Senator Peter Domenici apointed this panel of witnesses to address how tax changes might effect the ability to raise money to finance New Jersey's infrastructure. Governor Kean states that the major burden for paying for infrastructure improvements will fall upon local property taxpapers and the users of local services. He suggests that the deductibility of state and local property taxes must be maintained and highlights the negative impact of capping the volume of tax-exempt bonds, which would force expensive and worthy project to compete for limited bonds.
