Which they can enjoy it. You can make all these regulations which are ne cessary for the common benefit, and adopt such legislation as may best pro mote the prosperity and happiness of the whole. If, in the exercise of your judgment, a particular institution stands in the way of the accomplishment of this great object of the common good, you can prohibit it. This question of sla very in the Territories is reduced, then, simply to the mere mode of enjoyment' of that which is the property of all. The question of slavery in the Territories thus becomes a legitimate subject of legislative action. It is a mere question of expediency - of sound legislative discretion. I oppose these doctrines to the proposition that we possess no power to arrest the progress of this evil - that we cannot prevent the seed from being planted - that the only power on earth that can interfere is that of the people of the Territories when they come to form a State constitution. Sir, prevention is altogether better than cure. It. Is easier, as the melancholy experience of the country illustrates, to prevent the introduction of this system, than to eradicate it when once established.
