and to enable them to understand the methods used in scoring results. Another meeting of the teaching corps by grade groups was held for the discussion of problems peculiar to the different groups of teachers. As has already been suggested, the purpose of the Sur vey had to do mainly with suggesting possibilities for im proving the opportunities of the children in the public schools. To accomplish this end, all the members of the commission spent the first week during which they were at work in Butte upon the Survey, in visiting the class rooms. Ross, State Superintendent of Public Instruction; December, 1914 In a general way the development of free schools has been everywhere coincident with the growth of democracy. Here in America as else where public education has been an evolution. Pioneer conditions with us have always meant first, homes and a living; then, churches and schools. In Kansas around the cabin and the dugout on the far horizon, was erected the local school district, and there followed the box car school house as representing the simplest and cheapest form of architecture. Other settlers came and other districts were formed, irregular in shape, unequal in size, and varying in valuation, but always with the one oblong, cross-lighted type of building. The sod house and the ox team have vanished with the Indian and the buffalo. In their 'place are coming, in numbers unequalled anywhere else in the world, the modern farm home and' the automobile. But the rural school of the pioneer lingers with us yet - the last survivor of a by-gone age. New occasions teach new duties in time, however, and already there are abundant signs that the god of Things as they are will not much longer be able to dictate educational conditions to the boys and girls of Kansas. Within the past four years Pennsylvania, West Virginia, Ohio and Iowa, realizing that their school laws and systems of school organization had become outgrown and antiquated, have adopted absolutely new school codes prepared and recommended by expert commissions appointed and provided with funds for that purpose. Minnesota and Colorado will to all appearances do so at the coming sessions of their legislatures, while there is strong and growing sentiment in Nebraska for similar action. Kansas would do well to follow this example. For the fact that the schools of the past have nobly met the needs of their day and generation is' no more evidence that they are good enough now than is the fact that the sickle and the flail hold an honored place in the history of the race sufficient proof that we now have no need of the header and the thresher. This committee by correspondence agreed that the most Obvious aspects of the subject assigned, The Rating, Placing, and Promotion Of Teachers, be dealt with in papers, one important aspect to be treated by each member of the committee, and each paper to be: (a) an exposition of the impor tance of the matter - a discussion of principles; (6) a definition of the problem or problems; (0) a qualitative (and as far as possible a quantitative) estimate and description of the present conditions and their hearing upon present education and civilization in America; (d) a plan for a more careful survey and analysis of conditions; (6) a scheme (even a utopian scheme) for improve ment. This paper and those which follow indicate the topic chosen and the choice of writers. It was further agreed to prepare by correspondence a comprehensive plan for study, propaganda, and legislation with a View to the betterment Of conditions, and submit it to this Society to be adopted by it or urged upon the National Education Association. This plan could not be prepared in time for printing in the Yearbook, but Will be in shape for the meeting in Richmond. A naive student of things human from, let us say, some other world, observing things educational in this country, would be impressed no doubt by a number of things, but among them I feel very sure he would not fail to be impressed by the following unfortunate things: I. That each year a great many teachers begin teaching who have not made adequate preparation for such beginning; that most of these beginners are women, or rather, young girls; and that men are very scarce in the ranks of these beginners - many of these few being of a sort to entitle the profession as a Whole to the designa tion, The Third American Sex.
