The book gathers invited reports from prestigious scholars in such research areas as political philosophy, economy, history, international security and diplomacy. The theme of the book is grand in nature, for the world is undergoing once-in-a-century great transformation, meanwhile China faces the critical moment for its great rejuvenation, how China thinks about and designs its relations with the world is a key issue in the international arena. The book reveals that the greatest challenge to China in this context is how to secure and extend its period of strategic opportunity, and actively shaping this period should be regarded as the core trend of its response. The aim of this book is threefold: firstly, to provide a comprehensive overview of the undergoing world transformation and its interaction with China; to analyze how China deals with internal and external challenges, why China could still have strategic opportunities and what will and should China do to sustain and reshape its period of strategic opportunity, secondly, to analyze how China deals with fierce strategic competition with the U.S., and how it develops its relations with other countries, especially great powers; to analyze the challenges that the BRI faces and how China reshapes it relations with other developing countries via cooperation on the BRI; thirdly, to provide a vivid picture of world transformation and China’s design of its grand strategy, to investigate the key factors in securing China’s sustainable development and its period of strategic opportunity, and indicates that the key is to develop a global vision and provide new strategic opportunities for the world, and the support comes from a stronger presence in the region and an optimized geopolitical and economic environment. Available in PDF, EPUB and Kindle. Book excerpt: While Americans are generally aware of China's ambitions as a global economic and military superpower, few understand just how deeply and assertively that country has already sought to influence American society. As the authors of this volume write, it is time for a wake-up call. In documenting the extent of Beijing's expanding influence operations inside the United States, they aim to raise awareness of China's efforts to penetrate and sway a range of American institutions: state and local governments, academic institutions, think tanks, media, and businesses. And they highlight other aspects of the propagandistic “discourse war” waged by the Chinese government and Communist Party leaders that are less expected and more alarming, such as their view of Chinese Americans as members of a worldwide Chinese diaspora that owes undefined allegiance to the so-called Motherland.Featuring ideas and policy proposals from leading China specialists, China's Influence and American Interests argues that a successful future relationship requires a rebalancing toward greater transparency, reciprocity, and fairness. Throughout, the authors also strongly state the importance of avoiding casting aspersions on Chinese and on Chinese Americans, who constitute a vital portion of American society. But if the United States is to fare well in this increasingly adversarial relationship with China, Americans must have a far better sense of that country's ambitions and methods than they do now.

This book was released on 2019-06-02 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: This important report was issued by the Department of Defense in June 2019. The Indo-Pacific is the Department of Defense's priority theater. The United States is a Pacific nation; we are linked to our Indo-Pacific neighbors through unbreakable bonds of shared history, culture, commerce, and values. We have an enduring commitment to uphold a free and open Indo-Pacific in which all nations, large and small, are secure in their sovereignty and able to pursue economic growth consistent with accepted international rules, norms, and principles of fair competition. The continuity of our shared strategic vision is uninterrupted despite an increasingly complex security environment. Inter-state strategic competition, defined by geopolitical rivalry between free and repressive world order visions, is the primary concern for U.S. national security. In particular, the People's Republic of China, under the leadership of the Chinese Communist Party, seeks to reorder the region to its advantage by leveraging military modernization, influence operations, and predatory economics to coerce other nations. In contrast, the Department of Defense supports choices that promote long-term peace and prosperity for all in the Indo-Pacific. We will not accept policies or actions that threaten or undermine the rules-based international order - an order that benefits all nations. We are committed to defending and enhancing these shared values.China's economic, political, and military rise is one of the defining elements of the 21st century. Today, the Indo-Pacific increasingly is confronted with a more confident and assertive China that is willing to accept friction in the pursuit of a more expansive set of political, economic, and security interests. Perhaps no country has benefited more from the free and open regional and international system than China, which has witnessed the rise of hundreds of millions from poverty to growing prosperity and security. Yet while the Chinese people aspire to free markets, justice, and the rule of law, the People's Republic of China (PRC), under the leadership of the Chinese Communist Party (CCP), undermines the international system from within by exploiting its benefits while simultaneously eroding the values and principles of the rules-based order. This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community. 1. Victoria Tin-bor Hui, Associate Professor, University of Notre Dame Department of Political Science. When the Hong Kong Special Administrative Region was established in law under the principle of "one country, two systems," Beijing authorities explicitly guaranteed a high degree of political, economic, legal and financial autonomy. The Basic Law, which has governed Hong Kong since 1997, unequivocally protected freedom of movement, conscience, communications, and privacy; indeed, the term "inviolable" was applied to assurances that no citizen would be subject to unlawful arrest, detention or imprisonment. Perhaps most importantly, Beijing pledged Hong Kong citizens would enjoy universal suffrage in the selection of their political leadership. Hong Kong's citizens trusted that democratic elections would be the ultimate guardian of their human and political rights. Beijing has reversed, denied, and delayed each of its legal commitments bringing millions of Hong Kong's citizens into the streets. In the pasts few months, over 1,100 people have been arrested for exercising their legal rights. Now, Beijing and its appointed leaders are falsely blaming and attacking the victims of its surveillance and strangulation policy. This year has been one of extreme volatility in the relationship between the U.S. and China. Change and unpredictability have been so significant since we began our hearings this year that Commissioners thought it would be valuable to revisit and explore some key topics in the economic and security realms.

Book excerpt: China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

Book excerpt: This collection explores the expansion of Chinese outbound investments, aimed to sustain the increased need for natural resources, and how they have amplified the magnitude of a possible international crisis that the People’s Republic of China may face in the near future by bringing together the views of a wide range of scholars. President Xi’s Belt and Road initiative (BRI), aimed to promote economic development and exchanges with China for over 60 countries, necessitates a wide range of security procedures. While the threats to Chinese enterprises and Chinese workers based on foreign soil are poised to increase, there is an urgent need to develop new guidelines for risk assessment, special insurance and crisis management. While the Chinese State Owned Enterprises are expanding their international reach capabilities, they still do not have the capacity to assure adequate security. In such a climate, this collection will be of profound value to policy makers, those working in the financial sector, and academics.
