Book excerpt: Biofuels can reduce greenhouse gas emissions from road transport-but most first generation biofuels have a detrimental impact on the environment overall. In addition, most biofuels are often not an effective use of bioenergy resources, in terms either of cutting greenhouse gas emissions or value-for-money. The Government must ensure that its biofuels policy balances greenhouse gas emission cuts with wider environmental impacts, so that biofuels are only used where they contribute to sustainable emissions reductions. The Government and EU's neglect of biomass and other more effective policies to reduce emissions in favour of biofuels is misguided. The current policy and support framework must be changed to ensure that sustainable bioenergy resources maximise their potential to generate energy for the lowest possible greenhouse gas emissions. In general biofuels produced from conventional crops should no longer receive support from the Government. Instead the Government should concentrate on the development of more efficient biofuel technologies that might have a sustainable role in the future. The Government should seek to ensure that EU policy changes to reflect the concerns raised in this report. This means implementing a moratorium on current targets until technology improves, robust mechanisms to prevent damaging land use change are developed, and international sustainability standards are agreed. Only then might biofuels have a role to play. In the meantime, other more effective ways of cutting emissions from road transport should be pursued. It will take considerable courage for the Government and EU to admit that the current policy arrangements for biofuels are inappropriate. The policy realignments that are required will be a test of the Government's commitment to moving the UK towards a sustainable low carbon economy.

Book excerpt: Government funding for developing renewable energy technologies has delivered technology innovation and increased the supply of renewable energy. Numerous schemes offering direct support for renewable energy technologies have been launched during the last decade by various government departments and delivery bodies. Reflecting their own objectives and remits, each organisation has determined its approach and spending on renewable energy technologies. Co-ordination among delivery bodies has historically been limited and there has been no routine collection of information on the spending and delivery by these schemes and their contribution to meeting the 2020 target for renewable energy and the longer-term statutory commitment to reduce carbon emissions. The overall value for money of spending to date cannot be demonstrated. Government-funded direct support for renewable energy technology was £265 million between 2000 and 2009. This funding is separate from support provided through fiscal and regulatory measures, including the Renewables Obligation, which in 2008-09 provided financial support worth around £1 billion. The available evidence suggests direct support has contributed to an increase in renewable energy generation. Industry has had to seek funding from many short-term schemes to support long-term projects, but there is evidence that funding has successfully supported innovation. Since taking on responsibility for renewable energy policy in October 2008, the Department of Energy and Climate Change has delivered a renewable energy strategy and it is now developing a supporting delivery plan. This provides an opportunity to improve co-ordination, consistency and the value for money achieved from Government funding for developing renewable energy technologies.

Book excerpt: Energy markets are already undergoing considerable transitions to accommodate new (renewable) energy forms, new (decentral) energy players, and new system requirements, e.g. flexibility and resilience. Traditional energy markets for fossil fuels are therefore under pressure, while not-yet-mature (renewable) energy markets are emerging. As a consequence, investments in large-scale and capital intensive (traditional) energy production projects are surrounded by high uncertainty, and are difficult to hedge by private entities. Traditional energy production companies are transforming into energy service suppliers and companies aggregating numerous potential market players are emerging, while regulation and system management are playing an increasing role. To address these increasing uncertainties and complexities, economic analysis, forecasting, modeling and investment assessment require fresh approaches and views. Novel research is thus required to simulate multiple actor interplays and idiosyncratic behavior. The required approaches cannot deal only with energy supply, but need to include active demand and cover systemic aspects. Energy market transitions challenge policy-making. Market coordination failure, the removal of barriers hindering restructuring and the combination of market signals with command-and-control policy measures are some of the new aims of policies. The aim of this Special Issue is to collect research papers that address the above issues using novel methods from any adequate perspective, including economic analysis, modeling of systems, behavioral forecasting, and policy assessment. Despite the global reach of the automotive industry, it is unlikely that a solution for one region will fit all. A more reasonable goal is a set of projected ‘ecosystems’ using differing amounts of oil, electricity, or alternative fuels. From this, automotive managers and leaders can get a sense of how to make business decisions for the future. To frame comparisons, the author qualitatively assesses each alternative against these criteria: 1. energy density 2. scale 3. efficiency of use 4. consumer convenience 5. vehicle technical maturity 6. delivery infrastructure maturity 7. production infrastructure maturity 8. rate of progress Some alternative fuels will naturally be higher in some categories than others. For example, gasoline has higher energy density but when burned in internal combustion engines, has low efficiency. Batteries, on the other hand, have low energy density but are efficient for powering electric motors. For mapping out a long-term future and deciding how best to invest resources, a comparison of these critical criteria should help. The book is concisely written for executives, decision-makers, academics, automotive engineers and others who want or need a long-range view of trends that will influence vehicle fuels for the next 20 years.
