Drawing on three months of research in Westminster, and over forty-five interviews, this book focuses on the everyday practices of Members of Parliament and officials to reveal how parliamentarians perform their scrutiny roles. Some MPs become specialists while others act as lone wolves; some are there to try to defend their party while others want to learn about policy. Amongst these different styles, chairs of committees have to try to reconcile these interpretations and either act as committee-orientated catalysts or attempt to impose order as leadership-orientated chieftains. All of this pushes and pulls scrutiny in competing directions, and tells us that accountability depends on individual beliefs, everyday practices and the negotiation of dilemmas. Part I explains how this view presents an alternative to the dominant humanitarian approach to asylum in political theory and some practice. Part II outlines the conditions under which asylum should act as a form of reparation, arguing that a state owes this form of asylum to refugees where it bears responsibility for the unjustified harms that they experience, and where asylum is the most fitting form of reparation available. Part III explores some of the ethical implications of this reparative approach to asylum for the workings of states’ asylum systems and the international politics of refugee protection.

Book excerpt: Why are national identities imagined in one way rather than in another? The book analyses national imaginations as an on-going reconstruction process in a political and social context in which several imaginations of the nation struggle to impose their conception. Focusing on a fundamental element of any collective identity, namely the «Other», the book looks at the reconstruction of national identities by actors in political debates on immigration in the late 1980s and 1990s, particularly associations and political clubs which were in favour of and against the presence of immigrant minorities in their respective countries. Thus, the book investigates different ways of imagining the same nation in two old European nation-states, namely France and Denmark, which differ with regard to their nation-building processes, their Second World War history, their memory of colonialism and their experience of immigration. It is thus possible to illustrate that existing ideas of the nation and memories of historical events shape the way in which the nation could be re-imagined in the 1980s and 1990s.
